 The Town of Grand Bay-Westfield met in a regular session on Monday, April 12, 1999 at 7:40 p.m. with Mayor Losier presiding.

 R.C.M.P. STATISTICAL REPORT FOR THE PERIOD MARCH 4TH – APRIL 7TH, 1999 

Cst. Desrosiers presented the March 4th – April 7th, 1999 Statistics Report.
Cst. Desrosiers offered comments on safety issues regarding crosswalks, particularly the crosswalk in the area of the Bank and Liquor Store. 
Cst. Desrosiers also noted that the R.C.M.P. are increasing foot patrols within the Town.

Councillor Sutton moved to receive and file the R.C.M.P. Statistical Report for the Period Mar 4th – Apr 7th, 1999.

Mr. Gaudet noted that Fisheries and Oceans have a recent study on the Westfield Wharf and could only offer $2,000 towards the cost of a new Structural Condition Assessment of the Westfield Wharf.

LETTER OF FEBRUARY 5, 1999 FROM DEPARTMENT OF MUNICIPALITIES AND HOUSING RE:  NB 9-1-1 SERVICE – DUPLICATE STREET NAMES IN GRAND BAY-WESTFIELD/WENDY BETTS OF NB 9-1-1 AND JIM DUFFIELD, R.C.M.P. J DIVISION ATTENDING

Wendy Betts, Director NB 9-1-1 Service introduced Jim Duffield, RCMP J Division.

Wendy Betts gave a presentation regarding duplicate street names in the Town of Grand Bay-Westfield and noted the duplicate names may cause confusion for an emergency service provider when responding to a call.

Jim Duffield, R.C.M.P. J Division spoke regarding the importance of highly visible civic numbering on their properties, preferably reflective numbers.

Councillor Keir moved to refer Letter of February 5, 1999 from Department of Municipalities and Housing Re:  NB 9-1-1 Service – Duplicate Street Names in Grand Bay-Westfield to the Works Commissioner to coordinate the following questionable street name changes with Canada Post Civic Address changes proposed for the 20th of September:  Birch Road, Birchee Drive; Crystal Court, Crystal Street; George Crescent, George Street; Harris Road, Harris Loop Road; Ingleside Court, Ingleside Road; Inglewood Drive, Inglewood Road; Spring Avenue, Spring Street.

Seconded by Councillor Sutton.  Carried.

Councillor McGowan rejoined the meeting.

Councillor Keir moved to pay the Bills for Payment enbloc for a total of $17,245.24, and approve the remaining Bills for Ratification for a total of $54,426.72, Grand Total $71,671.96.

WORKS COMMISSIONER’S REPORT OF MARCH 19, 1999 RE:  PROSSER COURT/STREET LIGHT

Councillor Keir moved to concur with the recommendation of the Works Commissioner in his report of March 19, 1999 Re:  Prosser Court/Street Light in that the Town ask NB Power to drop the existing light as much as possible and relocate the light standard so it points east.

Seconded by Deputy Mayor Black.  Carried.

Councillor Sutton cast a dissenting vote.

Councillor McGowan moved to concur with the recommendation of the Planning Advisory Committee in their Memorandum of March 31, 1999 in that the $200.00 Rezoning Fee be returned to Roger Ward.

Councillor Sutton moved to concur with the recommendation of the Recreation Director in his report of April 7, 1999 in that funding not to exceed $200.00 be provided to the River Valley Community Center Foundation Re:  Sponsorship for Two Adult Dances.

Councillor McGowan moved to concur with the recommendation of the Recreation Director in his report of April 7, 1999 in that funding not to exceed $200 be provided to Rachel Finley of Grand Bay-Westfield as a representative of New Brunswick’s team competing in the 1999 Atlantic Championships in Prince Edward Island.

WORKS COMMISSIONER’S REPORT OF APRIL 6, 1999 RE:  RIVER VALLEY DRIVE – SPEED LIMIT

Councillor Keir moved to concur with the recommendation of the Works Commissioner in his report of April 6, 1999 in that the speed limit remain at 60 kms/hour and the R.C.M.P. be requested to monitor the crosswalks on River Valley Drive and strictly enforce safe driving rules as they relate to crosswalks; also safety cones are to be placed at the crosswalks.

Seconded by Councillor Sutton.  Carried.

It was noted that a flyer will be sent out to residents noting crosswalk safety issues.

Councillor Keir moved to forward a letter to Fundy Region Solid Waste Commission asking them to clarify  two items: 1.) Note 10 on page 4, -Recreation Fund, 2.) Transfer of $73,272 to Recreation Fund in 1998 – Expenditures
