TELEPHONE POLL OF AUGUST 22, 2000 RE: DONATION TO RIVER VALLEY
MIDGET “AA” COUGARS
Councillor Calvin moved to ratify the Telephone Poll of August 22, 2000 in that authorization be granted for a $200.00 donation to the River Valley Midget “AA” Cougars representing the River Valley Area and New Brunswick at the “Atlantics” on September 1 – 4th held in Clark’s Harbour (Cape Sable Island) Nova Scotia. Seconded by Councillor McGowan. Carried. Mayor Losier offered congratulations to the River Valley Midget “AA”
Cougars on winning the tournament.

Councillor Calvin moved to concur with the Development Officer in his report of September 7, 2000 Re: Request for Proposals in that authorization be granted for Town staff to re-invite submissions with an amended closing date and time to be received by the Town no later than September 29, 2000 at 4:00 p.m. Seconded by Councillor Sutton. Carried. Deputy Mayor Black cast a dissenting vote.

Councillor Calvin moved to concur with the recommendation of the Development Officer in his report of September 7, 2000 in that Council accept the recommendation of the Planning Advisory Committee and Tentative Approval be granted for the proposed completion of the future street portion of Teal Street subject to: a) a Developer’s Agreement being prepared for the development of
the extension of Teal Street;

LETTER DATED AUGUST 17, 2000 FROM ROBERT POWLESLAND RE: PAVEMENT
MARKINGS/WORKS COMMISSIONER’S REPORT OF AUGUST 23, 2000
Councillor Sutton moved to concur with the recommendation of the Works Commissioner in his report of August 23, 2000 in that the request for a center line pavement marking be denied and warning signs be used to advise motorists of the sharp curve. Seconded by Councillor Calvin. Carried. It was noted that the warning signs are already in place, and the
collision history report does not support the need for pavement markings
in the area.

TOWN MANAGER’S REPORT OF AUGUST 18, 2000 RE: LONG TERM FINANCING
– 1999 GENERAL CAPITAL PROJECT
Councillor Calvin moved that the Treasurer and Mayor be authorized to issue and sell to the New Brunswick Municipal Finance Corporation a Municipality of Grand Bay-Westfield debenture in the principal amount of $135,000 for a term of 4 years on such terms and conditions as are recommended by the New Brunswick Municipal Finance Corporation, and be it resolved that the Municipality of Grand Bay-Westfield agree to issue post dated cheques payable to the New Brunswick Municipal Finance Corporation as and when they are requested in payment of principal and interest charges on the above debenture, one year in advance. Seconded by Councillor McGowan. Carried.

WORKS COMMISSIONER’S REPORT OF AUGUST 22, 2000 RE: DRAINAGE
PROBLEMS – WONG WAY
Councillor Sutton moved to concur with the recommendation of the Works Commissioner in his report of August 22, 2000 in that the installation of stormsewer on Wong Way be placed on the Town’s General Capital Budget List for discussion with further information regarding the ownership of the property to be brought forward to Council; also, Mr. Struthers be advised that the matter has been forwarded to the Capital Budget for discussion and that he should consider taking steps to eliminate the blockage of the drainage channel on his property, until such time as the stormsewer has been constructed. Seconded by Councillor McGowan. Carried.

OVER ROOF PROJECT
Councillor McGowan moved to concur with the recommendation of the Recreation Director in his report of September 6, 2000 and David Corkum of Tidal Industrial Development in that Orion Construction has met the requirements for roofing details and engineering analysis required by the tender RFQ No. 004-0C-2000 and that full contract award be approved to Orion Construction for the amount of $79,535.00 plus HST. Seconded by Councillor Sutton. Carried.

REPORT OF SEPTEMBER 6, 2000 RE: TOT LOT FOR RIDGE WAY
Councillor Sutton moved to concur with the recommendations of the Works Commissioner, Development Officer and the Recreation Director in their report of September 6, 2000 in that 1) the Parents for Tots design proposal and budget be accepted as presented and, 2) authorize work to proceed for the land preparations as approved on June 12, 2000 subject to a positive response to the Youth Community Assistance Program application. Seconded by Deputy Mayor Black. Carried.

Councillor McGowan moved to concur with the recommendation of the Recreation Director in his report of September 6, 2000 in that low bid be accepted from Urban Landscaping at $10,554 plus $1,583.10 HST for a total of $12,137.10 for Lions Senior Field Improvements. Seconded by Deputy Mayor Black. Carried.
