1.  CALL TO ORDER - 7:30 P. M.
The Town of Grand Bay-Westfield Council met in a Regular Session on Tuesday, October 10, 2006 with 
Mayor Losier presiding.

2.  RECORD OF ATTENDANCE
Deputy Mayor Murphy, Councillor McGowan, Councillor Day and Councillor Evans were in attendance.  Councillor Little was absent.

Councillor McGowan moved to pay Councillor Little in his absence.

Seconded by Councillor Day.  Carried.
 

3.  APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Day moved to add item No. 22a. - Draft Idling Policy to the agenda.

Seconded by Councillor McGowan.  Carried unanimously.

6.1  RCMP STATISTICAL REPORT FOR SEPTEMBER 2006 - RCMP REPRESENTATIVE ATTENDING
Deputy Mayor Murphy moved to carry forward the RCMP Statistical Report for September 2006 for the arrival of an officer to present the report.

 Seconded by Councillor Day.  Carried unanimously.
 

6.2  PRESENTATION OF AWARDS BY THE GRAND BAY-WESTFIELD VOLUNTEER FIRE/RESCUE
DEPARTMENT RE:  YEARS OF SERVICE, RETIREMENT, AND ADVANCEMENT TO 1ST CLASS FIREFIGHTER - FIRE CHIEF AND MAYOR LOSIER PRESENTERS - BROUGHT FORWARD

 Fire Chief McCoy and Mayor Losier recognized Susan Robertson for her Advancement to 1st Class Firefighter, and acknowledged Jeremy Harley on his Years of Service and wished him good luck on his new full - time position as a Saint John firefighter.
 

7.  MINUTES OF REGULAR COUNCIL MEETING OF SEPTEMBER 25, 2006
Councillor Day moved to adopt the minutes of the Regular Council Meeting of September 25, 2006 as presented.

Seconded by Councillor McGowan.  Carried.
 

8. BILLS FOR PAYMENT
Councillor Day moved to pay Bills for Payment enbloc for a total of $21,427.49 and Bills for Ratification for a total of $45,424.65; grand total of $66,852.14.

 Seconded by Deputy Mayor Murphy.  Carried.

Deputy Mayor Murphy moved to receive and file Town of Grand Bay-Westfield Sewerage Utility Accounts Receivable Report as at October 3, 2006.

16. LETTER OF SEPTEMBER 13, 2006 FROM DIANE BORMKE, HERITAGE COMMITTEE
RE:  HERITAGE DAY 2007 THEME “EPWORTH PARK - 100 YEARS PROUD” AND BUDGET REQUEST

 Councillor Day moved to refer letter of September 13, 2006 from Diane Bormke, Heritage Committee Re:  Heritage Day 2007 Theme “Epworth Park - 100 Years Proud” and Budget Request to the 2007 Budget process.

 Seconded by Deputy Mayor Murphy.  Carried.

It was noted the Heritage Committee extended thanks to Town staff and others for assistance with the 2006 Heritage Day event.
 

17. LETTER OF SEPTEMBER 18, 2006 FROM JACQUES CÔTÉ, PLANNING OFFICER, 
DEPARTMENT OF PUBLIC SAFETY RE:  ASSISTANCE WITH PREPARATION OF EMERGENCY RESPONSE PLANS

Councillor Day moved to receive and file letter of September 18, 2006 from Jacques Côté, Planning Officer, Department of Public Safety Re:  Assistance with Preparation of Emergency Response Plans with a copy to be forwarded to our EMO.

Seconded by Deputy Mayor Murphy.  Carried.
 

6.1 RCMP STATISTICAL REPORT FOR SEPTEMBER 2006 - RCMP REPRESENTATIVE ATTENDING
- BROUGHT FORWARD

Corporal Landry arrived at 7:45 p.m. and provided information to Council regarding the RCMP Statistical Report for September 2006.

Councillor Evans moved to receive and file RCMP Statistical Report for September 2006.

Seconded by Councillor McGowan.  Carried.

It was noted that Councillor Little’s concerns with parking problems near the exit off the Highway were addressed by the RCMP.
 

18. LETTER OF SEPTEMBER 22, 2006 FROM JULIE KEIRSTEAD, P.R.O. KIDS MANAGER 
RE:  REQUEST FOR SUPPORT

Councillor Day moved to forward letter of September 22, 2006 from Julie Keirstead, P.R.O. Kids Manager Re:  Request for Support to the 2007 Budget process.

19. LETTER OF SEPTEMBER 28, 2006 FROM FUNDY REGION SOLID WASTE COMMISSION
RE:  COMMISSION MINUTES - OPEN SESSION MEETING OF JUNE 22, 2006

 Councillor McGowan moved to receive and file letter of September 28, 2006 from Fundy Region Solid Waste Commission Re:  Commission Minutes - Open Session Meeting of June 22, 2006.

 Seconded by Councillor Day.  Carried.
 

20. TOWN MANAGER’S REPORT OF OCTOBER 2, 2006
RE:  APPOINTMENT OF TOURISM COMMITTEE MEMBERS

 Councillor McGowan moved to appoint Jill Logan, David Delaney, James Moore, Beth Moore, Wayne Ganong, Erika Kelly, Elizabeth Poole-Justason, Vicky Hobart, and Paula Seward as voting members of the Town Tourism Committee, effective immediately.

 Seconded by Deputy Mayor Murphy.  Carried.
 

21. LETTER OF SEPTEMBER 19, 2006 FROM JONATHAN SABEAN, P. ENG., GODFREY ASSOCIATES LTD. 
RE:  PEDESTRIAN SIGNAL, RIVER VALLEY DRIVE, PROJECT NO. 010-122, CERTIFICATE NO. 1 - COMPLETION CERTIFICATE

 Councillor Day moved to pay Certificate No. 1 Completion Certificate to Roadway Systems Limited in the amount of $12,684.69 per letter of September 19, 2006 from Jonathan Sabean, P. Eng., Godfrey Associates Ltd. Re:  Pedestrian Signal, River Valley Drive, Project No. 010-122.

 Seconded by Deputy Mayor Murphy.  Carried.
 

22. WORKS COMMISSIONER’S REPORT OF OCTOBER 4, 2006 
RE:  PURCHASE OF WORKS DEPARTMENT TRUCK

Councillor Evans moved to approve the purchase of a 2007 Dodge Ram 3500 Heavy Duty Chassis per fax of October 3, 2006 from Dobson Chrysler for $34,367 plus HST plus the cost for a hydraulic clutch pump installed to run hydraulic spreader with delivery to be within 8 - 10 weeks from order; a 9 ft dump body to be purchased and installed from Del Equipment for $6,910 plus HST and a plow for an estimated cost of $6,000 plus HST.

Seconded by Councillor McGowan.  Carried.
 

22.a  DRAFT IDLING POLICY PER MEMORANDUM OF SEPTEMBER 29, 2006
FROM WORKS COMMISSIONER
Councillor Day moved to adopt the Draft Idling Policy as presented per memorandum of September 29, 2006 from Works Commissioner (copy attached).

 Seconded by Deputy Mayor Murphy.  Carried.
