Special PAC Meeting

The Special Meeting of the Grand Bay-Westfield Planning Advisory Committee was held Thursday, October 18, 2001 in Room “A”, 609 River Valley Drive.   Chairman, Larry Chapman conducted the meeting and called the meeting to order at 8:00 p.m.
1. RECORD OF ATTENDANCE
All Members were present with the exception of Mel Steffens.
2. DECLARATION OF CONFLICT OF INTEREST
None.
3. DEVELOPMENT OFFICER’S REPORT OF OCTOBER 18, 2001 RE:   ITEM TABLED OCTOBER 15, 2001 P.A.C. MEETING REQUEST FOR VARIANCE JAMES PARK, 14 HARMONY ROAD, NBGIC NO. 00217570
Applicant, James Park was present in an attempt once again to state his case regarding his Variance Request to construct a newly detached garage 936 sq. ft., as outlined in his written response included in the Development Officer’s Report.
The six conditions were again addressed and it was reiterated to Mr. Park that the Committee still had reservations with regards to granting such an excessive variance.  When asked if his figure was negotiable, he advised it was not.
The following motion was then made:
“…moved by Ralph Stevens that the Planning Advisory Committee deny the following requests for variance to the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 16, Division 1, for the development of a detached  garage, made by James Park, 14 Harmony Road, NBGIC No. 00217571:
a)  under section 15 (c),  for the maximum area to be increased from 60 m² to a total of 86.95 m²; and
b)  under section 15 (c),  for the length of any one side to exceed the maximum 10 m to 10.97 m ….”
Motion seconded by James Evans.  Carried.
4. DEVELOPMENT OFFCER’S MEMO OF OCTOBER 18, 2001 RE:   VARIANCE APPLICATION NORM ADAMS – 1  COOPER LANE, PID NO. 00093625
The Development Officer reported that Norm Adams has requested that P.A.C. consider holding their Open Session at an earlier time during their November 5, 2001  meeting, due to another commitment he has later that evening.
“…moved by Ralph Stevens that for the November 5, 2001 meeting, the Planning Advisory Committee meet at 6:00 p.m. for the Closed Session and not 7:00 p.m., and 6:30 p.m. for the Open Session….”
Motion seconded by Michael Hare.  Carried.
5. ADJOUNMENT
Ralph Stevens moved to adjourn at 8:35 p.m.
