PRESENTATION FROM 2000 COMMUNITIES IN BLOOM NATIONAL COMMITTEE
Diane Huestis of the Communities In Bloom National Committee noted
that the area of Greater Saint John including Rothesay, Quispamsis, Saint
John and Grand Bay-Westfield won the Communities in Bloom competition in
the category of 100,000 – 300,000 and presented Council with a plaque,
noting that the actual award was a 30 lb. trophy of granite. Diane
Huestis noted her appreciation to Linda Aiton, Debbie Black and Gary Clark
for their contribution to the project.

Cpl. Oliver presented the RCMP Statistical Report for the Month of September 2000 noting that there will be a Neighbourhood Watch Meeting on Thursday October 12th at 7:30 p.m. in the Community Centrum to attract new members for the Program. Councillor Keir moved to receive and file the RCMP Statistical Report for the month of September, 2000. Seconded by Deputy Mayor Black. Carried.

TELEPHONE POLL OF SEPTEMBER 27, 2000 RE: RESOLUTION ON FORMATION
OF TASK FORCE ON VOLUNTEER FIRE SERVICES FOR SUBMISSION TO THE UNION OF
MUNICIPALITIES OF NEW BRUNSWICK
Councillor McGowan moved to ratify and have read the Telephone Poll of September 27, 2000 in that authorization be granted for the following resolution to be submitted to the Union of Municipalities of New Brunswick: WHEREAS 171 fire departments in New Brunswick rely to varying degrees on volunteer firefighters for fire protection services; and WHEREAS today’s complex society with its increase in two-income
families, its rise in single parent families, its heightened demands in
the workplace, and its increase in working multiple jobs has limited the
time available for men and women to serve as volunteer firefighters; and
WHEREAS higher professional standards and increasing liability risks have necessitated greater training commitments for volunteer firefighters; and WHEREAS a number of volunteer firefighters commute to places of work outside their areas of fire service making them no longer readily available to respond to emergency calls within their communities; and WHEREAS there is a grave need to expand the ranks of volunteer firefighters because dwindling numbers cause serious problems for municipal fire departments, including not having a sufficient number of trained and experienced firefighters to respond to calls, which threatens public safety and firefighter safety; and WHEREAS the alternative to volunteer fire services will result in a significant financial burden to municipalities; therefore BE IT RESOLVED that the Board of Directors for the Union of Municipalities of New Brunswick petition the Minister of Public Safety to create a Provincial Task Force to examine volunteer fire services in New Brunswick; and further BE IT RESOLVED that the Provincial Government provide for adequate representation for all fire protection services stakeholders on the Task Force; and further BE IT RESOLVED that due to the critical nature of this emergency services issue that the Minister of Public Safety recognize the urgency of creating the Task Force at the earliest possible date and the necessity of having the Task Force complete its task in a timely manner. Seconded by Councillor Sutton. Carried. Telephone Poll of September 27, 2000 was read.

Councillor Sutton moved to concur with the recommendation from Godfrey Associates to revise the 5 Year Designated Highway Program with the following: resurfacing Route No. 177 from Ballentine Place to Ferry Road (500m); concrete curb and gutter along east side of highway (250m); and resurfacing Route No. 177 from McLean Road to the north intersection with Route No. 7 (7 km); the revised 5 Year Plan is to be submitted to Department of Transportation accordingly. Seconded by Councillor McGowan. Carried.

Councillor McGowan moved to concur with the recommendation of the Development Officer in his Report of October 5, 2000 and the Planning Advisory Committee in their Memorandum of October 4, 2000 in that the P-1 type Community Centrum events sign be placed across from the Centrum Building (609 River Valley Drive), a minimum of 3.2 m from the east shoulder line of Route No. 177, River Valley Drive, north of the paved parking area and centered on a point 6 m north of the centre line of the existing plant area/power pole. Seconded by Councillor Sutton. Carried.
