The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, September 13, 2010, with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Councillor Calvin, Councillor Day, Councillor McGowan and Councillor Murphy were in attendance; Deputy Mayor Archer was absent.

    Councillor Day moved to pay Deputy Mayor Archer in her absence.

    Seconded by Councillor McGowan.  Carried.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Murphy moved to approve the agenda of September 13, 2010 as presented.

Seconded by Councillor Calvin.  Carried.

6.1 PRESENTATION OF RCMP STATISTICAL REPORTS FOR JULY AND AUGUST 2010 – CPL. ROB LANDRY & INSPECTOR JOHN WARR ATTENDING

Cpl. Landry provided information to Council regarding the RCMP Statistical Reports for July and August 2010.  Inspector Warr sent his regrets, he was unable to attend.

    Councillor McGowan moved to receive and file the RCMP Statistical Reports for July and August 2010.

PRESENTATIONS TO WINNERS OF COMMUTER CHALLENGE CONTEST – MAYOR GRACE LOSIER PRESENTER

    Mayor Losier presented gifts to Judy LeBlanc and Mike Wallace winners in the Commuter Challenge Contest (the other winners were unable to attend, Janice Crilley, Mary Kirkland and Ellen Gallant).

6.3 PRESENTATION ON ECOMOBILTY PROGRAM - CRAIG CAMPBELL, COORDINATOR SAINT JOHN ECOMOBILITY PROJECT PRESENTER

    Councillor McGowan moved to receive and file Presentation on ecoMOBILTY Program per Craig Campbell, Coordinator Saint John ecoMOBILITY Project.

    Councillor Day moved to authorize a survey of the northern portion of Inglewood Drive as necessary for widening in conjunction with the August 2010 Functional Plan for River Valley Drive and Woolastook Drive/Inglewood Drive by ADI Ltd.

WORKS COMMISSIONER’S REPORT OF SEPTEMBER 7, 2010 RE:  2010 GAS TAX PROJECT

    Councillor Day moved authorization be granted to Dillon Consulting Ltd. to install additional concrete curb and gutter and sidewalk from Park Avenue to Valleyview Drive and from Valleyview Drive to Beverley Hills Drive under the current 2010 Gas Tax Project.

    Seconded by Councillor Murphy.  Carried.

DEVELOPMENT OFFICER’S REPORT OF AUGUST 25, 2010 RE:  TERRY FOX RUN, SEPTEMBER 19, 2010

    Councillor Murphy moved to approve the proposed Terry Fox Run to be held on Sunday September 19, 2010 from the Running Track, River Valley Middle School under provisions set out in the Town’s Traffic By-law No. 80, section 6(1) subject to permission and conditions of the Team Leader of the RCMP and District Engineer of the New Brunswick Department of Transportation for the proposed route along River Valley Drive.

23. DRAFT BORROWING RESOLUTION FOR BANK OF NOVA SCOTIA FOR ADOPTION BY COUNCIL

    Councillor Murphy moved that the Mayor, Deputy Mayor, or Councillor plus Town Manager - Treasurer or Assistant Clerk -Treasurer is/are hereby authorized to borrow on behalf of Town of Grand Bay-Westfield (the “Corporation”) from THE BANK OF NOVA SCOTIA (the “bank”) from time to time by way of a Visa Card a sum or sums not exceeding at any one time five thousand dollars ($5,000.00) with authorization for appropriate signatures.

25. WORKS COMMISSIONER’S REPORT OF SEPTEMBER 3, 2010 RE:  DESIGNATED HIGHWAY 5 YEAR PLAN 2011-2015

    Councillor Day moved to adopt the Town Designated Highway 5 Year Plan 2011 - 2015 per Works Commissioner’s report of September 3, 2010 and forward Plan to the Department of Transportation with changes as follows:

2010 (a) Complete curb & gutter from Stevens Court to Garden Road is revised to $90,000

2015 delete section “a” with sections “b” and “c” to become “a” and “b”.
