PAC Minutes – October 1, 2001

The regular meeting of the Grand Bay-Westfield Planning Advisory Committee was held Monday, October 1, 2001 in Room “A”, 609 River Valley Drive.   Chairman, Larry Chapman conducted the meeting and called the meeting to order at 7:05. p.m.
1. RECORD OF ATTENDANCE
All Members were present.
2. PLANNING ADVISORY COMMITTEE MINUTES OF SEPTEMBER 17, 2001
“…moved by Michael Hare to accept as presented the September 17, 2001 Planning Advisory Committee Minutes….”
Motion seconded by Mel Steffens.  Carried.
3.  REGULAR COUNCIL MINUTES OF SEPTEMBER 10, 2001
“…moved by Ralph Stevens to receive and file the Regular Council Minutes of  September 10, 2001….”
Motion seconded by Bill McCann.  Carried.
4.  CHAIRMAN’S REMARKS
None.
5. DECLARATION OF CONFLICT OF INTEREST
None.
6. TERM EXPIRATIONS
It was noted that the following three P.A.C. Members have term expirations of  January 1, 2002:
James Evans
Mel Steffens
Bill McCann
During the discussion, the three Members advised that they wished to remain on the Committee for another term.
The Development Officer recommended that in order to avoid so many term expirations at one particular time, that P.A.C. recommend Council stagger them.
The following motion was then made:
“…moved by Ralph Stevens that the Planning Advisory Committee advise Council that the following three P.A.C. Members have terms due to expire on January 1, 2002, and that they all wish to submit their names for another term:
James Evans
Mel Steffens
Bill McCann
Also, recommend to Council that the terms be staggered as follows:
1 – one year term;
2 – two year terms….”
Motion seconded by Michael Hare.  Carried.
7.  DEVELOPMENT OFFICER’S MEMO DATED SEPTEMBER 26, 2001  RE:  PRESENTATION TO COUNCIL – MUNICIPAL PLAN BY-LAW/ZONING BY-LAW REVIEW
The Development Officer gave a brief synopsis to the Committee regarding the SGE Group Inc. presentation to Council.  He reported that their Background Report is very broad with a narrow scope, however is open to all possibilities.  He also advised of the time line involved, i.e. before December, a work shop will be held to work out options, and based on developments made, a Draft Plan will be submitted with another presentation to be made in January or early February, 2002.
During the discussion, it was noted that in the section pertaining to Education, Attainment and Income, it was mentioned that students are only bused to Harbour View High School in Saint John, with no reference made to other city schools the students are bused to.  Also, the possibility of a High School being built in the Grand Bay-Westfield area was not addressed.
Due to this fact, Bill McCann volunteered  to  ascertain the correct number of children currently attending schools in the City of Saint John and subsequently write a letter to the SGE Group Inc. requesting that they address this issue.
The following motion was then made:
“…moved by Michael Hare to receive and file the Development Officer’s Memo dated September 26, 2001  Re:  Presentation to Council – Municipal Plan By-law/Zoning By-law Review….”
Motion seconded by Bill McCann.  Carried.

Ralph Stevens moved to adjourn at 7:38 p.m.
