The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, April 10, 2006 with Mayor Losier presiding.

Deputy Mayor Murphy moved to adopt the agenda of April 10, 2006 as presented.

6.1 PRESENTATION OF AWARDS BY THE GRAND BAY-WESTFIELD VOLUNTEER FIRE DEPARTMENT
RE:  YEARS OF SERVICE, RETIREMENTS, TRAINING COURSE COMPLETIONS AND VOLUNTEER FIRE DEPARTMENT CLASS ADVANCEMENTS
 

Fire Chief Dan McCoy, Mayor Grace Losier, Deputy Chief Troy Gautreau, and Captain Brad Calhoun presented the following awards:

Captain Brad Calhoun presented comments in recognition of Chief McCoy’s years of service.

Captain Calhoun with Mayor Losier and MLA Milt Sherwood presented Fire Chief Dan McCoy with a 20 Year Service Certificate, 20 Year Exemplary Service Medal, silver ring, and a gold mounted axe.

MLA Sherwood presented an approval of $5,000 of funding on behalf of the Province for the purchase of containers for live burn firefighter training.

Mayor Losier offered congratulations to Chief McCoy recognizing his commitment and dedication to fire services.

Councillor Day moved to recess for thirty minutes until 8:30 p.m. to permit a social gathering for those in attendance.

 Seconded by Councillor Evans.  Carried unanimously.

Chief McCoy offered his thanks to all in regard to his 20 years service recognition.

 The meeting resumed at 8:30 p. m
 

7. MINUTES OF REGULAR COUNCIL MEETING OF MARCH 27, 2006
Councillor McGowan moved to adopt the minutes of the Regular Council Meeting of March 27, 2006 as presented.

Seconded by Councillor Day.  Carried.
 

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF MARCH 20, 2006
Councillor Day moved to receive and file the minutes of the Planning Advisory Committee Meeting of March 20, 2006.

 Seconded by Councillor Little.  Carried.
 

7.2 MINUTES OF FUNDY REGION SOLID WASTE COMMISSION MEETING OF FEBRUARY 16, 2006
Councillor McGowan moved to receive and file the minutes of the Fundy Region Solid Waste Commission Meeting of February 16, 2006.

 Seconded by Councillor Evans.  Carried.
 

7.3 MINUTES OF RIVER VALLEY COMMUNITY CENTER INC. MEETING OF FEBRUARY 21, 2006
Councillor Day moved to receive and file the minutes of the River Valley Community Center Inc. Meeting of February 21, 2006.

 Seconded by Deputy Mayor Murphy.  Carried.
 

8. BILLS FOR PAYMENT
Councillor Day moved to pay Bills for Payment enbloc for a total of $67,796.73 and Bills for Ratification for a total of $42,300.75; grand total of $110,097.48.

15.1 FUNDY REGION SOLID WASTE COMMISSION AUDITOR’S REPORT AND FINANCIAL STATEMENTS
FOR THE YEAR ENDED DECEMBER 31, 2005

Councillor Day moved to receive and file the Fundy Region Solid Waste Commission Auditor’s Report and Financial Statements for the Year Ended December 31, 2005.

 Seconded by Councillor McGowan.  Carried.
 

15.2 TOWN OF GRAND BAY-WESTFIELD SEWERAGE UTILITY ACCOUNTS RECEIVABLE REPORT
AS AT APRIL 5, 2006

Deputy Mayor Murphy moved to receive and file the Town of Grand Bay-Westfield Sewerage Accounts Receivable Report as at April 5, 2006.

 Seconded by Councillor Day.  Carried.
 

16. WORKS COMMISSIONER’S REPORT OF MARCH 22, 2006 RE:  ½ TON TRUCK VEHICLE LEASE
Councillor Day moved to authorize a three (3) year lease agreement with Dobson Chrysler Dodge Jeep at 276 Rothesay Avenue, Saint John for a 2006 Dodge Ram 1500 Quad Cab 4 x 4 for $375.12 per month plus HST with authorization for appropriate signatures for relevant documents.

 Seconded by Councillor McGowan.  Carried.
 

17. EMERGENCY MEASURES ORGANIZATION DIRECTOR’S AND FIRE CHIEF’S REPORT OF
MARCH 27, 2006 RE:  PANDEMIC INFLUENZA PLANNING

Councillor McGowan moved to receive and file the Emergency Measures Organization Director’s and Fire Chief’s Report of March 27, 2006 Re:  Pandemic Influenza Planning.

