REGULAR COUNCIL MEETING MINUTES
MONDAY, APRIL 10, 2000The Town of Grand Bay-Westfield Council met in a regular session on Monday, April 10, 2000 at 7:35 p.m. with Mayor Losier presiding.

RECORD OF ATTENDANCE All members were in attendance with the exception of Councillor McGowan.
Councillor Keir moved to pay Councillor McGowan in her absence.Seconded by Councillor Sutton. Carried.

APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS Councillor Keir moved to approve the Order of Business as presented.

6.1
R.C.M.P. STATISTICAL REPORT FOR THE MONTH OF MARCH, 2000 Cst. Langlois presented the R.C.M.P. Statistical Report for the Month of March, 2000.
Councillor Calvin moved to receive and file the R.C.M.P. Statistical Report for the Month of March, 2000.
Seconded by Councillor Sutton. Carried.
It was noted that Cpl. Keith Oliver would be joining our R.C.M.P. Detachment as Team Leader no later than July, 2000.
It was also noted there will be a scenario put on by CN Railroad and NB Southern Railroad, and the R.C.M.P. at Epworth Park Road by the railroad crossing to inform people about safety and the security of the rails. (date to be confirmed, but will be before school is out.)

“GOOD NEWS” – CONGRATULATIONS TO KATE ROGERS RE: RHODES SCHOLARSHIP Councillor Calvin moved to table “Good News” – Congratulations to Kate Rogers Re: Rhodes Scholarship until the next Council meeting of April 25 2000.
Seconded by Deputy Mayor Black. Carried.
It was noted that Kate Rogers was unable to attend, but will be available for the next Council meeting.

MINUTES OF REGULAR COUNCIL MEETING OF MARCH 27, 2000 Councillor Sutton moved to adopt the minutes of the regular Council meeting of March 27, 2000 as presented.

MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF MARCH 20, 2000 Deputy Mayor Black moved to receive and file the minutes of the Planning Advisory Committee meeting of March 20, 2000.

TELEPHONE POLL OF MARCH 30, 2000 RE: DONATION TO ENTERPRISE SAINT JOHN RE: IMAGINE THE POSSIBILITIES – THE VISION OF YOUTH Councillor Calvin moved to ratify the Telephone Poll of March 30, 2000 in that authorization be granted for a donation of $185.00 to Enterprise Saint John Re: Imagine the Possibilities – The Vision of Youth.

TENDER NOTES OF APRIL 5, 2000 RE: REMOVAL OF VEHICLES & DEBRIS – VARIOUS LOCATIONS Councillor Calvin moved to receive and file Tender Notes of April 5, 2000 Re: Removal of Vehicles & Debris – Various Locations.

BILLS FOR PAYMENT Councillor Keir moved to pay the Bills for Payment enbloc for a total of $26,440.84 and approve the Bills for Ratification for a total of $62,000.26, Grand Total $88,441.10.

LETTER OF MARCH 28, 2000 FROM VARIOUS RESIDENTS OF RIVER BEND COURT RE: CONDITION OF ROAD – RIVER BEND COURT/WORKS COMMISSIONER’S REPORT OF APRIL 5, 2000 Councillor Keir moved to concur with the recommendation of the Works Commissioner in his report of April 5, 2000 in that resurfacing of River Bend Court be placed on the Town’s General Capital list for future discussion and review during the next Capital Street Improvement selection process in the fall of 2000, and further the Town’s Works Department is to take appropriate action to repair damage on River Bend Court as part of their 2000 summer maintenance program.

MEMORANDUM OF MARCH 31, 2000 FROM FUNDY REGION SOLID WASTE COMMISSION RE: FINANCIAL STATEMENTS AND AUDITOR’S REPORT FOR THE FISCAL YEAR ENDED DECEMBER 31, 1999 Councillor Calvin moved to receive and file Memorandum of March 31, 2000 from Fundy Region Solid Waste Commission Re: Financial Statements and Auditor’s Report for the Fiscal Year ended December 31, 1999.

