Fire Chief Dan McCoy and Mayor Grace Losier presented Andrew White and Chris Matheson with Completion of Provincial Firefighter Level 1 Training and Advancement to Class 2 Firefighter Status certificates as well as the designated black firefighter helmets.
 
6.2 PRESENTATION OF RCMP STATISTICAL REPORT FOR SEPTEMBER 2005
- RCMP REPRESENTATIVE ATTENDING

Corporal Landry presented Council with the RCMP Statistical Report for September 2005.

Councillor Evans moved to receive and file the RCMP Statistical Report for September 2005.

Councillor Evans moved to adopt the minutes of the Regular Council Meeting of September 26, 2005 as presented.

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF SEPTEMBER 19, 2005
Councillor McGowan moved to receive and file minutes of the Planning Advisory Committee Meeting of September 19, 2005.

 Seconded by Councillor Day.  Carried.
 
7.2  TENDER NOTES OF OCTOBER 6, 2005 RE:  HENDERSON BROOK TREE PLANTING PROJECT
Deputy Mayor Murphy moved to receive and file Tender Notes of October 6, 2005 Re:  Henderson Brook Tree Planting Project.

 Seconded by Councillor McGowan.  Carried.
 
8.  BILLS FOR PAYMENT
Councillor Day moved to pay Bills for Payment enbloc for a total of $20,933.86 and Bills for Ratification for a total of $26,816.96 for a grand total of $47,750.82.

Councillor Day moved to refer petition from the River Valley Chamber of Commerce to Town staff for creation of a draft by-law regarding Sunday Shopping to return to Council.

MARCH 31, 2005

Councillor Day moved to accept the Westfield Volunteer Ambulance Service Financial Statements for the Year Ended March 31, 2005 and to approve appropriate signatures.

 Seconded by Councillor Evans.  Carried.
 
15.2 TOWN OF GRAND BAY-WESTFIELD SEWERAGE UTILITY ACCOUNTS RECEIVABLE REPORT AS AT
OCTOBER 3, 2005

Deputy Mayor Murphy moved to receive and file the Town of Grand Bay-Westfield Sewerage Utility Accounts Receivable Report as at October 3, 2005.

Councillor Day moved to approve Detailed Claim #20 in the amount of $74,808.14 per letter of September 19, 2005 from Stephanie B. Patterson, P. Eng. with Godfrey Associates Ltd. Re:  Sewer System Extension - Grand Bay-Westfield, NB - Infrastructure Project No. 63 37 05 431 02, Project Nos. 010-091, 010-102, 010-103, 010-104, 010-109 & 010-110 with authorization for payment of relevant invoices.

 Seconded by Deputy Mayor Murphy.  Carried.
 
17. TOWN EMERGENCY MEASURES DIRECTOR’S REPORT OF SEPTEMBER 30, 2005
RE:  APPOINTMENT OF MEMBER

Councillor Evans moved to appoint Kathleen Duguay to the Town’s Emergency Measures Organization (EMO) effective immediately per EMO Director’s Report of September 30, 2005.

18.  MEMORANDUM OF OCTOBER 3, 2005 FROM PLANNING ADVISORY COMMITTEE
RE:  2006 PLANNING ADVISORY COMMITTEE OPERATING BUDGET

 Deputy Mayor Murphy moved to refer memorandum of October 3, 2005 from Planning Advisory Committee (PAC) Re:  2006 PAC Operating Budget to the 2006 budget process.

ASSOCIATES LTD. RE:  CONTRACT NO. 010-113, PROJECT NO. 05-D718, STREET UPGRADING 2005 - ROUTE NO. 177 (ALLINGHAM TERRACE TO MULLEN LANE)

 Councillor Day moved to approve Progress Claim No. 2 per correspondence of October 5, 2005 from Stephanie Patterson, P. Eng., Godfrey Associates Ltd. Re:  Contract No. 010-113, Project No. 05-D718, Street Upgrading 2005 - Route 177 (Allingham Terrace to Mullen Lane) with authorization to pay relevant invoices.

20. MEMORANDUM OF OCTOBER 3, 2005 FROM PLANNING ADVISORY COMMITTEE
RE:  APPLICATION FOR SUBDIVISION PLAN FOR FUTURE STREET, TOWN OF GRAND BAY-WESTFIELD/DEBORAH & JOE YOUNG, THOMPSON ROAD/DEVELOPMENT OFFICER’S REPORT OF OCTOBER 4, 2005

 Deputy Mayor Murphy moved to assent to the Subdivision Plan, Deborah & Joseph Young Subdivision, being FS-1 (Future Street) as prepared by Desaulniers Surveys Inc., dated September 28, 2005.

 Seconded by Councillor McGowan.  Carried.
 
21. FACSIMILE OF OCTOBER 6, 2005 FROM CLAYTON ROGERS, P. ENG., GODFREY ASSOCIATES LTD.
RE:  STREET IMPROVEMENTS - 2005 VARIOUS STREETS, PROJECT NO. 010-111, CERTIFICATE NO. 2, COMPLETION CERTIFICATE

 Councillor Day moved to pay invoice from Keel Construction in the amount of $137,347.59 for Certificate No. 2, Completion Certificate per facsimile of October 6, 2005 from Clayton Rogers, P. Eng., Godfrey Associates Ltd. Re:  Street Improvements 2005 - Various Streets, Project No. 010-111.

 Seconded by Deputy Mayor Murphy.  Carried.
 
22. DEVELOPMENT OFFICER’S REPORT OF OCTOBER 6, 2005
RE:  HENDERSON BROOK TREE PLANTING PROJECT - THE GREATER SAINT JOHN FOUNDATION 2005 GRANT

 Councillor Evans moved to concur with the recommendation of Basic Design Associates (BDA) and award the Henderson Brook Tender to Shades of Green for the planting of trees, shrubs, and ground covers as set out by BDA for Henderson Brook for the quoted sum of $5,482.00 plus HST with authorization for additional expenditures per Tender Unit Prices and for signage per Project Funding.

 Seconded by Deputy Mayor Murphy.  Carried.
