John Webber presented the River Valley Community Center Foundation Financial Statements for year ended December 31, 2001.  Mr. Webber also presented the River Valley Community Center Foundation Budget for 2002.

Mr. Webber noted that an additional debt incurred due to the purchase of a new Zomboni, but due to generous contributions, the debt was decreased from $68,226 to $20,182.

Councillor Calvin departed the meeting.

Councillor Silliphant moved to receive and file the River Valley Community Center Foundation Financial Statements for year ended December 31, 2001/River Valley Community Center Foundation Year 2002 Budget.

Calvin moved to ratify the Telephone Poll of May 29, 2002 Re:  Land for Public Purposes identified by PID #30188734 and located on Country Club Drive in that authorization be granted for Town staff to prepare a proposal call for the consideration of the sale of a parcel of land currently held by the Town as Land for Public Purposes, identified by PID #30188734 and located on Country Club Drive, with the inclusion of the requirement to complete the development of the cul-de-sac to the approval of the Town and with the understanding that the proposal may be made conditional upon the approvals of appropriate agencies, e.g. Town Planning Advisory Committee for a building lot within a fixed time frame.

Councillor Day moved to pay the Bills for Payment enbloc for a total of $2,819.80 and approve the Bills for
Ratification for a total of $32,600.12, Grand Total $35,419.92.

Councillor Day moved to receive and file letter of May 27, 2002 from Harbour View High School Re:  Thank You for Support and offer the day that the Town has at Harbour Station to Harbour View High School for the East West Challenge that Harbour View is hosting in 2004.

Councillor Silliphant moved to receive and file letter of May 15, 2002 from Federation of Canadian Municipalities (FCM) Re:  Support for FCM’s Municipal Rights of Way Defence Fund.

Councillor Silliphant moved to concur with the Development Officer in his Report of June 5, 2002 in that Council accept the amount of $200.00 (Cash, Money Order or Certified Cheque) money in lieu of Land for Public Purposes for the creation of one lot out of land identified by PID #00209403 identified on the Tentative Subdivision Plan, Craig & Linda Parker Subdivision, Lot 2002-01, Chestnut Drive, Town of Grand Bay-Westfield, Parish of Westfield, County of Kings, Province of New Brunswick, dated May 14, 2002, as prepared by DeSaulniers Surveys Inc; Final Approval by the Development Officer shall be subject to:  a)  the receipt of $200.00 (Cash, Money Order or Certified Cheque) money in lieu of Land for Public Purposes; b) utility easements as required by NB Power being recorded on the Final Subdivision Plan.

Deputy Mayor McGowan moved to concur with the Development Officer in his report of June 5, 2002 in that Council accept the amount of $692.07 (Cash, Money Order or Certified Cheque) money in lieu of Land for Public Purposes for the creation of one lot out of land identified by PID #00219618 identified on the Tentative Subdivision Plans, S & A Subdivision, Lots 02-01 & 02-02, Brandy Point Road, Town of Grand Bay-Westfield, Parish of Westfield, County of Kings, Province of New Brunswick, dated April 15, 2002 as prepared by Fulton Surveys Ltd.; Final Approval by the Development Officer shall be subject to:  a) receipt of $692.07 (Cash, Money Order or Certified Cheque) money in lieu of Land for Public Purposes; b) utility easements as required by NB Power being recorded on the Final Subdivision Plan.

Councillor Calvin moved to receive and file letter of May 24, 2002 from Minister Kim Jardine Re:  Environment and Local Government budget estimates 2002/03 allocation to Local Service Districts/Relevant Data.

Councillor Day moved that a grant in the amount of $3,050 be forwarded to the River Valley Chamber of Commerce to assist with the operation of the Visitor Information Centre (V.I.C.) in Grand Bay-Westfield:

• people working the V.I.C. be asked to pick up litter around and near the Caboose as part of their daily duties while theV.I.C. is operating;
• at the beginning and end of the operation of the V.I.C. items in the Caboose be safely unpacked and then packed for the season;
• a report is to be submitted to the Town from the River Valley Chamber of Commerce and should include the number and breakdown of Tourists over the season
• any financial requests for assistance for the 2003 Tourist season is to be received before October 1, 2002.  This report is to include a breakdown of expenses for the $3,050 received from the Town of Grand Bay-Westfield;
• consult with the Recreation Department before carrying out any repairs or changes on or around the caboose area.

Councillor Day moved that an account in the name of the Town of Grand Bay-Westfield (hereafter called the “Corporation”) be kept at the Bank of Nova Scotia, Grand Bay-Westfield Branch (hereinafter call the “Bank”) and that the Mayor, Deputy Mayor, or Councillor and the Town Manager-Clerk-Treasurer or Assistant Clerk-Treasurer are hereby authorized for and in the name of the Corporation to sign, make, draw, accept, endorse and deliver cheques, promissory notes, bill of exchange, orders for the payment of money and such arrangements and instruments as may be necessary or useful in connection with the operation of the said account and further that any one of the above mentioned officers is hereby authorized for and in the name of the Corporation to endorse and transfer to the Bank for Deposit or discount with or collection by the Bank (but for credit of the Corporation only) cheques, promissory notes, bills of exchange, orders for the payment of money and other instruments, to arrange, settle, balance and certify all books and accounts with the Bank and to sign receipts for voucher; and further move the following persons be appointed as signing officers for the Town of Grand Bay-Westfield General Capital Reserve Fund-Wharf account:  Grace Losier, Mayor; Diane McGowan, Deputy Mayor; Beverley Day, Councillor; Judy Silliphant, Councillor; and Sandra Gautreau, Town Manager (Clerk - Treasurer); Judy Sproule, Assistant Clerk-Treasurer with any two (one elected and one appointed) of these officers to sign jointly all cheques issued by the Town; and also move authorization for all appropriate signatures for the required documentation for the establishment of an account (General Capital Reserve Wharf) in the name of the Town of Grand Bay-Westfield at the Bank of Nova Scotia, Grand Bay-Westfield Branch.

Councillors Calvin and Little cast dissenting votes.
 

Councillor Day moved to approve the 2002 Sewerage Operating Budget revisions with the projected savings to be applied to the 2002 Sewerage Capital Project – Lift Station No. 3, George Street Upgrade and Godfrey Associates be engaged to go to tender for the project to be completed in October 2002.

Seconded by Deputy Mayor McGowan.  Carried.
 

Councillor Silliphant moved authorization for appropriate signatures on the Town of Grand Bay-Westfield Volunteer Ambulance Services Agreement.

Seconded by Councillor Day.  Carried.
