PAC Minutes – October 15, 2001

The regular meeting of the Grand Bay-Westfield Planning Advisory Committee was held Monday, October 15, 2001 in Room “A”, 609 River Valley Drive.   Chairman, Larry Chapman conducted the meeting and called the meeting to order at 7:04. p.m.

All Members were present with the exception of Cllr. Little.
2. PLANNING ADVISORY COMMITTEE MINUTES OF OCTOBER 1, 2001

3.  REGULAR COUNCIL MINUTES OF SEPTEMBER 24, 2001
“…moved by Ralph Stevens to receive and file the Regular Council Minutes of  September 24, 2001….”
Motion seconded by Michael Hare.  Carried.

5.   DECLARATION OF CONFLICT OF INTEREST
None.
6. DEVELOPMENT  OFFICER’S  REPORT  OF OCTOBER 11, 2001 RE:  REQUEST FOR VARIANCE JAMES PARK – 14 HARMONY ROAD
A Closed Session Discussion was held regarding the above Request for Variance to construct a newly detached garage, requiring variances to the maximum area and maximum length.  During the discussion, the Committee had questions as to why the Applicant required such a large garage, and  had reservations with regards to granting such an excessive variance (requesting 936 sq. ft, as opposed to 645 sq.ft. listed in the By-law).
Applicant, James Park was present during the Open Session, and advised   the Committee that he needs the extra square footage for the following reasons:

  • to store a long boat on a trailer;
  • storage for two antique cars (one already completed and another he is working on);
  • needs space for his tools, with a work shop on the side;
  • wishes to have all his equipment stored in an orderly fashion in order to  keep his property neat and tidy;
  • he feels that due to the size of his lot, he has plenty of space for this size of garage.

When asked if he would consider down sizing the garage, Mr. Park replied that he did not wish to do so, as he needs the space for all the above stated reasons.
The Committee informed Mr. Park of their reluctance in granting such an excessive variance.  The Chairman then read to Mr. Park the six conditions listed in the Planning Department Package for Variance Applications, which acts as a guideline for the P.A.C. to take into consideration when dealing with Variance Applications. A copy was given to Mr. Park, with the request that he attempt to address all of or any one of the six conditions that he feels would be appropriate to his request.  Mr. Park agreed to provide the additional information to the Town Office on Wednesday, October 17, 2001.
There were no other presentations made in favor of or against this proposal.
The following motion was then made:
“…moved by Michael Hare that the Planning Advisory Committee Table the Request for Variance Application made by James Park for a period of three days, at which time the matter would once again be addressed during  a Special  Meeting on Thursday, October 18, 2001 at 8:00 p.m.  This would give Mr. Park time to review a copy of the Town of Grand Bay-Westfield Planning Department Information for Variance Application, with a written reply to each of the six variance conditions, or the one he feels is most appropriate that would help him successfully obtain the variance.  And in turn, would enable the Committee Members the opportunity to visit Mr. Park’s property at 14 Harmony Road, to extract any additional information that may be available on the property to help Mr. Park successfully obtain the variance requested….”
Motion seconded by James Evans.  Carried.

Ralph Stevens moved to adjourn at 8:21 p.m.