TOWN MANAGER’S REPORT OF MARCH 31, 2000 RE: CONTRACTED SERVICES Councillor Sutton moved 1) the Town exercise its renewal option with B & R Commercial for one year to May 26, 2001 for plumbing services subject to all terms and conditions of Quotation No. 001P-98 and per hourly rates submitted in their quotation dated May 7, 1998; 2) the Town exercise its renewal option with J. W. Electric Inc. for one year to May 26, 2001 for electrical services subject to all terms and conditions of Quotation No. 001E-98 and per hourly rates submitted in their quotation dated May 6, 1998.

LETTER OF MARCH 29, 2000 FROM ANDY MORTON, DEPUTY DIRECTOR, NB EMERGENCY MEASURES ORGANIZATION RE: JOINT EMERGENCY PREPAREDNESS PROGRAM Deputy Mayor Black moved to receive and file letter of March 29, 2000 from Andy Morton, Deputy Director, NB Emergency Measures Organization Re: Joint Emergency Preparedness Program.

TOWN MANAGER’S REPORT OF MARCH 30, 2000 RE: 2000 SUMMER MEETING SCHEDULE Councillor Calvin moved to cancel the Regular Council Meetings of July 10, 2000 and August 28, 2000 with a Special Council Meeting to be called if required.

LETTER OF MARCH 28, 2000 FROM MYRNA COY RE: SEWERAGE BILLING/DEVELOPMENT OFFICER’S REPORT OF APRIL 5, 2000 RE: SEWERAGE RATE BILLING Councillor Keir moved to forward a letter to Mr. & Mrs. Coy stating that they pay their sewerage bill and comply with the options as outlined to them in the Development Officer’s letter of February 15, 2000 and provided that compliance occurs by the end of the year 2000, the 2000 sewerage fee will be returned, and further moved the Zoning By-law which deals with definitions of apartments be forwarded to the By-law Review Committee to ascertain if there are any changes that could be made regarding the definition of a dwelling unit.

22.
WORKS COMMISSIONER’S REPORT OF APRIL 3, 2000 RE: PAVEMENT MARKINGS Councillor Keir moved to concur with the recommendation of the Works Commissioner in his report of April 3, 2000 in that:
1. the Department of Transportation (DOT) be advised to paint all standard pavement markings on Route #177 and Route #102;
2. edge lines on Nerepis Road from Mallard Drive northward to the Town boundary not be painted and a notice be placed in a future mass mail out explaining standard traffic lines will be painted by the Province in July noting provincial standards exclude the edge lines north from Mallard Drive;
3. Ryan Burns be advised that the Town considered all factors involved with traffic line painting and has chosen to have DOT paint traffic lines on Route #177 and Route #102.Seconded by Councillor Sutton. Carried.
Councillor Calvin cast a dissenting vote.
23.
LETTER OF MARCH 24, 2000 FROM DAVID R. CARLIN, SECRETARY, ATLANTIC HEALTH SCIENCES CORPORATION RE: REAPPOINTMENT FOR JEAN PORTER Councillor Keir moved to advertise for a Town representative to serve on the Board of Trustees for the Atlantic Health Sciences Corporation.
Seconded by Councillor Sutton. Carried.
It was noted that Jean Porter has done an exceptional job representing the Town of Grand Bay-Westfield on the Atlantic Health Sciences Corporation Board and it is hoped she will submit an application in response to the Town’s advertisement.
24.
LETTER OF APRIL 4, 2000 FROM RON BRUNET RE: REQUEST FOR FINANCIAL ASSISTANCE Councillor Sutton moved to grant financial assistance in an amount $300.00 per April 4, 2000 request from Ron Brunet which is consistent with the Town of Grand Bay-Westfield’s policy for international events regarding a local resident being invited to the General Council of Hauts-de-Seine of Paris, France promoting dialogue and friendship.
Seconded by Deputy Mayor Black.
Councillors Keir and Calvin cast dissenting votes.
Mayor Losier cast an affirmative vote. Carried.
