The Town of Grand Bay-Westfield Council met in a regular session on Monday, August 11, 2003 at 7:30 p.m. with Mayor Losier presiding.

Councillor Silliphant moved to receive and file the minutes of the Planning Advisory Committee Meeting 
of July 21, 2003. 

Seconded by Councillor Murphy.  Carried.
 

8.  BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment enbloc for a total of $12,547.84 and approve the Bills for Ratification for a total of $37,659.76, Grand Total $50,207.60.

Seconded by Councillor Murphy.  Carried.

RE:  LIST OF PAC ITEMS FOR FIRST HALF OF 2003

Councillor Murphy moved to receive and file memorandum of July 22, 2003 from Planning Advisory Committee (PAC) Re:  List of PAC Items for First Half of 2003.

Seconded by Councillor Day.  Carried.

It was noted that Development Officer David Taylor does much more work with PAC than the Committee memorandum indicates, and also a letter of appreciation would be sent to Chairperson Larry Chapman recognizing his commitment to PAC.
 

17. FAX OF JULY 31, 2003 FROM KATHERINE D’ENTREMONT, DIRECTOR LOCAL GOVERNMENT
RE:  MUNICIPAL ORIENTATION 2004

Councillor Silliphant moved to receive and file the fax of July 31, 2003 from Katherine d’Entremont, Director Local Government Re:  Municipal Orientation 2004.

18. FAX OF JULY 23, 2003 FROM FEDERATION OF CANADIAN MUNICIPALITIES
RE:  GOVERNMENT OF CANADA RELEASES FUNDING CRITERIA FOR NEW 10 YEAR INFRASTRUCTURE PROGRAM

Councillor Silliphant moved to receive and file fax of July 23, 2003 from Federation of Canadian Municipalities Re:  Government of Canada Releases Funding Criteria for New 10 Year Infrastructure Program.

Seconded by Councillor Murphy.  Carried.
 

19. MEMORANDUM OF JULY 23, 2003 FROM FUNDY REGION SOLID WASTE COMMISSION
RE:  COMMISSION MINUTES OF APRIL 9, 2003 AND MAY 8, 2003

Deputy Mayor McGowan moved to receive and file memorandum of July 23, 2003 from Fundy Region Solid Waste Commission Re:  Commission Minutes of April 9, 2003 and May 8, 2003.

Seconded by Councillor Day.  Carried.
 

20.  DEVELOPMENT OFFICER’S REPORT OF AUGUST 6, 2003
RE:  ALL TERRAIN VEHICLE ACT

Councillor Murphy moved to table the Development Officer’s Report dated August 6, 2003 regarding the regulation of All Terrain Vehicles until such time as the review of All Terrain Vehicle legislation has been completed.

Seconded by Councillor Day.  Carried.

Councillor Little moved a letter be forwarded to the Minister of Public Safety requesting he revisit and review the recommendations of the All Terrain Act Task Force as our Municipality supports initiatives to address enforcement issues relating to ATVs.

Seconded by Councillor Murphy.  Carried.
 

21. DEVELOPMENT OFFICER’S REPORT OF AUGUST 7, 2003
RE:  COMMUNITY CENTRUM RENOVATIONS, EXTERIOR ENTRANCE STAIR AND WALKWAY

Councillor Day moved to award the contract to Hickey Brothers Ltd. for a fixed price of $9,375.00 plus HST to provide a new concrete entrance stair, walkway, and landing for the front of the Community Centrum Building as presented in sketch of May 5, 2003.

Seconded by Councillor Silliphant.  Carried.
 

22. DEVELOPMENT OFFICER’S REPORT OF AUGUST 6, 2003
RE:  LAND ACQUISITION – WATERFRONT DEVELOPMENT – PID NOS. 00229146/30204325

Deputy Mayor McGowan moved to approve the purchase of portions of PID Nos. 00229146 and 30204325 from Aliant Telecom and authorize the signatures as required on the necessary documents to complete the purchase of land at a pro-rated cost of $800.00 per acre plus legal and survey costs.

Seconded by Councillor Murphy.  Carried.
 

Deputy Mayor McGowan moved to authorize staff to enter into discussions with NB Southern regarding use of NB Southern Route #177 right-of-way by the Town.

Seconded by Councillor Day.  Carried.
