3.  APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Day moved to add Plaque from P.R.O. Kids to the Town of Grand Bay-Westfield to the agenda as item number 6.2a.

Seconded by Councillor McGowan.  Carried unanimously.

Mayor Losier called once for comments in opposition to proposed Zoning By-law Amendment No. 101C.

Allan Calder, 6 Leila Street voiced his opposition to the proposed amendment noting possible concerns about water problems and traffic.

Mayor Losier called twice for comments in opposition to proposed Zoning By-law Amendment No. 101C.

No additional comments in opposition were received.

Mayor Losier called once for those to speak in favour of proposed Zoning By-law Amendment No. 101C.

Rick Turner, Hughes Surveys made a presentation on behalf of Wayne McLeod in favour of proposed Zoning By-law Amendment No. 101C.

Mayor Losier called twice for any additional comments in favour of proposed Zoning By-law Amendment No. 101C.

Allan Calder of 6 Leila Street withdrew his objection to the proposed Zoning By-law Amendment.

 No additional comments in favour were received.

6.1 PRESENTATION BY RANDY HATFIELD, EXECUTIVE DIRECTOR, HUMAN DEVELOPMENT COUNCIL
RE:  PROJECT ENTITLED INCLUSIVE CITIES CANADA
Mr. Hatfield was not available at this point on the agenda. 

Councillor Evans moved to proceed to Item No. 6.2a and other agenda items until such time as Mr. Hatfield arrives.

Seconded by Councillor Little.  Carried unanimously.
 

6.2a  PLAQUE FROM P.R.O. KIDS TO THE TOWN OF GRAND BAY-WESTFIELD
Councillor Day presented the Town with a Ship’s Wheel Plaque, which she had received at a recent P.R.O. Kids event, recognizing the Town’s  participation in the P.R.O. Kids Program for 2005.
 
7.  MINUTES OF REGULAR COUNCIL MEETING OF MARCH 29, 2005
Councillor Day moved to adopt the minutes of the Regular Council Meeting of March 29, 2005 as presented.

Seconded by Councillor McGowan.  Carried.
 

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF MARCH 21, 2005
Councillor McGowan moved to receive and file the minutes of the Planning Advisory Committee Meeting of 
March 21, 2005.

Seconded by Councillor Day.  Carried.
 

7.2 TENDER NOTES OF MARCH 31, 2005
RE:  HEATING UPGRADE - COMMUNITY CENTRUM, PROJECT NO. 6066

Councillor Day moved to receive and file Tender Notes of March 31, 2005 Re:  Heating Upgrade - Community Centrum Project No. 6066.

Seconded by Councillor McGowan.  Carried.
 

7.3 TELEPHONE POLL OF APRIL 6, 2005 RE:  REPAIRS TO FIRE ENGINE NO. 2
Councillor Day moved to ratify the Telephone Poll of April 6, 2005 in that  authorization is granted for the necessary repairs to Fire Engine No. 2 at a cost of $4,125 with the work being performed by G. Leblanc Fire Truck Repairs.

6.1 PRESENTATION BY RANDY HATFIELD, EXECUTIVE DIRECTOR, HUMAN DEVELOPMENT COUNCIL
RE:  PROJECT ENTITLED INCLUSIVE CITIES CANADA

 Randy Hatfield, Executive Director, Human Development Council gave a presentation outlining the five recommendations made in the Project Entitled Inclusive Cities Canada report and advised the Human Development Council would follow up with Town Council to request needed action.

 Councillor McGowan moved to receive and file the presentation by Randy Hatfield, Executive Director, Human Development Council Re:  Project Entitled Inclusive Cities Canada.

 Seconded by Councillor Evans.  Carried.

 Councillor McGowan moved to donate $1,000 to the Human Development Council for the 2005 year.

 Seconded by Councillor Evans.  Carried. 

 Councillor McGowan departed the meeting at 8:13 p.m. and rejoined the meeting at 8:16 p.m.
 

6.2 PRESENTATION BY FIRE CHIEF DAN MCCOY ON BEHALF OF THE GRAND BAY-WESTFIELD
VOLUNTEER FIRE/RESCUE DEPARTMENT RE:  IMAGES FOR LIFE CAMPAIGN

 Fire Chief Dan McCoy, on behalf of the Grand Bay-Westfield Volunteer/Rescue Department, thanked all donors to the Images for Life Campaign.  He noted a plaque would be displayed in the Fire Administration Office recognizing those who contributed towards the purchase of the Thermal Imaging Camera. Chief McCoy also thanked the Firefighters that worked on committees and the membership for its support for the campaign.

 Mayor Losier thanked the members of the Department for their efforts on this successful fundraising campaign.
 

6.3  MEETING RECESS BY RESOLUTION OF COUNCIL
Deputy Mayor Murphy moved to recess for ten minutes.

 Seconded by Councillor McGowan.  Carried unanimously.

The meeting resumed at 8:51 p.m.
 

8. BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment for a total of $178,638.97 and Bills for Ratification for a total of $103,745.93; grand total of $282,384.90.

Councillor Day moved to receive and file the Sewerage Utility Accounts Receivable Report as at April 4, 2005.

