The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Monday, October 15, 2012 at 8:08 p.m. with Chair, Ralph Stevens presiding.

MEMO FROM TOWN MANAGER DATED SEPTEMBER 14, 2012 RE: 2013 BUDGET REQUEST
(A) DEVELOPMENT OFFICER’S MEMO DATED OCTOBER 10, 2012
“…moved by Cllr. Bev Day that the Planning Advisory Committee submit the following budget figure of $9,000.00  for expenses of the Committee for the year 2013, with a request to Council to consider an increase in the established Honorarium for Members…. “

8. DEVELOPMENT OFFICER’S REPORT OCTOBER 10, 2012
(A) PLANNING ADVISORY TERM EXPIRATIONS
“…moved by Linda Estabrooks that under provisions of the Community Planning Act, two of the Committee Member’s terms are due to expire on January 1, 2013; and that Member, Ralph Stevens has offered to stand for re-appointment to the Planning Advisory Committee (with a new 3-year term from January 2, 2013 to January 1, 2016) and that member, James Evans (who has been a valued Member of the Planning Advisory Committee since 1998, has confirmed that he will not be re-offering for another term…”

9. DEVELOPMENT OFFICER’S REPORT DATED OCTOBER 10, 2012 RE: RECOMMENDATION TO COUNCIL  ZONING BY-LAW NO. 112C
“…moved by Chyann Kirby that under provisions of Section 66 of the Community Planning Act, that the Planning Advisory Committee recommend the enactment of the proposed Draft By-law No. 112 C, Amendment to By-law No. 112, Town of Grand Bay-Westfield Zoning By-law with minor changes in  the wording to section 3. (1) (a) as follows:
i) change the wording of the paragraph dealing with electric fencing by removing “more than 50 m” and replacing with “less than 15 m;  AND
ii) add the words “or using a symbol denoting electric shock”…. The proposed revised section would read:
“9. Notwithstanding Section 5.9.7, electrified fencing for large farm animals, and no other purpose, may be permitted if: a) the electric fence is located less than 15 m from a property line, a permanent secondary fence is installed on the outer perimeter(s) of the electrified fence, with a minimum of 0.6 m separation between the two fences or, clear and unambiguous warning signs in both official languages or using a symbol denoting electric shock, as to the existence and location of the electrified fence, are posted on support posts no more than 20 m apart along the outer fence line; and…
Seconded by Cllr. Bev Day.  Carried.
