The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, August 10, 2009 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Deputy Mayor Archer, Councillor Calvin, Councillor Day, Councillor McGowan, and Councillor Murphy were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of August 10, 2009 as presented.

    Seconded by Councillor Murphy.  Carried.

6.1 PRESENTATION OF 2009 NB MERIT AWARDS - PRESENTERS:  HON. JACK KEIR, MLA, MAYOR GRACE LOSIER, AND MERIT AWARDS PANEL MEMBERS STEVE EVANS AND ASHLEY LITTLE

6.2 PRESENTATION BY PARTNERS IN PREVENTION COMMITTEE RE: IN MOTION PROGRAM - KATHY ORSER PRESENTER

    Kathy Orser provided Council with information regarding the In Motion Program noting Grand Bay-Westfield is one of only seven locations selected for the In Motion Pilot Program.

    Councillor Day moved to receive and file presentation by Kathy Orser regarding In Motion Program.   

    Seconded by Councillor Murphy.  Carried.

    It was noted the Town of Grand Bay-Westfield will hold their kick-off promotion of In Motion at Brundage Point River Centre on September 15, 2009 at 7:00 pm.

7. MINUTES

7.1 MINUTES OF REGULAR COUNCIL MEETING OF JULY 27, 2009

Councillor Murphy moved to adopt minutes of Regular Council Meeting of July 27, 2009 as presented.

    Seconded by Councillor McGowan.  Carried.

7.2 TOURISM COMMITTEE MINUTES OF JUNE 24, 2009

Deputy Mayor Archer moved to receive and file Tourism Committee Minutes of June 24, 2009.

Seconded by Councillor Murphy.  Carried.

8. BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment in the amount of $17,795.43 and Bills for Ratification in the amount of $63,197.49; Grand Total $80,992.92.

Seconded by Deputy Mayor Archer.  Carried.

9. CONSENT AGENDA

Councillor Calvin moved to receive and file the following Consent Agenda items:

10. BUSINESS ARISING FROM MINUTES

a) Regular Council Meeting Minutes of July 27, 2009

It was noted that information had been received from the Manager of Harbour Station regarding concerns commented on at the July 27th Council Meeting.  It was also noted the requested information Re:  July 27, 2009 agenda item #19  - Letter of June 18, 2009 Godfrey Associates regarding Storm Sewer Improvements Highland Road and Inglewood Drive, Breakdown of Costs has been received.

16. JULY 24, 2009 LETTER OF OFFER RE: RECREATION INFRASTRUCTURE CANADA PROGRAM (RINC)

    Councillor Day moved to approve the Batting Cage and Tennis Court Resurfacing Project with authorization for appropriate signatures per Letter of Offer dated July 24, 2009 Re:  Recreation Infrastructure Canada Program (RInC).

    Seconded by Deputy Mayor Archer.  Carried.

17. LETTER OF JULY 10, 2009 FROM HON. DENIS LANDRY, MINISTER OF TRANSPORTATION RE:  INVESTIGATING OPTIONS TO ADDRESS TRESPASSING ON RAILWAY PROPERTY

Deputy Mayor Archer moved to receive and file letter of July 10, 2009 from Hon. Denis Landry, Minister of Transportation Re:  Investigating Options to Address Trespassing on Railway Property.

    Seconded by Councillor McGowan.  Carried.

18. FACSIMILE OF JULY 23, 2009 FROM CLAYTON ROGERS, P. ENG., GODFREY ASSOCIATES LTD. RE:  STREET IMPROVEMENTS 2009, VARIOUS LOCATIONS, PROJECT NO. 010-146 - CERTIFICATE NO. 1

    Councillor Day moved to approve payment of Project No. 010-146, Certificate No. 1 in the amount of $190,715.18 to Classic Construction per facsimile of July 23, 2009 from Clayton Rogers, P. Eng., Godfrey Associates Ltd. Re:  Street Improvements 2009, Various Locations.

    Seconded by Deputy Mayor Archer.  Carried.

19. WORKS COMMISSIONER’S REPORT OF JULY 22, 2009 RE:  2008-2009 WINTER HOLDBACK RELEASE

    Deputy Mayor Archer moved to release $4,215.32 of the $5000.00 holdback to Brad Gould Trucking & Excavating.

    Seconded by Councillor Murphy.  Carried.

    It was noted that Town Staff would determine if there are any outstanding matters regarding vehicle damage at the Comex lot.
