The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Monday, October 16, 2006 at 8:05 p.m. with Chairman, Ralph Stevens presiding.

8. DEVELOPMENT OFFICER’S REPORT DATED OCTOBER 12, 2006 RE: TERM EXPIRATIONS
“…moved by Linda Estabrooks that the Planning Advisory Committee advise Council that the following two Planning Advisory Committee Members have terms due to expire on January 1, 2007:
Ralph Stevens James Evans with a request for letters from the outgoing Members who wish to indicate their willingness to re-offer for a new term be submitted to the Town prior to the deadline for Applications….”

APPLICATION FOR DISCRETIONARY USE RE: ANDREW LOGAN/ANGLICAN PARISH OF THE NEREPIS & ST. JOHN – 329 RIVER VALLEY DRIVE
(A) DEVELOPMENT OFFICER’S REPORT DATED OCTOBER 12, 2006
Applicant, Andrew Logan was present representing the Anglican Parish of the Nerepis and St. John.
There was no one else present speaking in favor of this Application.
The following property owner was present expressing concerns and spoke against this Application:
Heather Newman – 12 Woodside Court
– does not appreciate the church being constructed in her back yard, affecting her peace & quiet;
– where would the access will be and the proposed set back?
– will there be any blasting done?
– requested an inspection be done to her home before and after blasting;
– will vegetation be planted?
Mr. Logan addressed the above concerns by referencing the proposed Site Plan posted for the meeting, as follows:
– the proposal is to construct an access road on a right-of-way to the south of the property, with the building set back 130 to 140 metres up the hill; – not sure at this time if blasting will be required;
– however any required notice, inspections and monitoring and insurance would be adhered to if blasting is determined to be the last resort;
– additional vegetation will be planted, with the intent to save as many native plants as possible.
“…moved by Linda Estabrooks that the Planning Advisory Committee approve the request by the Anglican Parish of the Nerepis and St. John for consideration of a Discretionary Use to construct a Church in a Residential Zone under the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 101, section 8.2.3.2 (d), to be located at 329 River Valley Drive, PID No. 30220776, subject to provisions set out under Section 11 and any other applicable sections of the Zoning By-law and negotiations between the Town and the owners of PID No. 00022976 for the vesting of a public right of way and Subdivision Developers Agreement for the construction of the new public access road off River Valley Drive…”
