| The Town of Grand Bay-Westfield Council met in a regular session
on Monday, February 10, 2003 at 7:36 p.m. with Deputy Mayor McGowan presiding.

| All members were in attendance with the exception of Mayor Losier
and Councillor Little (due to illness in his family).
Councillor Silliphant moved to pay Mayor Losier and Councillor Little in their absence. Seconded by Councillor Day. Carried.*

Councillor Day moved to add the following item to the agenda as number 27.a: 27.a 2003 Salary Reviews - Permanent Non-Unionized Staff and to delete item number 6.2 River Valley Seniors Club Re: 2003 Donation, as they are unable to attend due to weather conditions. Seconded by Councillor Silliphant. Carried unanimously.* Councillor Murphy moved to approve the revised agenda of February 10, 2003. Seconded by Councillor Day. Carried.*

Councillor Silliphant moved to transfer from the General Capital Reserve Fund an amount of $10,000 to the Town General Revenue Fund to cover the costs for a portion of the expense for the Town of Grand Bay-Westfield Municipal Plan By-law Review. Seconded by Councillor Murphy. Carried.*

| RE: 2003 GENERAL CAPITAL FUND - BORROWING
Councillor Day moved the Municipality of Grand Bay-Westfield submit to the Municipal Capital Borrowing Board an application for authorization to borrow money in an amount not to exceed $250,000 for a term not to exceed five (5) years for the following purposes: Transportation Services - Street Upgrading - resurfacing, storm sewer, sidewalk reconstruction, and pole re-location, specifically sidewalk relocation Murray Street to southern boundary, Beach Road storm sewer Phase 2, NB Power pole re-location – Beach and Harmony, Midwood Lane – resurfacing, Maralyn Court – resurfacing, Alder Lane – asphalt surfacing, Broad Street – asphalt surfacing. Seconded by Councillor Silliphant. Carried.*

| RE: 2003 GENERAL CAPITAL PROJECTS
Councillor Murphy moved the Works Commissioner determine if a new 2002 half-ton truck is available off the lot for a low price and, if not, to proceed to public tender or joint purchasing for a 2003 half-ton truck with specifications to be forwarded to known dealers at the time of advertising with follow up calls to be made to the dealers to determine if a bid will be submitted; if a 2002 vehicle is available off the lot for a suitable price, Council will be consulted prior to the purchase. Seconded by Councillor Day. Carried.* Councillor Murphy moved the purchase of a half-ton truck for the Works Department be paid from the General Capital Reserve Fund. Seconded by Councillor Silliphant. Carried.* Councillor Day moved the Recreation Director submit a proposal and costing to Council for replacement of the boiler system with Enerplan to be engaged to analyze heating needs and create appropriate documentation. Seconded by Councillor Silliphant. Carried.*
Councillor Murphy moved to engage Godfrey Associates Ltd. to prepare a public tender for 2003 General Capital Street Upgrading as follows: Sidewalk reconstruction
Beach Road Storm Sewer Phase 2 Harmony Road Storm Sewer NB Power Pole Re-location - Beach and Harmony Midwood Lane - resurfacing
Seconded by Councillor Day. Carried.*
Councillor Silliphant moved to proceed with establishing a water source for fire protection for Beverley Hills with a proposal to be submitted to Council by the Fire Chief. Seconded by Councillor Murphy. Carried.*
Councillor Silliphant moved to proceed with a purchase for the Fire Department of an electric water pump and housing for the Westfield Crescent water source location subject to a cost estimate being submitted to Council for approval. Seconded by Councillor Murphy. Carried.*

| 27.a | 2003 SALARY REVIEWS – PERMANENT NON-UNIONIZED STAFF | ||
| Councillor Day moved to approve a 2% salary increment for permanent
non-unionized staff effective January 1, 2003 for:
Development Officer, Works Commissioner, Recreation Director, Fire Chief, Assistant Clerk, Confidential Secretary, Administrative Assistant, Detachment Clerk, Town Manager and to approve a total of $1,800 for wage adjustments for non-unionized staff, at the discretion of the Town Manager. Seconded by Councillor Murphy. Carried.*
