The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, November 10, 2008 with Mayor Losier presiding.

RECORD OF ATTENDANCE

Deputy Mayor Archer, Councillor Calvin, Councillor McGowan, and Councillor Murphy were in attendance.  Councillor Day was absent.

Councillor McGowan moved to pay Councillor Day in her absence.

Seconded by Councillor Murphy.  Carried.

APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Murphy moved to approve the agenda of November 10, 2008 as presented.

Seconded by Deputy Mayor Archer.  Carried.

Three Celebrate What’s Right with Grand Bay-Westfield items were noted:  clean-up by local Scouts on the Walking Trail for a donation from the Town, the Halloween Dance by the River Valley Lions in partnership with the Town, and the Town Emergency Measures Exercise.

6.1 PRESENTATION OF RCMP STATISTICAL REPORT FOR OCTOBER 2008 - RCMP REPRESENTATIVE ATTENDING

Corporal Rob Landry provided information to Council regarding the RCMP Statistical Report for October 2008.

Councillor McGowan moved to receive and file RCMP Statistical Report for October 2008.

    Seconded by Councillor Calvin.  Carried.

6.2 PRESENTATION BY RON WILSON RE:  PROPOSAL TO INCREASE ACTIVITY AT BRUNDAGE POINT BY CREATING AN INTERACTIVE DISPLAY OF MARITIME AND LOCAL HERITAGE

Ron Wilson and Captain Charles Creaser presented Council with information on their Proposal to Increase Activity at Brundage Point in 2009 by creating an Interactive Display of Maritime and Local Heritage.

Councillor Murphy moved to refer the proposal from Ron Wilson to Town staff for a report back to Council.

Seconded by Councillor McGowan.  Carried.

It was noted the Tourism Committee approved the Maritime and Local Heritage Proposal by Ron Wilson in principal.

7.1 MINUTES OF REGULAR COUNCIL MEETING OF OCTOBER 27, 2008

Councillor Murphy moved to adopt the minutes of the Regular Council Meeting of October 27, 2008 as presented.

    Seconded by Deputy Mayor Archer.  Carried.

7.2 Tender Notes of October 24, 2008 Re:  Sidewalk Panel Replacement, Nerepis Road (Rte. 177), Project No. 010-139

    Councillor Murphy moved to receive and file Tender Notes of October 24, 2008 Re:  Sidewalk Panel Replacement, Nerepis Road (Rte. 177), Project No. 010-139.

    Seconded by Councillor McGowan.  Carried.

8. BILLS FOR PAYMENT

Councillor Murphy moved to pay Bills for Payment in the amount of $22,782.55, Bills for Ratification in the amount of $43,727.91, Grand Total $66,510.46.

    Seconded by Deputy Mayor Archer.  Carried.

Councillor Murphy moved to receive and file the General Revenue Fund Financial Report as at September 30, 2008.

    Seconded by Deputy Mayor Archer.  Carried.

16.
AGREEMENT BETWEEN TOWN OF GRAND BAY-WESTFIELD/FISHERIES AND OCEANS FOR AUTHORIZATION FOR SIGNATURES

Deputy Mayor Archer moved to approve appropriate signatures on the Agreement between the Town of Grand Bay-Westfield and Fisheries and Oceans for the period September 2, 2008 to September 1, 2009.

    Seconded by Councillor Murphy.  Carried.

17. TOWN MANAGER’S REPORT OF NOVEMBER 5, 2008 RE:  VARIOUS FEES - 2009

Councillor McGowan moved to adopt Various Town Fees dated November 5, 2008, effective January 1, 2009.

    Seconded by Deputy Mayor Archer.  Carried.

    It was noted there is no change in Town Fees for 2009.

18. REQUEST OF NOVEMBER 4, 2008 FROM HERITAGE COMMITTEE RE:  2009 HERITAGE DAY BUDGET

Councillor Murphy moved to refer request of November 4, 2008 from the Heritage Committee Re:  2009 Heritage Day Budget to the 2009 Budget process.

Seconded by Deputy Mayor Archer.  Carried.

19. FIRE CHIEF’S REPORT OF OCTOBER 14, 2008 RE:  REQUEST TO RE-LOCATE PUMP HOUSE

Councillor McGowan moved to table Fire Chief’s Report of October 14, 2008 Re:  Request to Re-locate Pump House for further information.

    Seconded by Councillor Murphy.  Carried.

20. FACSIMILE OF NOVEMBER 4, 2008 FROM MARC MACLEOD, GENERAL MANAGER, FUNDY REGION SOLID WASTE COMMISSION RE:  DEBENTURE REFINANCING
   
    Deputy Mayor Archer moved to advise Richard McLean, Town’s Representative for the Fundy Region Solid Waste Commission that Town Council supports debenture funding per correspondence of November 4, 2008 from Marc MacLeod, General Manager, Fundy Region Solid Waste Commission.

    Seconded by Councillor Calvin.  Carried.

21. LETTER OF OCTOBER 22, 2008 FROM HON. MARY SCHRYER, MINISTER OF SOCIAL DEVELOPMENT RE:  REDUCE AND PREVENT POVERTY IN NEW BRUNSWICK

    Deputy Mayor Archer moved to receive and file letter of October 22, 2008 from Hon. Mary Schryer, Minister of Social Development Re:  Reduce and Prevent Poverty in New Brunswick.

    Seconded by Councillor Murphy.  Carried.

22. LETTER RECEIVED NOVEMBER 4, 2008 FROM JAKE SHAW RE:  THANK YOU FOR SPONSOR DONATION

    Deputy Mayor Archer moved to receive and have read letter received November 4, 2008 from Jake Shaw Re:  Thank You for Sponsor Donation.


    Seconded by Councillor Murphy.  Carried.

    Letter of November 4, 2008 from Jake Shaw was read.

23. LETTER OF OCTOBER 22, 2008 FROM HON. DENIS LANDRY, MINISTER OF TRANSPORTATION RE:  FUNDING FOR A RURAL TO URBAN COMMUTER SERVICE PROGRAM

    Councillor Murphy moved to receive and file letter of October 22, 2008 from Hon. Denis Landry, Minister of Transportation Re:  Funding for a Rural to Urban Commuter Service Program.

    Seconded by Deputy Mayor Archer.  Carried.

24. LETTER OF OCTOBER 20, 2008 FROM DICK ISABELL, ASSISTANT DEPUTY MINISTER, POLICE, FIRE & EMERGENCY SERVICES RE:  POLICING ARRANGEMENTS - EXTENDED SERVICE AGREEMENT

    Deputy Mayor Archer moved to refer letter of October 20, 2008 from Dick Isabell, Assistant Deputy Minister, Police, Fire & Emergency Services Re:  Policing Arrangements - Extended Service Agreement to the 2009 Budget process.

    Seconded by Councillor Murphy.  Carried.
