The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Tuesday, September 6, 2011 at 8:01 p.m. with Chair, Ralph Stevens presiding.

TELEPHONE POLL CONDUCTED AUGUST 3, 2011 RE: APPLICATION FOR VARIANCE – J. D. HOHMANN & SUZANNE HENWOOD – 42 YOUNG STREET
“…moved by Ron Daigle that the Planning Advisory Committee Ratify Telephone Poll conducted August 3, 2011 to APPROVE the Variance Request to the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 112, for the location of a wooden fence, as shown on the submitted Site Plan at 42 Young Street, PID No. 30188700,
a) for a Variance of 1.35 m to reduce the required setback of a wooden fence from 1.5 m to 0.15 m along the Kirtley Street property line, subject to maintaining the 1.25 m maximum height requirement for the fence within 1.5 m of the property line and be limited to the area requested on the Site Plan, running 8 m along the Kirtley Avenue property line and returning to the corner of the house located 5.24 m from the street line….”

APPLICATION FOR TENTATIVE SUBDIVISION APPROVAL RE: VALERIE LEBEL – HELEN KIRTLEY ESTATE, (ADMINISTEED BY JOHN WILLIAMSON) – OFF PHILIP AVENUE
(A) DEVELOPMENT OFFICER’S REPORT DATED AUGUST 30, 2011
Applicant, Valerie LeBel was present and addressed the Committee as follows:
This Application is to develop a portion of the Kirtley Estates property; her background is in banking, in particular the financing of sub-division loans, therefore she is aware of correct procedures to follow; she submitted to the Committee a new Draft Plan for the  proposed future development showing access from Ridge Way as well as  Philip Avenue and Emma Avenue, as previously shown on the original Draft Plan drawn up by DeSaulniers Surveys; the land is currently zoned R2 and plans on keeping that status; she will be developing the land in Phases; her present proposal is for approval of the conceptual street layout and then will proceed with the first phase of the proposed development; water assessment is scheduled to begin on Wednesday of this week; the development will have green spaces between properties for a more private setting;  the first phase of the proposed development will be small single family homes primarily designed for adult living; the upper end will be larger homes (as the market dictates),similar to those in Panoramic Estates.
The following person was present speaking in favor of this Application and addressed the Committee as follows:
Gary Vincent – 69 Morris Street, Saint John
He is with Remax and is the Realtor for the Kirtley property; there is a demand for more adult living for empty nesters, in particular garden homes; he feels this type of development is right for Grand Bay-Westfield, as it is not as busy as other outlying areas; this area has a lot to offer as a safe community, with good air quality, natural setting and the access to the river.
There was no one present speaking against this Application.
“…moved by Jim Burke that the Planning Advisory Committee Table the Application for Tentative Subdivision Approval for submission of information on the proposed accesses into the subdivision, including initial design on sanitary sewer and storm sewers to service the subdivision, (with zero net increase in flow to limit impact on adjacent existing facilities) and a water quantity and quality assessment for individual wells servicing the proposed lots….”
Seconded by Cllr. Bev Day.  Carried.
