March 13, 2006 Minutes

1. CALL TO ORDER - 7:30 P. M.
The Town of Grand Bay-Westfield Council met in a Regular Session on Monday March 13, 2006 with Deputy Mayor Murphy presiding.

2.  RECORD OF ATTENDANCE
All members of Council were in attendance with the exception of Mayor Losier.

Councillor McGowan moved to pay Mayor Losier in her absence.

Seconded by Councillor Evans.  Carried.
 

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Day moved to adopt the agenda as presented and add item No. 19.a - Draft Maternity and Parental Leave Policy.

Seconded by Councillor Evans.  Carried unanimously.

6.  PUBLIC PRESENTATIONS
6.1 PRESENTATION OF RCMP STATISTICAL REPORT FOR FEBRUARY 2006
- RCMP REPRESENTATIVE ATTENDING

Corporal Landry attended on behalf of the RCMP for inquiries on the Statistical Report for February 2006.

Councillor Day moved to receive and file the RCMP Statistical Report for February 2006.

Seconded by Councillor McGowan.  Carried.

Following a discussion on ATVs Corporal Landry indicated he would provide a notice on the subject of ATVs that would be suitable for a Town mailer.

It was noted that a Neighborhood Watch meeting will be held on March 21, 2006.

Corporal Landry advised Council Constable Gregoire is being transferred the end of April and Constable Janie Levesque would be taking her place.
 

6.2 PRESENTATION BY CANADA DAY HALF MARATHON COMMITTEE
- KEITH DOIRON ATTENDING/RECREATION DIRECTOR’S REPORT OF MARCH 8, 2006

Keith Doiron of 15 Rosemere Drive presented Council with an overview of the Canada Day Half Marathon.

Councillor Day moved to receive and file the presentation by Keith Doiron Canada Day Half Marathon Committee and further moved to approve the proposed “Grand Bay-Westfield Half Marathon Event” to be held by the Half Marathon Committee on Canada Day, Saturday, July 1, 2006 subject to:

  • permission of the Team Leader of the RCMP and the District Engineer of the New Brunswick Department of Transportation for the traffic control;
  • the Half Marathon Committee continue to co-ordinate with Canada Day Planning Committee and Kelly Goddard of the River Valley Community Center for timing of the event, final route plan including registration, water/refreshment stations, finish line, parking control, food and barbecue details, awards and reception details; clean up and garbage disposal;
  • the Recreation Director will be available to review details of the event and make any appropriate suggestions and the Works Department will be available to transport available tables, barricades, garbage cans and water on site for this event prior to Canada Day set up. A link to the Town’s web site will be available for final details.
 Seconded by Councillor Evans.  Carried.

Mr. Doiron noted that the Canada Day Half Marathon Committee is able to secure Insurance for the event.  Mr. Doiron also noted it would be appreciated if the Town could assist in promoting the event so as to have more members of the public line the route.  Mr. Doiron was advised the Town may be able to assist the Committee with a route map for placement on the Town’s web site.
 

7.  MINUTES OF REGULAR COUNCIL MEETING OF FEBRUARY 27, 2006
Councillor Day moved to adopt the minutes of the Regular Council Meeting of February 27, 2006 as presented.

Seconded by Councillor Little.  Carried.
 

7.1  MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF JANUARY 16, 2006
Councillor McGowan moved to receive and file minutes of the Planning Advisory Committee (PAC) Meeting of January 16, 2006.

 Seconded by Councillor Little.  Carried. 

Congratulations were offered to newly elected PAC Chair, Ralph Stevens and Vice-chair Ron Daigle.
 

8. BILLS FOR PAYMENT
Councillor Day moved to pay Bills for Payment enbloc for a total of $120,836.54 and Bills for Ratification for a total of $36,124.02; grand total of $156,960.56.

RE:  RIVER TRAILS NETWORK, BRUNDAGE POINT TRAILHEAD, ATLANTIC CANADA OPPORTUNITIES AGENCY (ACOA), INNOVATIVE COMMUNITIES FUND (ICF), PROJECT NO. 189417 - APPOINTMENT OF COMMUNITY REPRESENTATIVE ON CONSTRUCTION/STEERING COMMITTEE

 Councillor Day moved to appoint James Evans as Community Representative on the Construction/Steering Committee for the River Trails Network, Brundage Point Trailhead Site (ACOA Project No. 189417).

17. LETTER OF FEBRUARY 27, 2006 FROM HARBOUR VIEW HIGH SCHOOL
RE:  REQUEST FOR CONTRIBUTION

 Councillor Evans moved to receive and file letter of February 27, 2006 from Harbour View High School Re:  Request for Contribution and further moved that the Town forward a letter to the Principal of Harbour View High School asking that all requests from the school/students be forwarded through school administration preferably in the early fall for consideration in the upcoming budgets and for requests to be submitted prioritized for consideration.

18. LETTER OF MARCH 1, 2006 FROM THE NEW BRUNSWICK COMPETITIVE FESTIVAL OF MUSIC INC. 
RE:  REQUEST FOR ADVERTISING IN PROGRAM

 Councillor Day moved to support the NB Competitive Festival of Music in the amount of $50 for a half page advertisement per  letter of March 1, 2006 from the New Brunswick Competitive Festival of Music.

 Seconded by Councillor Evans.  Carried. 

 Councillor McGowan moved to refer the Town’s Donation Policy to staff for review of the current guidelines with the matter to return to Council.

 Seconded by Councillor Day.  Carried.
 

19.  LETTER FROM CONY BRIENZA, CO-CHAIR, SAINT JOHN WOMEN’S WELLNESS CONFERENCE
RE:  APRIL 7, 2006 CONFERENCE THEME - FEELING WELL, THINKING WELL - REQUEST FOR SPONSORSHIP

 Councillor McGowan moved to sponsor two participants (preferably from Grand Bay-Westfield) per letter from Cony Brienza, Co-chair, Saint John Women’s Wellness Conference on April 7, 2006  Conference Theme - Feeling Well, Thinking Well.

 Seconded by Councillor Day.  Carried.
 

19.a DRAFT MATERNITY AND PARENTAL LEAVE POLICY
Councillor Day moved the Draft Policy on Maternity and Parental Leave be adopted as presented (see attached).
