RE:  DONATION - OSPREY NESTING PROJECT, BRENDA MURPHY, BOARD MEMBER AND JANE BARRY, EXECUTIVE DIRECTOR ATTENDING - MAYOR LOSIER PRESENTER

It was the consensus of Council to move item no. 6.1 forward for the arrival of Jane Barry.

Councillor Day moved to adopt the minutes of the Regular Council Session of August 9, 2004 as presented.

Councillor Day moved to receive and file the minutes of Planning Advisory Committee Meeting of 
August 3, 2004.

7.2 TELEPHONE POLL OF AUGUST 18, 2004 
RE:  SALE OF WORKS DEPARTMENT TRACKLESS VEHICLE
Councillor Day moved to ratify Telephone Poll of August 18, 2004 Re:  Sale of Works Department Trackless Vehicle and have it read.

Seconded by Councillor McGowan.  Carried.

Telephone Poll of August 18, 2004 was read.
 

7.3 TELEPHONE POLL OF AUGUST 26, 2004
RE:  SALE OF VOLUNTEER FIRE/RESCUE DEPARTMENT CHEROKEE JEEP

Deputy Mayor Murphy moved to ratify Telephone Poll of August 26, 2004 Re:  Sale of Volunteer Fire/Rescue Department Cherokee Jeep and have it read.

Seconded by Councillor McGowan.  Carried.

Telephone Poll of August 26, 2004 was read.
 

8.  BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment enbloc for a total of $44,816.35 and Bills for Ratification for a total of $142,186.68; grand total of $187,003.03.

RE:  THANK YOU FOR SUPPORT OF JUNIOR ACHIEVEMENT PROGRAM

Councillor Day moved to receive and file letter of August 5, 2004 from Linda Schurman, President – Allsorts Re:  Thank You for Support of Junior Achievement Program.

17. LETTER OF AUGUST 10, 2004 FROM ROGER LAWSON
RE:  CONDITION OF HIGHWAY TO FREDERICTON, SPECIFICALLY EAGLE ROCK AREA

Councillor Little moved to receive and file letter of August 10, 2004 from Roger Lawson Re:  Condition of Highway to Fredericton, Specifically Eagle Rock Area with a copy of the letter to be provided to the local MLA.

18. LETTER OF AUGUST 9, 2004 FROM SUSAN PILKINGTON, YOUTH GROUP LEADER,
ST. AUGUSTINE’S AND ST. MATTHEW’S PARISHES RE:  REQUEST FOR DONATION

Councillor McGowan moved to make a $200.00 donation to the Youth Group per letter of August 9, 2004 from Susan Pilkington, Youth Group Leader, St. Augustine’s and St. Matthew’s Parishes.

CAMPAIGN FOR ALZHEIMER SOCIETY RE:  RESIDENTIAL CAMPAIGN IN OCTOBER 2004

Deputy Mayor Murphy moved to receive and file letter of July 15, 2004 from Carolyn A. Turney, Coordinator Door to Door Campaign for Alzheimer Society Re:  Residential Campaign in October 2004.

It was noted the Alzheimer Society Residential Campaign will be held in October 2004 in our community

Councillor Day moved to approve Claim No. 8 Re:  Sewer System Extension and pay invoices in the amount of $490,809.54 for Project No. 63 37 05 432 02, Project Nos. 010-091, 010-102, 010-103, 010-104 & 010-109.

RE:  DOOR TO DOOR CAMPAIGN IN OCTOBER 2004

Deputy Mayor Murphy moved to receive and file facsimile of August 24, 2004 from Lisa LeBouthillier, Canadian Red Cross Re:  Door to Door Campaign in October.

Seconded by Councillor Evans.  Carried.

It was noted the Canadian Red Cross Door to Door Campaign will be held in October 2004 in our community.
 

22. LETTER OF AUGUST 20, 2004 FROM DAVID COGSWELL, P. ENG., DIRECTOR,
DEPARTMENT OF TRANSPORTATION RE:  PROGRAM FOR IMPROVEMENTS TO PROVINCIALLY DESIGNATED HIGHWAYS - REQUEST FOR UPDATED FIVE YEAR PLAN

Deputy Mayor Murphy moved to refer letter of August 20, 2004 from David Cogswell, P. Eng., Director, Department of Transportation Re:  Program for Improvements to Provincially Designated Highways – Request for Updated Five Year Plan to the Work’s Commissioner for a report to Council.

