John Webber presented the River Valley Community Center Foundation Financial Statements for year ended December 31, 2001. Mr. Webber also presented the River Valley Community Center Foundation Budget for 2002. Mr. Webber noted that an additional debt incurred due to the purchase of a new Zomboni, but due to generous contributions, the debt was decreased from $68,226 to $20,182. Councillor Calvin departed the meeting. Time: 8:01 p.m. Councillor Calvin rejoined the meeting. Calvin moved to ratify the Telephone Poll of May 29, 2002 Re: Land for Public Purposes identified by PID #30188734 and located on Country Club Drive in that authorization be granted for Town staff to prepare a proposal call for the consideration of the sale of a parcel of land currently held by the Town as Land for Public Purposes, identified by PID #30188734 and located on Country Club Drive, with the inclusion of the requirement to complete the development of the cul-de-sac to the approval of the Town and with the understanding that the proposal may be made conditional upon the approvals of appropriate agencies, e.g. Town Planning Advisory Committee for a building lot within a fixed time frame. Seconded by Councillor Day. Carried.

WESTFIELD WHARF
Councillor Day moved that an account in the name of the Town of Grand Bay-Westfield (hereafter called the “Corporation”) be kept at the Bank of Nova Scotia, Grand Bay-Westfield Branch (hereinafter call the “Bank”) and that the Mayor, Deputy Mayor, or Councillor and the Town Manager-Clerk-Treasurer or Assistant Clerk-Treasurer are hereby authorized for and in the name of the Corporation to sign, make, draw, accept, endorse and deliver cheques, promissory notes, bill of exchange, orders for the payment of money and such arrangements and instruments as may be necessary or useful in connection with the operation of the said account and further that any one of the above mentioned officers is hereby authorized for and in the name of the Corporation to endorse and transfer to the Bank for Deposit or discount with or collection by the Bank (but for credit of the Corporation only) cheques, promissory notes, bills of exchange, orders for the payment of money and other instruments, to arrange, settle, balance and certify all books and accounts with the Bank and to sign receipts for voucher; and further move the following persons be appointed as signing officers for the Town of Grand Bay-Westfield General Capital Reserve Fund-Wharf account: Grace Losier, Mayor; Diane McGowan, Deputy Mayor; Beverley Day, Councillor; Judy Silliphant, Councillor; and Sandra Gautreau, Town Manager (Clerk - Treasurer); Judy Sproule, Assistant Clerk-Treasurer with any two (one elected and one appointed) of these officers to sign jointly all cheques issued by the Town; and also move authorization for all appropriate signatures for the required documentation for the establishment of an account (General Capital Reserve Wharf) in the name of the Town of Grand Bay-Westfield at the Bank of Nova Scotia, Grand Bay-Westfield Branch. | RE: 2002 SEWERAGE CAPITAL BUDGET REVISION
Councillor Day moved to approve the 2002 Sewerage Operating Budget revisions with the projected savings to be applied to the 2002 Sewerage Capital Project – Lift Station No. 3, George Street Upgrade and Godfrey Associates be engaged to go to tender for the project to be completed in October 2002. Seconded by Deputy Mayor McGowan. Carried.
