The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Monday, October 1, 2007 at 8:08 p.m. with Chairman, Ralph Stevens presiding.

Applicant, Ronald Hitchcock was present and advised the Committee that he had nothing further to add to his Application for Variance.
* Letter received from Shawn Belyea of 7 Florence Drive stated that he is in favor of this Application however, he feels that the finished side of the fence should face his property.
* Letter received from Geoff Duffley of 20 Florence Drive stated he is in favor of this Application.

10. APPLICATION FOR VARIANCE RE: THE WESTFIELD GOLF & COUNTRY CLUB INC. 8 GOLF CLUB ROAD
(A) DEVELOPMENT OFFICER’S REPORT DATED SEPTEMBER 27, 2007
(B) LETTER RECEIVED FROM BARBARA SIMMS DATED SEPTEMBER 27, 2007
James Balcomb, General Manager of the Westfield Golf & Country Club Inc. was present.
The Committee expressed to Mr. Balcomb their concerns as to what type of structure is proposed and its safety, and also concerns expressed by letter from adjacent property owner, Barbara Simms.
Mr. Balcomb advised that the existing structure is a series of post and beams which supports a hanging practice net, preventing the balls from going onto adjacent properties and down onto the road.  The proposal is to cover this structure with a roof, pitched in two directions, to enable the members to practice in inclement weather for eight months of the year, and then board up the structure for storage during the winter months.
He also stated that the structure could be utilized by the members in the event there are two functions going on at one time inside the club house, and also in the event there is inclement weather, the structure could be used to house a barbeque area.  oweve However, he advised that the structure would primarily be used for the membership to practice their shots and not for social gatherings.
The Committee expressed to Mr. Balcomb their safety concerns with regard to using the existing structure to support the roof.  Mr. Balcomb responded by saying that it is his intention, as with any structure erected on the golf course, that an Engineer would be consulted to access the situation first, as in this instance, for weight bearing capacity.
There was no one else present speaking in favor of this Application.
The following people were present speaking against this Application:
* Gordon Simms – 79 Nerepis Road
Mr. Simms reiterated his concerns as per his wife’s letter (Barbara Simms) to the Committee with regard to Environmental, Aesthetics, Encroachment and Noise.
Mr. Simms also advised that he has talked with a number of his neighours on Hillandale Drive who now tolerate the noise and that their greatest concern is that if this structure is used for social functions, the noise level will increase.
Another concern that Mr. and Mrs. Simms have is the litter which ends up on his property.  He brought along a box of bottles, etc. he gathered today along his property line and is concerned that if this structure is permitted, the litter will only increase.
Mr. Simms also stated that there are other options for placement of the structure other than on the east side, which would eliminate some concerns.  To this Mr. Balcomb stated that the structure cannot be placed elsewhere due to environmental and safety issues.
Another concern Mr. Simms had was regarding the existing post and beam structure which is supported on concrete footings, in that the footing on the north east corner down towards the parking lot is only 2 metres from his property line and if the variance was approved, there would be a set back violation.
* Mara Mallory – 89 Nerepis Road
Ms. Mallory had concerns with regard to environmental aspects, as she resides down hill from the proposed structure and wants assurance that the structure would not be used for storage of chemical supplies, old batteries, etc.
Mr. Balcomb responded stating that storage of pesticides and chemicals are required to be kept in steel containers as per the Dept. of  Environment guidelines, are inspected annually and are located back by the power line.  At present, the power carts are stored in the maintenance barn way out back and all the gas and oil is drained and batteries removed and containers stored outside the main office on the west side of the Golf Club.
Mr. Balcomb advised that chemicals used are in acceptance with current environmental laws and is mostly fertilizer and phosphorus, however, there are several other agents that are used to control when necessary, certain types of fungi.
Mr. Simms then stated that for this reason he does not drink his water and installed a reverse osmosis system.
Mr. Balcomb suggested that one way to control the litter  onto Mr. Simms’ property would be to erect a fence around the garbage container.   Mr. Simms responded by recommending that the line be surveyed beforehand.  The Committee then stated to Mr. Balcomb that a permit is needed to do so.