23. LETTER OF AUGUST 26, 2004 FROM BEVERLEY FRANKLIN, FUNDY TRAIL CANCER WALK
COMMITTEE RE:  5TH ANNUAL FUNDY TRAIL CANCER WALK

Deputy Mayor Murphy moved to receive and file letter of August 26, 2004 from Beverley Franklin, Fundy Trail Cancer Walk Committee Re:  5th Annual Fundy Trail Cancer Walk.
 

Seconded by Councillor McGowan.  Carried.

It was noted the 5th Annual Fundy Trail Cancer Walk will be held on September 25, 2004.
 

24. FIRE CHIEF’S REPORT OF SEPTEMBER 7, 2004
  RE:  REQUEST TO REFURBISH ENGINE 3

Councillor McGowan moved to approve an amount of $13,500.00 for the cost of repairs to refurbish Engine 3 per Fire Chief’s Report of September 7, 2004.

25. DEVELOPMENT OFFICER’S, RECREATION DIRECTOR’S AND WORKS COMMISSIONER’S 
REPORT   RE:  PROPOSED UNITY PARK SUSPENDED BRIDGE, PROJECT CHARTER

Deputy Mayor Murphy moved to approve appropriate signatures from the Town of Grand Bay-Westfield for Project Charter 03-CEU-Bridge Design, Grand Bay-Westfield, NB to proceed to design stage.

 Seconded by Councillor Evans.   Carried.
 

26. PLANNING ADVISORY COMMITTEE MEMORANDUM OF SEPTEMBER 9, 2004
RE:  TENTATIVE SUBDIVISION PLAN DANIEL & BARBARA SAUNDERS SUBDIVISION, NEREPIS ROAD/DEVELOPMENT OFFICER’S REPORT OF SEPTEMBER 8, 2004

Councillor Little moved that Council accept $1,263.16 (cash, money order or certified cheque) as Money in Lieu of Land for Public Purposes (LFPP), for the approval of one new residential building lot to be created on Nerepis Road as shown on Tentative Subdivision Plan, Daniel & Barbara Saunders Subdivision, as prepared by Hughes Surveys & Consultants Inc., dated July 21, 2004, subject to:

a) final Subdivision Plan recording any Utility easements required by the NB Power;

b) Payment of LFPP amount prior to the approval of the subdivision plan by the Development Officer.

27. LETTER OF AUGUST 30, 2004 FROM RANDY ROBINSON, MANAGER COMMUNITY 
EMERGENCY  PREPAREDNESS AND TRAINING, PROVINCE OF NEW BRUNSWICK

Councillor Day moved to receive and file letter of August 30, 2004 from Randy Robinson, Manager Community Emergency Preparedness and Training, Province of New Brunswick and forward a copy of the correspondence to the Town Emergency Measures Organization.

Seconded by Deputy Mayor Murphy.  Carried.
 

28. RECREATION DIRECTOR’S/FIRE CHIEF’S REPORT OF SEPTEMBER 9, 2004
RE:  CENTRUM HEATING UPGRADE

Councillor Day moved to proceed with Option #2 as presented by Enerplan per correspondence of August 31, 2004 for $35,308 for Centrum Heating Upgrade.

 Seconded by Deputy Mayor Murphy.  Carried.

It was noted the Town has received approval for $16,000 from the Environmental Trust Fund towards the project.
 

29. RECREATION DIRECTOR’S REPORT OF SEPTEMBER 9, 2004
RE:  LETTER OF JULY 12, 2004 FROM NEW BRUNSWICK HORTICULTURAL TRADES ASSOCIATION

Councillor McGowan moved to receive and file Recreation Director’s report of September 9, 2004 Re:  Letter of July 12, 2004 from New Brunswick Horticultural Trades Association.

Seconded by Councillor Day.  Carried.
 

29.a WORKS COMMISSIONER’S MEMORANDUM OF AUGUST 24, 2004 RE:  41 MAJESTIC DRIVE
Deputy Mayor Murphy moved the Town forward a letter to Mr. Biggins advising that the topographic survey shows that his home is above Sunset Crescent and any potential for flooding due to snow build up on his property can be prevented by Mr. Biggins ensuring that a clear drainage path away from his home is maintained by the owner through the winter season.

Seconded by Councillor Evans.  Carried.

Mayor Losier made a presentation to Brenda Murphy, Board Member – Greater Saint John Foundation Re:  Donation to the Town for Osprey Nesting Project (Jane Barry was unavailable).
