DEVELOPMENT OFFICER’S REPORT DATED JULY 17, 2003 RE: APPLICATION FOR SIMILAR AND COMPATIBLE USE CARRIE BRIDEAU – 22 MURRAY STREET
One letter was received from adjacent property owner James Thomas, expressing his concerns with regard to increasing the limit of the number of children to 25.
Applicant, Carrie Brideau was present during the Open Session and addressed Mr. Thomas’ letter as follows:

  • She plans to have up to a maximum of 19 children, including 3 infants which require 2 “spaces” each under DH & CS calculations;
  • The additional spaces above the 15 allowed under the by-law will allow her to have “after school” places for siblings of the other children;
  • She has a large lot to accommodate parking spaces for additional employees and the proposed number of children;
  • With regard to the noise, she advised that the children will be out at different times during the day, not all at once or all day long.

There was no one else present speaking in favor of or against this Application.
The following motion was then made:
“…moved by Ralph Stevens that the Planning Advisory Committee grant the following request to permit the use of a Daycare Facility with a maximum of 25 children on the property located at 22 Murray St., PID No. 00466540 as a use similar and compatible to other permitted uses under the
Town’s Zoning By-law, Town of Grand Bay-Westfield By-law # 101, subject to:
a) completion of all conditions of approval required by the Provincial Department of Health and Wellness for a valid license to operate a Daycare Facility….”
Seconded by Cllr. Little.  Carried.

9. DEVELOPMENT OFFICER’S REPORT DATED JULY 17, 2003 RE: APPLICATION FOR VARIANCE BLISS HANSON – 53 INGLEWOOD DRIVE

  • the fence will be 0.15 m from the property line and constructed with screws for maintenance purposes.

The Committee expressed to Mr. Hanson their concerns with regard to safety and recommended he limit the construction of the higher fence to 20 ft. from the front property line.  Mr. Hanson agreed.
