1. CALL TO ORDER - 7:30 P. M.
The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, June 11, 2007 with 
Deputy Mayor Murphy presiding.

Councillor Little, Councillor McGowan and Councillor Evans were in attendance.  Mayor Losier and Councillor Day were absent.

Councillor McGowan moved to pay Mayor Losier and Councillor Day in their absence.

 Seconded by Councillor Evans.  Carried.
 

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor McGowan moved to adopt the Agenda of June 11, 2007 as presented.

6.2 PRESENTATION OF RCMP STATISTICAL REPORT FOR MAY 2007
RCMP REPRESENTATIVE ATTENDING

Corporal Landry provided information to Council regarding the RCMP Statistical Report for May 2007.

Councillor McGowan moved to receive and file RCMP Statistical Report for May 2007 as presented.

 Seconded by Councillor Evans.  Carried.

 Cst. Norman McCabe was introduced to Council by Cpl. Landry noting Cst. McCabe will serve in the Rural area of the District.
 

6.3 PRESENTATION BY HABITAT FOR HUMANITY RESTORE - DAVID DELANEY PRESENTER
David Delaney, Habitat for Humanity, provided information to Council regarding the opening of a ReStore in Saint John.

Councillor Evans moved to receive and file the presentation and to provide the information to Town residents in a future mail out.

Councillor Evans moved to receive and file the minutes of Planning Advisory Committee Meeting of May 22, 2007.

Councillor Evans moved to receive and file the minutes of Tourism Committee Meeting of April 19, 2007.

BOARD OF DIRECTORS MEETINGS OF MARCH 13, 2007 AND APRIL 24, 2007

 Councillor McGowan moved to receive and file the minutes of River Valley Community Center Foundation Inc. Board of Directors Meetings of March 13, 2007 and April 24, 2007.

Councillor Evans moved to pay Bills for Payment enbloc for a total of $62,809.05 and Bills for Ratification for a total of $19,767.14; grand total of $82,576.19.

 Councillor Evans moved to award Street Improvements - 2007, Chestnut Drive, George Street, Harris Road, Leighside Court, Pamdenec Road, First Street, Grand Bay-Westfield, NB Project No. 010-126 to the low tenderer, Debly Enterprises Ltd., for the Tender Price of $205,030.00.

20. LETTER OF MAY 24, 2007 FROM KEN HANNAH, P. ENG., GODFREY ASSOCIATES LTD.
RE:  STORM SEWER IMPROVEMENTS AND BLIND KNOLL ELIMINATION, THOMPSON ROAD AND MAJESTIC DRIVE, GRAND BAY-WESTFIELD, NB PROJECT NO. 010-127 - RECOMMENDATION FOR CONTRACT AWARD/WORKS COMMISSIONER’S REPORT OF JUNE 8, 2007

 Councillor Evans moved to award Storm Sewer Improvements and Blind Knoll Elimination, Thompson Road and Majestic Drive, Grand Bay-Westfield, NB Project No. 010-127 to low tenderer, Keel Construction for the Tender Price of $186,257.00 and also moved to authorize Godfrey Associates Ltd. to add 48” cross culvert replacement on Brandy Point Road to the list of projects to be completed under 2007 Capital Street Improvement Projects.

 Seconded by Councillor McGowan.  Carried.
 

21.  LETTER OF APRIL 12, 2007 FROM KEN HANNAH, P. ENG., GODFREY ASSOCIATIONS LTD. 
RE:  WASTEWATER PUMPING STATION NO. 2, KENWOOD ROAD, PROJECT NO. 010-121- RECOMMENDATION FOR CONTRACT AWARD

 Councillor McGowan moved to award Wastewater Pumping Station No. 2, Kenwood Road, Project No. 010-121 to the low tenderer Keel Construction at the Tender Price of $110,104.50 subject to receipt of approvals from regulatory authorities.

 Seconded by Councillor Evans.  Carried.
 

22.  MEMORANDUM OF JUNE 5, 2007 FROM PLANNING ADVISORY COMMITTEE (PAC)
RE:  PAC SUMMER MEETING SCHEDULE

 Councillor McGowan moved to receive and file memorandum of June 5, 2007 from Planning Advisory Committee (PAC) Re:  PAC Summer Meeting Schedule.

23. LETTER OF JUNE 1, 2007 FROM JEAN-BERNARD LAFONTAINE, 
REGIONAL EXECUTIVE DIRECTOR, ATLANTIC REGION, CANADIAN HERITAGE RE:  GRANT APPROVAL - CANADA DAY

 Councillor Evans moved to receive and file letter of June 1, 2007 from Jean-Bernard Lafontaine, Regional Executive Director, Atlantic Region, Canadian Heritage Re:  Grant Approval - Canada Day.

24.  RECREATION DIRECTOR’S REPORT OF JUNE 6, 2007
RE:  QUOTATION REQUEST FOR FLOORING AT THE CENTRUM

 Councillor Evans moved to approve the quote from Sommerville Flooring at a cost of $6,594.90 for replacement flooring for the front and back entrance of the Centrum.

 Seconded by Councillor Little.  Carried.
 

25. LETTER OF JUNE 8, 2007 FROM KEN HANNAH, P. ENG., GODFREY ASSOCIATES LTD. 
RE:  WATERFRONT DEVELOPMENT, BRUNDAGE POINT TRAIL HEAD, GRAND BAY-WESTFIELD, NB PROJECT NOS. 010-116 & 010-125

 Councillor McGowan moved to approve change orders #2, 3, 4 and 5 as provided by Richard & Co. Architects Inc., authorizing changes to contract with Avondale Construction Ltd. Re:  Project Nos. 010-116 and 010-125 Waterfront Development, Brundage Point Trail head.

 Seconded by Councillor Evans.  Carried.
