BY-LAW
Mayor Losier called three times for anyone wishing to speak in opposition to Draft By-law No. 100A, Amendment to By-law 100 Town of Grand Bay-Westfield Municipal Plan By-law and Draft By-law No. 101D, Amendment to By-law No. 101, Town of Grand Bay-Westfield Zoning By-law. William Garfield voiced concerns regarding water drainage and privacy issues/tree cutting, noting if these two items were addressed he would have no objections to the proposed amendments. Mayor Losier called three times for anyone wishing to speak in favour of the proposed amendments. Harriet Hutchinson of the River Valley Lions voiced her endorsement of the amendments and assured Mr. Garfield that his concerns would be addressed. Mayor Losier announced the item would return to the Council agenda of
June 26, 2006.

Councillor Day moved to award the contract to the low tenderer Keel Construction Ltd. for the Tender Price of $248,095.00 per letter of May 31, 2006 from Clayton Rogers, Godfrey Associates Ltd. Re: Street Upgrading 2006, Route No. 177 (Mullen Lane to Hillandale Drive) Project No. 010-118 subject to receipt of approval to award from New Brunswick Department of Transportation. It was noted, per correspondence from Godfrey Associates Ltd., that
based on unit prices submitted by the low tenderer the estimated cost of
the Department of Transportation (D.O.T.) portion of the work is $158,495.00
plus engineering, while the estimated cost of the municipal portion of
the work is $89,600.00 plus engineering.

Councillor Evans moved to authorize 2006 Canada Day events in the Town as co-ordinated by the River Valley Lions and to authorize funding of $2,400 in conjunction with available government funding. Seconded by Councillor McGowan. Carried.

| RE: DRAFT EMERGENCY MEASURES ORGANIZATION - SEVERE WINTER STORM
PLAN
Councillor Day moved to approve the Town of Grand Bay-Westfield Severe Winter Storm Plan submitted by the Town’s Emergency Measures Organization with the addition of “in conjunction with the Town Manager’” after Deputy Director on line one of section 4 on page 7 and to authorize the appropriate signatures to the Introduction and Declaration of Agreement and attach the document as Annex A to the Town’s Emergency Response Plan and further moved to forward a letter congratulating the Emergency Measures Organization on their Plan. Seconded by Councillor Evans. Carried. Councillor McGowan departed the meeting due to a stated Conflict
of Interest with item No. 28.

It was noted that since there was not a quorum for item No. 28 - the Recreation Director’s Report of June 6, 2006 Re: River Valley Chamber of Commerce (RVCC) Operation of Visitor Information Center (VIC) for 2006 the item would be held over for a Telephone Poll to be conducted by Town staff on or about June 13, 2006. Councillor McGowan rejoined the meeting.

Councillor Day moved to award the contract to the low tenderer Keel construction Ltd. for the Tender Price of $1,166,425.00 subject to receipt of outstanding land transfer from DOT and DNR and a Watercourse Alteration Permit from the Department of Environment (DOE); this award is also subject to the successful bidder providing confirmation of aggregate sources and related permits and approvals within three calendar days of the closing date per letter of June 12, 2006 from Godfrey Associates Ltd.
