(A) DEVELOPMENT OFFICER’S REPORT DATED SEPTEMBER 2,    2010
(B) LETTER FROM HELEN & EUAN STRACHAN DATED   SEPTEMBER 2, 2010
Applicants, Eugene and Mary Ann Roy were present regarding their  Application for Variance to the front and side yard setback for a proposed addition.  Mr. Roy addressed the Committee as follows:
He requires a Variance of 8 ft. to the front line and 2 ft. to the side for an addition to a bungalow; the addition is a garage with a 2nd storey, consisting of  2 offices over the garage as well as a playroom or storage; there will also be 2 bedrooms and a closet which will access one of the bedrooms to be used as an emergency entrance from the 2nd floor.
Letter received from Helen and Euan Strachan stated no objection to this Application.
There was no one present speaking in favor of or against this Application.
“…moved by Ron Daigle that the Planning Advisory Committee approve the following variance requests to the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 112, under subsection 8.2.1.3, for the proposed addition, as shown on the submitted site plan at 5 Ballentine Place, PID No. 457077,
a) under Section 8.2.1.3 (d), grant a variance of 2.4 m to reduce the minimum required front yard set back from 7.5 m to 5.1 m;
b) under section 8.2.1.3 (f), grant a variance of 0.6m to reduce the minimum required side yard from 3.5 m to 2.9 m……”

(A) DEVELOPMENT OFFICER’S REPORT DATED SEPTEMBER 1, 2010
There was no one present speaking in favor of or against this Application.
1. “… moved by Jim Burke that the Planning Advisory Committee recommend to Council to accept the Tentative Subdivision Plan, Valleyview Estates Subdivision, Phase 10 as prepared by Kierstead Quigley & Roberts dated August 27, 2010, subject to approval of the following conditions:
a) review and acceptance of road design by the Town Engineer (Dillon) and the approval of the Department of Environment for the approval to extend sanitary sewer services;
b) no blasting to occur in the development of the subdivision without confirmation of a pre-blast survey, copy of licensed Blaster credentials and proof of liability insurance to the approval of Council;
c) recording of NB Power utility Easements on the Final Subdivision Plan;
d) approval of Subdivision Developer’s Agreement   complete with security for completion of the work…”
2. “…moved that the Planning Advisory Committee  recommend to Council the acceptance of 1093 m² Land for Public Purposes to be assigned to the existing Land for Public Purposes Land Bank (leaving a total of 0.1737 ha or 8.08% of the total Land Bank for future subdivisions) for the creation of seventeen new building lots as shown on the Tentative Subdivision Plan, Valleyview Estates Subdivision – Phase 10, as prepared by Kierstead Quigley & Roberts Ltd. dated August 27, 2010…”

APPLICATION FOR TEMPORARY USE PERMIT (SEASONAL GARDEN CENTRE) RE:  GRAND BAY HOME HARDWARE C/O TERRY MONAGHAN
(B) DEVELOPMENT OFFICER’S REPORT DATED SEPTEMBER 1, 2010
There was no one present speaking in favor of or against this Application.
“…moved by Chyann Kirby that the Planning Advisory Committee APPROVE the request for Temporary Use Permit to Donald G. Myles Ltd., to remove 4 required parking spaces in order to operate a seasonal Garden Centre permitting a temporary structure to be used as a Garden Centre between September 1, 2010 and September 30, 2010 to be located in the parking lot located at 277/279 River Valley Drive, PID No. 00090258/00090266, subject to:
a)the area proposed for the Temporary Use is to be limited to a total of 65m² (700 sf);
b)no more than four permanent parking spaces are to be lost in the location of the Temporary Use;
c)pursuant to Section 2.9 of the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 112 authorization for the development described above (Garden Centre) is hereby granted for the temporary period beginning September 1, 2010 and expiring on September 30, 2010.  At the end of the authorized period, you (Donald G. Myles Ltd.), are hereby required to terminate or remove the development hereby authorized….”
