3.  APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor McGowan moved to adopt the agenda of June 13, 2005 as presented.

6.1 GRAND BAY-WESTFIELD VOLUNTEER FIRE/RESCUE DEPARTMENT AWARDS FOR THE YEAR 2004
Fire Chief Dan McCoy, Mayor Grace Losier, MLA Milt Sherwood and Deputy Fire Chief Troy Gautreau presented the following awards for the Year 2004:

MLA Milt Sherwood and Mayor Losier thanked the firefighters for their dedication and hard work on behalf of the community
 

6.2 PRESENTATION OF RCMP STATISTICAL REPORT FOR MAY 2005 - RCMP REPRESENTATIVE 
ATTENDING
Corporal Landry presented the RCMP Statistical Report for May 2005.

Deputy Mayor Murphy moved to receive and file the RCMP Statistical Report for May 2005 as presented.

Seconded by Councillor McGowan.  Carried.

Councillor McGowan acknowledged the important role the RCMP, particularly Corporal Landry, played in the May 2005 Town EMO exercise.

Mayor Losier noted two letters of appreciation has been received by the RCMP commending the Detachment on their services.

A concern was expressed regarding parking of trailers on Brittain Road and it was noted an inspection would be done to determine if signage could be installed to assist with the problem.
 

7. MINUTES OF REGULAR COUNCIL MEETING OF MAY 24, 2005
Councillor Day moved to adopt the minutes of the Regular Council Meeting of May 24, 2005 with the correction of the seconder to read Councillor McGowan in item number 23 on page 7 of 11.

Seconded by Deputy Mayor Murphy.  Carried.
 

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF MAY 16, 2005
Deputy Mayor Murphy moved to receive and file the minutes of the Planning Advisory Committee Meeting of May 16, 2005.

Seconded by Councillor Day.  Carried.
 

7.2 FUNDY REGION SOLID WASTE COMMISSION MINUTES OF MARCH 10, 2005 AND APRIL 21, 2005
Councillor McGowan moved to receive and file the Fundy Region Solid Waste Commission minutes of March 10, 2005 and April 21, 2005.

 Seconded by Councillor Day.  Carried.
 

7.3 TOURISM COMMITTEE MINUTES OF APRIL 28, 2005
Deputy Mayor Murphy moved to receive and file the Tourism Committee minutes of April 28, 2005.

 Seconded by Councillor Day.  Carried.

It was noted the Town Visitor Information Centre opened June 13, 2005.
 

8. BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment enbloc for a total of $24,488.42 and Bills for Ratification for a total of $27,118.65; grand total of $51,607.07.

15.1 CITY OF SAINT JOHN RECREATIONAL FACILITIES COMMITTEE REPORT (2004)
Deputy Mayor Murphy moved to receive and file City of Saint John Recreational Facilities Report (2004).

 Seconded by Councillor McGowan.  Carried.

It was noted a letter of thanks would be forwarded to the Recreation Facilities Committee for their hard work resulting in a very comprehensive report.
 

15.2 GRAND BAY-WESTFIELD VOLUNTEER FIRE/RESCUE DEPARTMENT ANNUAL REPORT (2004)
Deputy Mayor Murphy moved to receive and file the Grand Bay-Westfield Volunteer Fire/Rescue Department Annual Report (2004).

 Seconded by Councillor Day.  Carried.

It was noted a letter from Council would be forwarded to the Volunteer Fire/Rescue Department to thank them for all their dedication and hard work in the community.
 

15.3 FINAL REPORT FROM RANDY ROBINSON, MANAGER COMMUNITY EMERGENCY PREPAREDNESS
AND TRAINING NB EMO RE:   BY THE BAY 2 EXERCISE OF MAY 25, 2005

 Deputy Mayor Murphy moved to receive and file the Final Report from Randy Robinson, Manager Community Emergency Preparedness and Training NB EMO Re:  By the Bay 2 Exercise of May 25, 2005.

 Seconded by Councillor McGowan.  Carried.

 It was noted that the exercise on May 25, 2005 was a great success and reflected well on the community.
 

