The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, January 12, 2009 with Deputy Mayor Archer presiding.
2. RECORD OF ATTENDANCE

Councillor Calvin, Councillor Day, Councillor McGowan, and Councillor Murphy were in attendance.  Mayor Losier was absent.

Councillor McGowan moved to pay Mayor Losier in her absence.

Seconded by Councillor Day.  Carried.*
3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve agenda of January 12, 2008 as presented.

    Seconded by Councillor Murphy.  Carried.*

6.1 PRESENTATION OF RCMP STATISTICAL REPORT FOR DECEMBER 2008 - RCMP REPRESENTATIVE ATTENDING

Corporal Rob Landry provided information to Council regarding the RCMP Statistical Report for December 2008.

Councillor McGowan moved to receive and file RCMP Statistical Report for December 2008.

Presentation of Proposed Municipal Plan By-law - ADI Ltd. Representative Attending

Lydia Lewycky and Giovanni Paquin, ADI Representatives presented Council with information regarding the proposed Municipal Plan By-law.

Elected Officials offered comments to ADI Ltd. on changes to be considered for the Draft Plan.

Councillor Murphy moved to receive ADI presentation regarding the proposed Municipal Plan By-law.

    Seconded by Councillor Day.  Carried.*

It was noted the proposed Plan would be available at the end of the week on the Town website and at the Town Office.

It was noted ADI Ltd. will provide the Town a list of stake holders consulted on the proposed Plan.

    Councillor Murphy moved to adopt the minutes of the Regular Council Meeting of December 8, 2008 as presented.

Councillor Day moved to pay Bills for Payment in the amount of $178,808.15 and Bills for Ratification in the amount of $147,413.37; Grand Total of $326,221.52.

17. FIRE CHIEF’S REPORT OF JANUARY 8, 2009 RE:  PHOTOCOPIER LEASE

    Councillor McGowan moved that the Fire Chief enter into a new three (3) year lease agreement for photocopier services with Think Imaging Solutions with pricing based upon the Provincial Standing Offer as allocated in the 2009 Volunteer Fire Department Operating Budget.

WORKS COMMISSIONER’S REPORT OF JANUARY 7, 2009 RE:  COMEX FUNDING AGREEMENT

    Councillor Murphy moved to commit to maintain the Community Express (ComeX) in conjunction with Saint John Transit for 3 years beginning January 1, 2009 and to fund possible short falls - between operational costs and ridership fares quarterly at the following rates to a maximum of:

        $10,000 per quarter in 2009;
        $10,700 per quarter in 2010;
        $11,500 per quarter in 2011;

    to be reviewed on a yearly basis by the Town of Grand Bay-Westfield and the Saint John Transit Commission.

19. TOWN MANAGER’S REPORT OF JANUARY 6, 2009 RE:  ANNUAL BONDING - TOWN OF GRAND BAY-WESTFIELD

    Councillor Day moved to receive and file Town Manager’s Report of January 6, 2009 Re:  Annual Bonding - Town of Grand Bay-Westfield.

TOWN MANAGER’S REPORT OF JANUARY 6, 2009 RE:  PROCEDURES - CASH FLOW MANAGEMENT - 2009

    Councillor Day moved the Town Manager be authorized to establish a 2009 line of credit for the Town with respect to the Sewerage Utility Operating Fund as per section 189(13) of the Municipalities Act for an amount not to exceed $234,212 and further a 2009 line of credit with respect to the General Operating Fund as per section 89(1)(2) of the Municipalities Act for an amount not to exceed $179,257 at a competitive rate.
