Councillor Silliphant moved to receive and file the Sewerage Utility Accounts Receivable Report as at December 31, 2003.

Councillor Silliphant moved to approve payment of invoices from Godfrey Associates Ltd. in the amount of $8,932.63 and $5,131.88 and NB Publishing invoice in the amount of $1,175.75 and approve Claim No. II Re:  Sewer System Extension, Grand Bay-Westfield NB Infrastructure Project No. 63 37 05 431 02, Project Nos. 010-091, 010-102, 010-103 & 010-104 in the amount of $15,240.26.

17. LETTER OF DECEMBER 22, 2003 FROM LARRY BENNETT, DIRECTOR, POLICE, FIRE, &
EMERGENCY SERVICES, PROVINCE OF NEW BRUNSWICK RE:  INCREASE IN PER-OFFICER COSTING FOR RCMP “EXTENDED AGREEMENT”

Councillor Day moved to receive and file letter of December 22, 2003 from Larry Bennett, Director, Police, Fire & Emergency Services, Province of New Brunswick Re:  Increase in Per-Officer Costing for RCMP “Extended Agreement”.

Seconded by Councillor Murphy.  Carried.
 

18. LETTER OF DECEMBER 17, 2003 FROM JEAN-FRANCOIS TREPANIER, CHIEF OPERATING
OFFICER, FEDERATION OF CANADIAN MUNICIPALITIES RE:  UPDATE ON RECENT ACTIVITIES

Councillor Murphy moved to receive and file letter of December 17, 2003 from Jean-Francois Trepanier, Chief Operating Officer, Federation of Canadian Municipalities Re:  Update on Recent Activities and moved to approve payment of Defense Fund invoice in the amount of $243.90.

Seconded by Councillor Silliphant.  Carried.
 

19.  MEMORANDUM OF JANUARY 6, 2004 FROM PLANNING ADVISORY COMMITTEE
RE:  ELECTION OF OFFICERS FOR 2004

Councillor Day moved to receive and file memorandum of January 6, 2004 from Planning Advisory Committee (PAC) Re:  Election of Officers for 2004.

Seconded by Councillor Little.  Carried.

It was noted Larry Chapman was re-elected as PAC Chair and Ralph Stevens was re-elected as Vice-Chair.

Council noted its appreciation for the abilities and commitment of Mr. Chapman and Mr. Stevens in their service on PAC.
 

20. FIRE CHIEF’S REPORT OF JANUARY 8, 2004 RE:  WEB SITE AWARD
Councillor Day moved to receive and file the Fire Chief’s Report of January 8, 2004 Re:  Web Site Award.

Seconded by Councillor Murphy.  Carried.

It was noted a letter of acknowledgement would be forwarded to Mike Gogan and Hazen Middleton and also an invitation to attend the next Council Meeting would be extended to them in regard to the Seeker Business Web Award received by the Volunteer Fire Department.
 

21. HUESTIS COMMERCIAL INSURANCE INVOICE # 5959
RE:  RENEWAL OF VOLUNTEER FIRE/RESCUE DEPARTMENT ACCIDENT AND SICKNESS COVERAGE RENEWAL OF WESTFIELD VOLUNTEER AMBULANCE SERVICE ACCIDENT AND SICKNESS COVERAGE PER INVOICE # 5960

Deputy Mayor McGowan moved payment of Invoice #5959 in the amount of $1,995 Re:  Renewal of Volunteer Fire/Rescue Department Accident and Sickness Coverage and payment of Invoice #5960 in the amount of $1,498 Re:  Renewal of Westfield Volunteer Ambulance Service Accident and Sickness Coverage for 2004.

 Seconded by Councillor Silliphant.  Carried.
 

22.  LETTER OF JANUARY 5, 2004 FROM NORMAN CLOUSTON, P. ENG., DISTRICT ENGINEER,
DEPARTMENT OF TRANSPORTATION RE:  INTERSECTION OF WOOLASTOOK DRIVE AND ROUTE NO. 177

Deputy Mayor McGowan moved to table letter of January 5, 2004 from Norman Clouston, P. Eng., District Engineer, Department of Transportation Re:  Intersection of Woolastook Drive and Route No. 177 until the matter has been addressed by the Department of Transportation with authorization for the Works Commissioner’s relevant draft letter to be forwarded to the Department of Transportation.

Seconded by Councillor Murphy.  Carried.
 

23. TOWN MANAGER’S REPORT OF JANUARY 8, 2004
RE:  PROCEDURES - CASH FLOW MANAGEMENT - 2004

Deputy Mayor McGowan moved to authorize the Town Manager to establish a line of credit Re:  Cash Flow Management Report of January 8, 2004 regarding the General Revenue Fund and the Sewerage Revenue Fund.

 Seconded by Councillor Murphy.  Carried.
 

24. WORKS COMMISSIONER’S REPORT OF JANUARY 6, 2004
RE:  2004 MUNICIPAL KILOMETRAGE MAINTENANCE RESPONSIBILITY

Councillor Day moved to table the Works Commissioner’s Report of January 6, 2004 Re:  2004 Municipal Kilometrage Maintenance Responsibility for further information from the Department of Transportation.

Seconded by Deputy Mayor McGowan.  Carried.