16. LETTER OF APRIL 26, 2005 FROM HON. L. JOAN MACALPINE, MINISTER TOURISM AND PARKS
RE:  TOURISM AWARENESS MONTH IN JUNE 2005

 Councillor Day moved to receive and file letter of April 26, 2005 from Hon. L. Joan MacAlpine, Minister Tourism and Parks Re:  Tourism Awareness Month in June 2005 and further to approve participation by the Town in an exchange program with a francophone community on issues and information.

17. LETTER RECEIVED MAY 24, 2005 FROM ALLIE VAUGHAN, PRESIDENT OF TAE KWON DO NEW
BRUNSWICK RE:  CONTRIBUTION REQUEST

 Deputy Mayor Murphy moved to receive and file letter received May 24, 2005 from Allie Vaughan, President of Tae Kwon Do New Brunswick Re:  Contribution Request.

 Seconded by Councillor Day.  Carried.

 It was noted a letter would be forwarded to Allie Vaughan in regard to the Town’s policy on contributions for sporting events.
 

18. LETTER OF MAY 30, 2005 FROM ANDY MORTON, DEPUTY DIRECTOR PUBLIC SAFETY
RE:  COST SHARING - JOINT EMERGENCY PREPAREDNESS PROGRAM (JEPP)

 Councillor Day moved to receive and file letter of May 30, 2005 from Andy Morton, Deputy Director Public Safety Re:  Cost Sharing - Joint Emergency Preparedness Program (JEPP) and to approve the purchase of tables and chairs for the Town EOC at a cost of $1,215 to the Town.

 Seconded by Councillor Evans.  Carried.
 

19. LETTER OF MAY 11, 2005 FROM DR. GORDON PORTER, CHAIR/PRESIDENT, HUMAN RIGHTS
COMMISSION     RE:  NOMINATIONS FOR 18TH ANNUAL HUMAN RIGHTS AWARD

 Councillor Day moved to receive and file letter of May 11, 2005 from Dr. Gordon Porter, Chair/President, Human Rights Commission Re:  Nominations for 18th Annual Human Rights Award.

 Seconded by Councillor Evans.  Carried.
 

20. LETTER OF JUNE 9, 2005 FROM STEPHANIE PATTERSON, P. ENG., GODFREY ASSOCIATES LTD. 
RE:  SEWER SYSTEM EXTENSION, GRAND BAY-WESTFIELD, INFRASTRUCTURE PROJECT NO. 63 37 05 431 02, PROJECT NOS. 010-091, 010-102, 010-103, 010-104, 010-109 & 010-110, CLAIM NO. 17

Councillor Day moved to approve Infrastructure Claim No. 17 and pay relevant invoices in the amount of $115,356.44 per letter of June 9, 2005 from Stephanie Patterson, P. Eng., Godfrey Associates Ltd.  Re:  Sewer System Extension, Grand Bay-Westfield, Infrastructure Project No. 63 37 05 431 02, Project Nos. 010-091, 010-102, 010-103, 010-104, 010-109 & 010-110.

 Seconded by Deputy Mayor Murphy.  Carried.
 

21. TOWN MANAGER’S REPORT OF JUNE 6, 2005 
RE:  QUOTATIONS FOR SERVICES BY A QUALIFIED CARPENTER

 Councillor Day moved to approve the agreement with Flewelling Construction Ltd. to provide services of a qualified carpenter for the period June 13, 2005 to June 13, 2007, subject to all terms and conditions of Quotation Number 10C-05 and per hourly rate submitted in the Flewelling Construction Ltd. quotation dated May 18, 2005.

 Seconded by Deputy Mayor Murphy.  Carried.
 

22.  WORKS COMMISSIONER’S REPORT OF JUNE 7, 2005
RE:  BLOWER REPLACEMENT - AERATED LAGOON

Deputy Mayor Murphy moved to approve the purchase of a new Sutorbuilt Displacement Lobe Blower Model 7MP for $7,707 plus freight to replace the 19 year old blower at the Aerated Lagoon.

 Seconded by Councillor Evans.  Carried.
 

23.  TOWN MANAGER’S REPORT OF JUNE 8, 2005
RE:  CANADA DAY EVENTS

Councillor Day moved to authorize 2005 Canada Day events as coordinated by the River Valley Lions and to authorize funding of $2,200 in conjunction with available government funding.

Seconded by Councillor McGowan.  Carried.

Appreciation was expressed for the hard work done by the River Valley Lions and Linda Thompson for the annual Canada Day events.
