Rookie of the Year (2003) - Chris Matheson 10 Years of Service - Bill Booker
Fire Chief McCoy and Mayor Losier presented 10-year service awards to Mike Gogan and Dallas Moyer; Bill Booker was not available to attend. Gilles Roy was presented with the Firefighter of the year award for 2003 by Fire Chief McCoy in conjunction with Mayor Losier. Chris Matheson was selected as Rookie of the year for 2003 however he was not available to attend. Mayor Losier congratulated the award winners and thanked them for
their commitment and dedication to the community.

| Councillor McGowan moved that the sum of $3,444,077 be the total
budget of the Municipality, that the sum of $2,811,424 be the Warrant of
the Municipality for the ensuing year, and that the tax rate for the Municipality
be $1.34 and further that the Council orders and directs the levying by
the Minister of Environment and Local Government of said amount on real
property liable to taxation under the Assessment Act within the Municipality
of Grand Bay-Westfield.
Seconded by Deputy Mayor Murphy. Carried.

| Councillor McGowan moved to adopt the 2005 Sewerage Revenue Fund
Operating Budget as per documents attached to the Town Manager’s report
of December 6, 2004 reflecting total revenues of $414,629 and total expenditures
of $414,629; the sewerage user fee shall be $245.00 per user unit effective
January 1, 2005 with a $15.00 discount for residential units only, if full
payment is received by the Town Office by 5:00 p.m. on Friday, April 1,
2005; discount applicable where there are no arrears or penalties payable
in respect of the annual user charge.
Seconded by Councillor Evans. Carried. It was noted the $245 sewerage fee has been held since amalgamation.
