April 10, 2007 Minutes
1. CALL TO ORDER - 7:30 P. M.
The Town of Grand Bay- Westfield Council met in a Regular Session on Tuesday, April 10, 2007 with Mayor Losier presiding.

Mayor Losier requested a one minute silence in recognition of fallen soldiers killed in Afghanistan in the past week and also advised the parents of a fallen soldier have requested that red be worn on Friday in memory of these dedicated men.

Deputy Mayor Murphy moved to approve the agenda of Tuesday, April 10, 2007 as presented.

RCMP REPRESENTATIVE ATTENDING

Councillor Evans moved that Presentation of RCMP Statistical Report for March 2007 be moved forward on the agenda to follow item No. 19.

 Seconded by Councillor McGowan.  Carried unanimously.
 
6.2 PRESENTATION
RE:  2007 GRAND BAY-WESTFIELD HALF MARATHON - ALEX COFFIN PRESENTER

Alex Coffin provided information to Council regarding the 2007 Grand Bay-Westfield Half Marathon planned for July 1, 2007.

Deputy Mayor Murphy moved to refer the presentation Re:  2007 Grand Bay-Westfield Half Marathon to the Recreation Director for a report back to Council.

Seconded by Councillor McGowan.  Carried.

Councillor Day moved to consider item 6.1 RCMP Statistical Report for March 2007 due to Corporal Landry’s arrival.

 Seconded by Deputy Mayor Murphy.  Carried unanimously.
 
6.1 PRESENTATION OF RCMP STATISTICAL REPORT FOR MARCH 2007
RCMP REPRESENTATIVE ATTENDING

Corporal Landry provided information to Council regarding the RCMP Statistical Report for March 2007.

Deputy Mayor Murphy moved to receive and file RCMP Statistical Report for March 2007 as presented.

7. MINUTES OF REGULAR COUNCIL MEETING OF MARCH 26, 2007
Deputy Mayor Murphy moved to adopt the minutes of the Regular Council Meeting of March 26, 2007 as presented.

 Seconded by Councillor Day.  Carried.
 
7.1 MINUTES OF EMERGENCY MEASURES ORGANIZATION MEETING OF JANUARY 16, 2007
Councillor Evans moved to receive and file minutes of Emergency Measures Organization Meeting of January 16, 2007.

 Seconded by Deputy Mayor Murphy.  Carried.
 
7.2 MINUTES OF FUNDY REGION SOLID WASTE COMMISSION MEETINGS OF JANUARY 11, 2007 AND
FEBRUARY 15, 2007

 Councillor McGowan moved to receive and file minutes of Fundy Region Solid Waste Commission Meetings of January 11, 2007 and February 15, 2007.

 Seconded by Councillor Day.  Carried.
 
7.3 MINUTES OF SPECIAL COUNCIL MEETING OF APRIL 2, 2007
Deputy Mayor Murphy moved to adopt minutes of Special Council Meeting of April 2, 2007 as presented.

 Seconded by Councillor Day.  Carried.

Councillor Day moved to pay Bills for Payment enbloc for a total of $11,018.55 and Bills for Ratification for a total of $49,838.33; grand total of $60,856.88.

15.3 FUNDY REGION SOLID WASTE COMMISSION AUDITOR’S REPORT AND FINANCIAL STATEMENTS
FOR THE YEAR ENDED DECEMBER 31, 2006

 Councillor Day moved to receive and file Fundy Region Solid Waste Commission Auditor’s Report and Financial Statements for the Year Ended December 31, 2006.

15.4 TOWN OF GRAND BAY-WESTFIELD SEWERAGE UTILITY ACCOUNTS RECEIVABLE REPORT AS
AT APRIL 4, 2007

 Deputy Mayor Murphy moved to receive and file Town of Grand Bay-Westfield Sewerage Utility Accounts Receivable Report as at April 4, 2007.

 Seconded by Councillor Day.  Carried.
 
16. LETTER OF APRIL 2, 2007 FROM DIANE AND TED STEPHENSON
RE:  THANK YOU AND DONATION OF A GAMES TABLE TO GRAND BAY-WESTFIELD VOLUNTEER FIRE/RESCUE DEPARTMENT

 Councillor Day moved to receive and file letter of April 2, 2007 from Diane and Ted Stephenson Re:  Thank You and Donation of a Games Table to Grand Bay-Westfield Volunteer Fire/Rescue Department and to have the letter read.

 Seconded by Deputy Mayor Murphy.  Carried.

The letter of April 2, 2007 from Diane and Ted Stephenson was read.
 
17.  RECREATION DIRECTOR’S REPORT OF APRIL 3, 2007
RE:  RIVER VALLEY CHAMBER OF COMMERCE (RVCC) OPERATION OF VISITOR INFORMATION CENTRE (VIC) FOR 2007

 Councillor Day moved to approve the following: 
 

1..... that a grant in the amount of $5,151 be forwarded to the River Valley Chamber of Commerce to assist with 
the operation of the Visitor Information Centre in Grand Bay-Westfield as soon as possible after the River Valley Chamber of Commerce receives grant approval for the 3 students as applied for;
2. the students working the V.I.C. be asked to pick up litter around and near the Caboose and the River Centre
as part of their daily duties while the V.I.C. is operating;
3. at the beginning and end of the operation of the V.I.C. that items in the Caboose and the River Centre be safely 
unpacked and then packed for the season;
4. the students hired this summer relocate and assist with the transition from the Caboose to the River Centre when
 it is  ready for operation and that the students carry out all the duties as required to successfully operate the Visitor Information Centre; 
5. that the students complete weekly visitor information statistics on forms supplied by the Town with the 
number and breakdown of tourist inquires;
6. that the students are to return their signed out keys for the Visitor Information Centre directly after use for
the season to the Town office;
7. The River Valley Chamber of Commerce will forward any financial requests for assistance for the 2008
Tourist season prior to October 1, 2007 with the request to include a breakdown of expenses for the $5,151 received from the Town of Grand Bay-Westfield;
8. to consult with the Recreation Department before carrying out any repairs or changes on or around the
 Caboose area

18. DEVELOPMENT OFFICER’S REPORT OF APRIL 4, 2007
RE:  RIVER VALLEY LIONS INC., PURINA WALK FOR DOG GUIDES

Councillor Evans moved to approve the proposed “Purina Walk for Dog Guides” to be held by the River Valley Lions Club on Sunday, June 3, 2007 beginning at 1:00 p.m. along Inglewood Drive, Pamdenec Road, the Walking Trail, and Epworth Park Road, subject to permission of the Team Leader of the RCMP, as well as booking the Lions Building for the event.

Seconded by Councillor McGowan.  Carried.
 
19. DEVELOPMENT OFFICER’S REPORT OF APRIL 4, 2007
RE:  DRAFT BY-LAW NO. 80D, AMENDMENT TO BY-LAW NO. 80, TOWN OF GRAND BAY-WESTFIELD TRAFFIC BY-LAW

Councillor Day moved to proceed with first and second readings of By-law No. 80D - Amendment to By-law No. 80, Town of Grand Bay-Westfield Traffic By-law for the April 23, 2007 Council Meeting.

 Seconded by Deputy Mayor Murphy.  Carried.
