| The Town of Grand Bay-Westfield Council met in a regular session on Monday, December 10, 2001 at 7:35 p.m. with Mayor Losier presiding. | |||

| Sgt. Oliver presented the RCMP Statistical Report for November 2001.
Sgt. Oliver noted that his replacement as Team Leader for the Grand Bay-Westfield Detachment of the RCMP, Cpl. Greg Grant, will be here around the first part of January 2002. Councillor Calvin congratulated Cpl. Oliver on his promotion
to Sergeant.

| RE: SUBMISSION OF PROPOSED CAPITAL AND OPERATING BUDGET FOR
THE YEAR 2002 - ANTHONY STEWART, GENERAL MANAGER AND PETER LEBLANC, CHAIRMAN
ATTENDING
Peter LeBlanc, Chairman of the Fundy Region Solid Waste Commission introduced Anthony Stewart, General Manager, and also introduced Board Members Aubre Legere from St. Martins and Ken Marshall from Greenwich. Anthony Stewart discussed the proposed Capital and Operating Budget for the year 2002 and noted some of the goals for the Fundy Region Solid Waste Commission for 2002. Deputy Mayor McGowan moved to encourage the Town Representative on the Fundy Region Solid Waste Commission to approve the Capital and Operating Budget of the Fundy Region Solid Waste Commission for the Year 2002. Seconded by Councillor Silliphant. Carried. Councillor Calvin departed the meeting. Time: 7:55 p.m.

CEO AND PRESIDENT, AHSC ATTENDING
Joan McDonnell, Town Representative on the Atlantic Health Sciences Corporation introduced Michael O’Keefe Acting CEO and Patricia Crowdis, Director of Communications and gave a presentation to Town Council on the activities of the Atlantic Health Sciences Corporation for the year 2001, (copy of presentation dated December 10, 2001 on file). Councillor Calvin rejoined the meeting. Time: 8:05 p.m. Councillor Silliphant moved to receive and file the Atlantic Health Sciences Corporation presentation dated December 10, 2001. Seconded by Deputy Mayor McGowan. Carried.

| 16. | GENERAL REVENUE FUND OPERATING BUDGET FOR 2002 | ||
| Councillor Calvin moved that the sum of $2,822,767 be the total
budget of the Municipality, that the sum of $2,303,337 be the Warrant of
the Municipality for the ensuing year, and that the tax rate for the Municipality
be $1.30 and further that the Council orders and directs the levying by
the Minister of Environment and Local Government of said amount on real
property liable to taxation under the Assessment Act within the Municipality
of Grand Bay-Westfield.
Seconded by Councillor Silliphant. Carried. David Casey, Financial Consultant provided highlights of the General
Revenue Fund Operating Budget for 2002.

| 17. | SEWERAGE REVENUE OPERATING BUDGET FOR 2002 | ||
| Councillor Silliphant moved to adopt the 2002 Sewerage Revenue Fund
Operating Budget as per documents attached to the Town Manager’s report
of December 7, 2001 reflecting total revenues of $374,375 and total expenditures
of $374,375; the sewerage user fee shall be $245.00 per user unit effective
January 1, 2002 with a $15.00 discount for residential units only, if full
payment is received by the Town Office by 5:00 p.m. on Monday, April 1,
2002; discount applicable where there are no arrears or penalties payable
in respect of the annual user charge.
Seconded by Deputy Mayor McGowan. Carried. David Casey, Financial Consultant noted that the Sewerage User rate has been held constant since 1998. David Casey, Financial Consultant departed the meeting.

FCM MUNICIPAL RIGHTS OF WAY DEFENCE FUND
Councillor Calvin moved to contribute 5.9 cents per capita per year for three years to the Federation of Canadian Municipalities per their request of November 22, 2001 Re: FCM Municipal Rights of Way Defence Fund for an amount of $287.82 per year. Seconded by Councillor Little. Carried.

| RE: QUOTATIONS FOR SUPPLY OF REGULAR UNLEADED GASOLINE
Deputy Mayor McGowan moved that regular unleaded fuel for municipal
vehicles and equipment for the period of January 1, 2002 to December 31,
2003 be purchased from Busy Beaver (Scholtens) being the lowest quotation
received with a discount of 4.123 cents per litre off the posted retail
price.
Seconded by Councillor Silliphant. Carried.

Deputy Mayor McGowan moved to approve the Rehabilitation Plan as presented by Hobart Realty Ltd. dated May 15, 1998, prepared by Murdock Lingley Ltd. as it relates to the 2002 Excavation Permit for excavation of material from Ballentine Pit, lands identified by PID Nos. 00093088/00227546 /00227595/ 30042899, and further moved to approve the Bond of Indemnity Bond #HM0003001013, Endorsement #5 in the amount of $20,000.00 to be held as security for the Rehabilitation of the Ballentine Pit located at lands identified by PID Nos. 00093080/002275461/00227595/30042899 to be effective for the 2002 Excavation Permit period, from January 1, 2002 to December 31, 2003 inclusive. Seconded by Councillor Little. Carried.

Councillor Calvin moved to table Proposal for Town of Grand Bay-Westfield 2002 Insurance coverage per Frank Cowan and Company Ltd. and authorize a Telephone Poll before the 31st of December to finalize the Insurance coverage for the Town of Grand Bay-Westfield. Seconded by Deputy Mayor McGowan. Carried.

Councillor Silliphant moved to award 2002 Insurance Coverage for Accident and Sickness - Grand Bay-Westfield Volunteer Fire Department and Westfield Volunteer Ambulance Service to the Citadel General Assurance Company for a total premium of $3,717 per fax of December 10, 2001. Seconded by Councillor Calvin. Carried.
