Councillor Day moved to approve Claim No. 9 for Project Numbers 010-116 and 010-125, Waterfront Development, Brundage Point per letter of February 20, 2007 from Stephanie Patterson, P. Eng., Godfrey Associates Ltd. with authorization for payment of relevant invoices with an amendment to Schedule D-1 to replace the wording “All work will be completed by the end of July 2007” with “All work will be completed by June 30, 2007” and further moved to instruct the Project Engineers, Godfrey Associates Ltd. to ensure all Town funding deadlines regarding ACOA Progress Payments and Final Payments are met allowing the Town to access fully all approved funding for the Project. Councillor McGowan moved to approve the award to Maritime Docks Ltd. for the purchase of five floating docks and two ramps to be installed at Brundage Point River Centre for the total quotation price of $39,138.77, including HST. Seconded by Councillor Day. Carried.

| RE: KIWANIS CLUB OF WESTERN KINGS NURSING HOME/HEALTH COMPLEX
PROPOSAL
Councillor Evans moved to receive and file the submission received from The Kiwanis Club of Western Kings dated February 13, 2007 with a letter of support to be provided from the Town acknowledging the Kiwanis Club’s efforts in securing other available funding for the proposal to develop a Nursing Home/Health Complex in Grand Bay-Westfield and further to support in principle the construction and administration of the Complex subject to Provincial approvals for funding of the project, with the understanding that a preliminary estimate of $1.6 million dollars would be required regarding infrastructure development costs as an addition to the overall project costs for a site located at the end of Murray Street and further to request that the Kiwanis of Western Kings meet with Town Staff to discuss the proposed project and discuss possibilities for the Town to provide support for the project. Seconded by Councillor McGowan. Carried.

Councillor Day moved to initiate the process to engage a River Centre Manager/Community Economic Development Officer for a two year term position per relevant job description dated March 2007. Seconded by Deputy Mayor Murphy. Carried. Deputy Mayor Murphy moved to receive and file the late submission from Linda Davies in response to the advertised Request for Proposals 2007-1 for Operational Partnership Opportunities. Seconded by Councillor McGowan. Carried.

| RE: FIVE YEAR CAPITAL INVESTMENT PER GAS TAX FUNDING (GTF) AGREEMENT
Councillor Day moved that the document entitled Town of Grand Bay-Westfield Five Year Capital Plan (2005 - 2009) be revised to reflect a change in scheduling in that Thompson Road storm sewer and Thompson Road blind knoll projects are scheduled for 2007, with George Street (eastern leg) storm sewer project being moved to 2008 and further authorize Godfrey Associates Ltd. to proceed to tender subject to approval of our revised Gas Tax application. Seconded by Councillor Evans. Carried.
