PAC Minutes – September 2, 1998

The regular meeting of the Town of Grand Bay Planning Advisory Committee was held Tuesday, September 2, 1997 at 7:00 p.m. in Room “A”.  Chairman, Larry Chapman called the meeting to order at 7:10 p.m..
1. RECORD OF ATTENDANCE
All Members were present.
2. P.A.C. MINUTES OF AUGUST 18, 1997
It was moved by Cllr. Koumbias and seconded by Dorothy Brown to accept as presented the August 18, 1997 P.A.C. Minutes.
Motion carried.
3.  COUNCIL MINUTES OF JULY 28, 1997
It was moved by Cllr. Koumbias and seconded by Dorothy Brown to receive and file the July 28, 1997 Council Minutes.
Motion carried.
4. CHAIRMAN’S REMARKS
No Remarks
5.  DECLARATION OF CONFLICT OF INTEREST
No conflict declared.
6. APPLICATION FOR HOME OCCUPATION RE:  RANDALL STRUTHERS – 1 WONG WAY
Due to a misunderstanding, Mr. Struthers was not present at the August 18, 1997 meeting when a decision was made regarding the above Application.  Therefore,  he wrote requesting that he be put on this meeting’s Agenda to further discuss the matter.
The Chairman advised Mr. Struthers that the Committee has already made their decision in a motion made at the August 18, 1997 P.A.C. meeting, but that they would give him the opportunity to address the matter once again and the Committee could, if they so wished, change their motion.
Mr. Struthers informed the Committee that at the present he only has one vehicle, which measures 30 feet bumper to bumper, which he uses for both business and personal purposes.
It was stated to him that the Committee’s main concern was such a large truck being parked on his property and that perhaps he should look into parking the vehicle in the Baptist Church yard, which would allow him to conduct his business from his home as proposed, or if that was not suitable, he could withdraw his Application.
It was moved by Richard McLean that the motion stand as per the previous meeting of  August 18, 1997.
Motion seconded by Mel Steffens.  Carried.
7. PERMISSION TO OPERATE A SENIORS SPECIAL CARE HOME  RE:  TERRY & TANYA LASKEY 302-304 INGLEWOOD DRIVE
The Secretary informed the Committee that when she contacted Mrs. Laskey to advise her of the meeting, she stated that they wished to withdraw their Application.
It was moved by Richard McLean that P.A.C. receive and file, as per Mrs. Laskey’s telephone request through the secretary.
Motion seconded by Dorothy Brown.  Carried.
8. APPLICATION FOR HOME OCCUPATION RE: ROXY RING – 157 INGLEWOOD DRIVE
Mr. and Mrs. Ring were both present.  Mrs. Ring informed the Committee that she wishes to start up a Play School for three and four year olds.  She stated that upon contacting the Department of Health, she was informed that there were no Provincial Requirements for Play Schools, only Day Cares.
It was moved by Cllr. Koumbias that P.A.C. have the Secretary contact the Department of Health regarding regulations and also have the Development Officer check land use and basement entrance and report back to P.A.C.  Also, that the neighbours be notified of the Application for their input.  Motion seconded by Phillip Kelly.  Carried.
Mr. and Mrs. Ring were invited back to the September 15, 1997 meeting when the matter will once again be addressed.
9.  APPLICATION FOR HOME OCCUPATION RE:  RANDALL STRUTHERS – 1 WONG WAY
Mr. Struthers reappeared at 8:08 p.m. and handed to the Chairman a letter dated September 2, 1997, which was read to the Committee Members, stating that he wishes to withdraw his Application for a Home Occupation.

Art Fitzpatrick  moved to adjourn at 8:10 p.m.