Seconded by Deputy Mayor Murphy.  Carried.

It was noted Council would be provided with a copy of the recently received Provincial Pandemic Influenza Plan.
 

18. LETTER OF MARCH 20, 2006 FROM CANADIAN CANCER SOCIETY
RE:  PESTICIDE FREE BY-LAW

 Deputy Mayor Murphy moved to refer letter of March 20, 2006 from Canadian Cancer Society Re:  Pesticide Free By-law to the Recreation Director for a report back to Council.

 Seconded Councillor Day.  Carried.
 

19.  LETTER RECEIVED APRIL 4, 2006 FROM JASON CHURCHILL #31, 2005-2006 SAINT JOHN 
SEA DOGS MVP RE:  REQUEST FOR SEASON TICKET RENEWAL

 Councillor Day moved to purchase the tickets as in previous years for the Saint John Sea Dogs Season  per letter received April 4, 2006 from Jason Churchill #31, 2005-2006 Saint John Sea Dogs MVP, with the tickets to be drawn for Volunteers.

 Seconded by Councillor Evans.  Carried.
 

20. MEMORANDUM OF APRIL 4, 2006 FROM TOWN PLANNING ADVISORY COMMITTEE
RE:  RECOMMENDATION TO COUNCIL - TENTATIVE SUBDIVISION - CHARLES WILLIAMS SUBDIVISION - NB ROUTE 177/DEVELOPMENT OFFICER’S REPORT OF APRIL 4, 2006

1. Councillor Day moved  to approve the proposed future street location, subject to a traffic study if 
    required to complete the engineering requirements at that time, as shown on the Tentative
   Subdivision Plan, Charles Williams Subdivision, as prepared by G. Fraser Smith N.B.L.S., dated
   March 20, 2006  subject to:

a) notes on the Plan changed to reflect development of the remnant lot is restricted to the creation of a
    new public street access to future lots with minimum road frontage;
b) notes on the Plan changed to remove creation of private access lot and note Part “D” and Part “E”
    to be added to PID # 00209247;
c) record a municipal service easement on the Final Subdivision Plan, for Council’s Assent with a width
    of 6 m to be shown following the southern boundary of Lot 06-5 running from the Nerepis Road to
    the existing drainage structures;

2. moved to approve the payment of $21.20 (cash, money order or certified cheque) for money in lieu
    of Land for Public Purposes for the creation of one new building lot as shown on the Tentative
    Subdivision Plan, Charles Williams Subdivision, as prepared by G. Fraser Smith N.B.L.S., 
    dated March 20, 2006  subject to:

a) recording any Utility Easements required by the NB Power /Aliant on the Final Subdivision Plan.

21.  WORKS COMMISSIONER’S REPORT OF APRIL 5, 2006 
RE:  2005 PEDESTRIAN AND TRAFFIC STUDY

 Deputy Mayor Murphy moved to accept Don Good’s (ADI Ltd.) revised recommendation for the 2005 Traffic and Pedestrian Study per email of April 5, 2006 with a copy of this recommendation to be forwarded to NB Southern for information.

 Seconded by Councillor McGowan.  Carried.
 

22. WORKS COMMISSIONER’S REPORT OF APRIL 5, 2006
RE:  2006 TRAFFIC COUNT AT RIVER VALLEY DRIVE/EPWORTH PARK ROAD INTERSECTION

 Councillor Day moved to receive letter of March 24, 2006 from Don Good of ADI Ltd. and forward a copy to Brian McKinney, Assistant Director, Department of Transportation Traffic Engineering and further to revise the Town’s Five Year Plan for Designated Highway Projects to include the left turn lane from River Valley Drive onto Epworth Park (West) as a priority for 2007.

 Seconded by Deputy Mayor Murphy.  Carried.

 It was noted the Five Year Plan will return to Council at a later date.
 

23. WORKS COMMISSIONER’S REPORT OF APRIL 5, 2006 RE:  SEWER EASEMENT RELEASE
Deputy Mayor Murphy moved to approve the release of the 1978 easement as described in the Release of Easement agreement over property at 26 Ash Glen Lane and authorize signatures for the release document.

 Seconded by Councillor McGowan.  Carried.
