The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, January 10, 2011 with Mayor Losier presiding.

Councillor Day moved to approve the agenda of Monday, January 10, 2011 as presented.

PRESENTATION OF RCMP STATISTICAL REPORT FOR DECEMBER 2010 - RCMP REPRESENTATIVE ATTENDING

Cpl. Landry provided information to Council regarding the RCMP Statistical Report for December 2010.  Sgt. Bernard provided information on a new Performance Plan to be implemented in February with community consultation including youth.

Deputy Mayor McGowan moved to receive and file the RCMP Statistical Report for December 2010.

    Seconded by Councillor Murphy.  Carried.

Councillor Murphy moved to adopt the minutes of the Regular Council Meeting of December 13, 2010 as presented.

RE:  AUTHORIZATION OF SIDEWALK MAINTENANCE BY MORIN CURBING

Councillor Day moved to ratify Telephone Poll of December 14, 2010 Re:  Authorization for Sidewalk Maintenance by Morin Curbing.

RE:  ENERGY RETROFITS - BUILDING, PROJECT NO. 10-ER1

Councillor Murphy moved to receive and file tender notes of December 9, 2010 Re:  Energy Retrofits - Building, Project No. 10-ER1.

Councillor Elect Michael Likely was administered the Oath of Office by the Town Manager/Clerk.

I, Sandra Gautreau, Town Manager/Clerk for the Town of Grand Bay-Westfield, hereby state for the record, that the Oath of Office as required per Provincial Statue has been administered to the following duly elected official on this date January 10, 2011 at the Council Chambers, 609 River Valley Drive:

Councillor Day moved to pay Bills for Payment in the amount of $268,335.97 and Bills for Ratification in the amount of $172,077.01; Grand Total $440,412.98.

    Councillor Murphy moved to describe Col. Nase Boulevard owned by the Town pursuant to Plans registered in Kings County, Registry by the Property Identification Numbers 30268668, 30272603, 30272611, 30268676, 30268650, as a public street, extending east-westerly between Route 7 Highway and Route 177 Highway - (River Valley Drive).

Councillor Day  moved authorization for  payment of relevant invoices in the amount of $327,557.77 for Commercial Core Collector Roadway (Colonel Nase Boulevard) Grand Bay-Westfield, NB, RDC Project Nos. 4253.037.013 and 9135.200.001, Project No. 010-149, Claim #17 per letter of January 5, 2011 from Stephanie B. Patterson, P. Eng., Dillon Consulting.

    Councillor Murphy moved authorization for payment of relevant invoice in the amount of $26,540.26 per letter of January 4, 2011 from Clayton Rogers, P. Eng., Dillon Consulting Ltd. Re:  Retaining Walls, Walking Trail Project No. 09-2797(A), Certificate No. 1, Completion Certificate.

23. TOWN MANAGER’S REPORT OF JANUARY 5, 2011 RE:  ANNUAL BONDING – TOWN OF GRAND BAY-WESTFIELD

    Deputy Mayor McGowan moved to receive and file Town Manager’s Report of January 5, 2011 Re:  Annual Bonding - Town of Grand Bay-Westfield.

24. RECREATION DIRECTOR’S REPORT OF JANUARY 5, 2011 RE:  ENERGY RETROFITS – LIGHTING – BUILDING, PROJECT NUMBER: 10-ER1

    Deputy Mayor McGowan moved not to award a contract for Project Number 10-ER1 for the Energy Retrofit of lighting and air sealing of Town facilities, and further moved to bring forward Energy Audit recommended work for 2011 General Capital Budget working session for Council’s consideration.

    Seconded by Councillor Day.  Carried.
