CALL TO ORDER

The Town of Grand Bay-Westfield Council met in a regular session on Monday, 
March 10, 2003 at 7:36 p.m. with Mayor Losier presiding.

Councillor Silliphant moved to adopt the agenda of March 10, 2003 as presented.

6.1 RCMP STATISTICAL REPORT FOR FEBRUARY 2003
CONSTABLE GERALD BIGGER ATTENDING

Cst. Bigger presented the RCMP Statistical Report for February 2003.

Councillor Silliphant moved to receive and file the RCMP Statistical Report for February 2003.

Seconded by Councillor Day.  Carried.

MLA MILT SHERWOOD ATTENDING RE:  VARIOUS GOVERNMENT MATTERS

The following government matters were addressed by Milt Sherwood, MLA:

1... Former Standard Investment Property
Mr. Sherwood advised that the Standard Investment property well testing is not finalized yet; a little more time is needed for follow up regarding the apartment buildings across the street from the property.  Paul Wilson will have test results later on in the spring.  The results will be shared with the Community Center and the Town.

Minister’s Roundtable on Local Governance

Mr. Sherwood noted that there is nothing further to report on this item at this time.
 

3.  Upgrading of School Street
Mr. Sherwood noted that there is a meeting with the Department of Transportation and he will draw attention to the upgrading of School Street to acceptable standards for its turn over to the Town.
 
4.  Disabled Access
Mr. Sherwood presented Mayor Losier with a cheque for $6,000 for Disabled Access for the Community Centrum.

Mayor Losier thanked Mr. Sherwood for the funding which will assist the Town with its Disabled Access Project.
 

Councillor Day moved to receive and file Various Government Matters.

Seconded by Councillor Silliphant.  Carried.
 

7.  MINUTES OF REGULAR COUNCIL MEETING OF FEBRUARY 24, 2003
Councillor Day moved to adopt the minutes of the regular Council meeting of February 24, 2003 as presented.

Seconded by Councillor Murphy.  Carried.
 

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF FEBRUARY 17, 2003
Councillor Silliphant moved to receive and file the minutes of the Planning Advisory Committee meeting of February 17, 2003.

Seconded by Councillor Day.  Carried.
 

7.2 TENDER NOTES OF MARCH 5, 2003
RE:  SERVICES BY A QUALIFIED ELECTRICAL CONTRACTOR

Councillor Silliphant moved to receive and file Tender Notes of March 5, 2003 Re:  Services by a Qualified Electrical Contractor.

Seconded by Councillor Day.  Carried.

Councillor Day moved to approve the Bills for Ratification for a total of $178,403.36.

Councillor Day moved to receive and file letter of February 21, 2003 from Heart & Stroke Foundation of New Brunswick Re:  Thank You for Advertising on Community Centrum Sign.

Seconded by Deputy Mayor McGowan.  Carried.
 

17.  TOWN MANAGER’S REPORT OF MARCH 5, 2003
RE:  QUOTATIONS FOR SERVICES BY A QUALIFIED ELECTRICAL CONTRACTOR

Councillor Day moved that J. W. Electric Inc. be engaged to provide the services of a qualified electrical contractor for the period May 26, 2003 to May 26, 2005 subject to all terms and conditions of Quotation Number 001E-03 and per an hourly rate of $26.00 and parts pricing submitted in their quotation dated March 4, 2003 subject to receipt of proof of General Liability and Auto Liability Insurance and evidence of compliance with all requirements of the Workers’ Compensation Act and further that R. H. & Sons Electrical Contractor be named as the second supplier.

Seconded by Councillor Silliphant.  Carried.
 

18. TOWN MANAGER’S REPORT OF FEBRUARY 28, 2003
RE:  LOAN GUARANTEE - RIVER VALLEY COMMUNITY CENTER (RVCC)

Councillor Silliphant moved that the Town of Grand Bay-Westfield submit to the Municipal Capital Borrowing Board an application for authorization to guarantee the repayment of money borrowed for capital expenses for the following term and amount for the River Valley Community Center Inc:

19.  LETTER OF MARCH 4, 2003 FROM EDWARD FARREN, 
INTERGOVERNMENTAL AFFAIRS, CITY OF SAINT JOHN RE:  THE SAINT JOHN - BANGOR CONNECTION, CO-OPERATION AND DEVELOPMENT IN THE INTERNATIONAL NORTH EAST 

Councillor Day moved to receive and file letter of March 4, 2003 from Edward Farren, Intergovernmental Affairs, City of Saint John Re:  The Saint John - Bangor Connection, Co-operation and Development in the International North East.

Seconded by Deputy Mayor McGowan.  Carried.