15.2 FUNDY REGION SOLID WASTE COMMISSION AUDITOR’S REPORT AND FINANCIAL STATEMENTS
FOR THE YEAR ENDED DECEMBER 31, 2004

Councillor Day moved to receive and file the Fundy Region Solid Waste Commission Auditors Report and Financial Statements for the year ended December 31, 2004.

Seconded by Councillor Evans.  Carried.
 

16. LETTER OF MARCH 15, 2005 FROM HON. PERCY MOCKLER, MINISTER INTERGOVERNMENTAL
AND INTERNATIONAL RELATIONS RE:  2005 ORDER OF NEW BRUNSWICK CAMPAIGN

Councillor Day moved to receive and file  letter of March 15, 2005 from Hon. Percy Mockler, Minister Intergovernmental and International Relations  Re:  2005 Order of New Brunswick Campaign.

Seconded by Deputy Mayor Murphy.  Carried.

Mayor Losier informed the public that forms for the Order of New Brunswick were available at the Town office.
 

17. LETTER OF APRIL 5, 2005 FROM STEPHANIE B. PATTERSON, P. ENG., GODFREY ASSOCIATES LTD.
RE:  PRELIMINARY SITE INVESTIGATION FOR NORTHERN WASTEWATER TREATMENT PLANT, GRAND BAY-WESTFIELD, PROJECT NO. 010-107, CLAIM NO. 3

Councillor Day moved to approve Claim No. 3 per letter of April 5, 2005 from Stephanie B. Patterson, P.Eng., Godfrey Associates Ltd.  Re:  Preliminary Site Investigation for Northern Wastewater Treatment Plant, Grand Bay-Westfield, Project No. 010-107 and authorize payment of relevant invoice.

18. CORRESPONDENCE OF MARCH 23, 2005 FROM KEITH DOIRON - BROUGHT FORWARD FROM 
MARCH 29, 2005/RECREATION DIRECTOR’S REPORT OF APRIL 7, 2005

Councillor Day moved to approve the proposed Grand Bay-Westfield Half Marathon Event to be held by the Half Marathon Committee on Canada Day, Friday, July 1, 2005 subject to:

permission of the Team Leader of the RCMP and the District Engineer of the New Brunswick Department of Transportation for the traffic control;

the Half Marathon Committee continue to co-ordinate with Canada Day Planning Committee and Kelly Goddard of the River Valley Community Center for timing of the event, final route plan including registration, water/refreshment stations, finish line, parking control, food and Bar-B-Q details, awards and reception details, clean up and garbage disposal;

the Recreation Director will be available to review details of the event and make any appropriate suggestions and the Works Department will be available to transport tables, barricades and water on site for this event prior to Canada Day set up; link to the Town’s web site will be available for final details.

19. LETTER OF MARCH 15, 2005 FROM GRANT SINCLAIR, TEAM NEW BRUNSWICK, CULTURE AND
SPORT SECRETARIAT RE:  DONATION REQUEST - BROUGHT FORWARD FROM MARCH 29, 2005/RECREATION DIRECTOR’S REPORT OF APRIL 7, 2005

Deputy Mayor Murphy moved to receive and file letter of March 15, 2005 from Grant Sinclair, Team New Brunswick, Culture and Sport Secretariat Re:  Donation Request.

Seconded by Councillor McGowan.  Carried.

It was noted Council would reconsider the donation request if the Town was advised  Grand Bay-Westfield residents were participating.
 

20. DEVELOPMENT OFFICER’S REPORT OF APRIL 6, 2005 
RE:  CONQUEST ENGINEERING LTD. GEOTECHNICAL  INVESTIGATION FOR THE PROPOSED WATERFRONT DEVELOPMENT, BRUNDAGE POINT TRAILHEAD SITE

Councillor Day moved to accept the Geotechnical Investigation as prepared by Conquest Engineering Ltd. for the proposed Brundage Point Trailhead site as part of the Town’s Waterfront Development Plan and forward copies to Godfrey Associates Ltd., Consulting Engineers for information, Department of Transportation for discussion of sourcing rock to be used in the project, and to the Department of Environment & Local Government as well as the Department of Natural Resources and, the Atlantic Canada Opportunities Agency for processing the Town’s application to proceed with the project.

21. RECREATION DIRECTOR’S REPORT OF APRIL 6, 2005
RE:  HEATING UPGRADE - COMMUNITY CENTRUM

Deputy Mayor Murphy moved to concur with the recommendation of Stephen Erb of Eastcan Consulting and award the tender for the Heating Upgrade Community Centrum to O’Brien Electric Ltd. for the amount of $34,700 HST included.

 Seconded by Councillor McGowan.  Carried.
 

22. WORKS COMMISSIONER’S REPORT OF APRIL 5, 2005
RE:  DRAFT SNOW AND ICE CONTROL PLAN - 2005

Councillor Day moved to adopt the revised Draft Snow & Ice Control Plan for the Town of Grand Bay-Westfield dated March 2005 and to authorize staff to forward the Letter of Intent to the Federal Minister of the Environment expressing our commitment to protecting the environment.

 Seconded by Councillor Evans.  Carried.
