| SERVICE TO THE GRAND BAY-WESTFIELD VOLUNTEER FIRE DEPARTMENT
Fire Chief Dan McCoy congratulated Travis Graham and thanked him for his ten years of dedicated service to the Grand Bay-Westfield Volunteer Fire/Rescue Department. Mayor Losier, on behalf of Council and the Grand Bay-Westfield Volunteer
Fire/Rescue Department presented Travis Graham with a recognition certificate
and a gift and offered congratulations on his retirement and thanked him
for his ten years of dedicated service to the Grand Bay-Westfield Volunteer
Fire/Rescue Department.

| Cst. Looker presented the RCMP Statistical Report for the Month
of July, 2001.
Councillor Calvin moved to receive and file the RCMP Statistical Report for the month of July, 2001. Seconded by Councillor Silliphant. Carried.

| Deputy Mayor McGowan moved to adopt the minutes of the regular Council
meeting of July 23, 2001 as presented.
Seconded by Councillor Calvin. Carried.

Deputy Mayor McGowan moved to receive and file minutes of the Planning Advisory Committee meeting of July 16, 2001. Seconded by Councillor Day. Carried. Minister Sherwood joined the meeting at this point in time.

DIANE BORMKE – COMMUNITY LEADERSHIP SHELLEY DICKENS – VOLUNTEERISM Minister Sherwood and Mayor Losier presented the following New Brunswick Day Merit Awards and congratulated each recipient: Bertis Sutton – Arts
UNITY PARK Minister Sherwood announced, on behalf of Premier Lord and the Province
of New Brunswick, funding will be provided in the amount of $30,000 for
the Unity Park Project.

a total of $37,504.02, and approve the Bills for Ratification for a total
of $37,422.03, Grand Total $74,926.05.

Councillor Calvin moved to transfer $23,058.33 from the Town of Grand Bay-Westfield General Capital Reserve Fund to cover expenditures Re: Purchase of 2001 Dodge Ram truck for the Works Department fleet. Seconded by Deputy Mayor McGowan. Carried.

| AUGUST 3, 2001 RE: REPLACEMENT OF CONCRETE STAIRS AT COMMUNITY
CENTRUM, 609 RIVER VALLEY DRIVE
Councillor Calvin moved to proceed with the replacement of the concrete stairs at the back entrance to the Community Centrum and award the contract to Stanley’s Septic System for the amount of $9,100 plus HST. Seconded by Deputy Mayor McGowan. Carried.

| RE: REQUEST TO RE-ESTABLISH BONDING REQUIREMENTS FOR PANORAMIC
ESTATES, PHASE 1, DEVELOPER’S AGREEMENT/RELEVANT DATA/WORKS COMMISSIONER’S
REPORT OF AUGUST 8, 2001
Deputy Mayor McGowan moved to waive the $100.00 application fee for Subdivision Approval required to renew the Tentative Subdivision Plan, Panoramic Estates, Phase I as prepared by ADI Group Ltd., dated July 28, 1999 and have the Development Officer grant Tentative Approval for the Plan and moved to accept the proposed value of $44,000.00 for bonding as per Town policy (cash, bond or irrevocable letter of credit/guarantee) for the signing of the Subdivision Developer’s Agreement to be held to the satisfaction of the Town Solicitor and to have Final Approval granted by the Development Officer for the Final Subdivision Plan, Panoramic Estates Subdivision, Phase I, Town of Grand Bay-Westfield, Kings County, N.B. as prepared by Keirstead, Quigley and Roberts Ltd. and dated June 11, 2001. Seconded by Councillor Silliphant. Carried.

| RE: COST ESTIMATE OF CURB AND GUTTER – 220 WOOLASTOOK DRIVE
Councillor Day moved that the project to install curb and gutter both sides, concrete sidewalk one side, stormsewer installation and resurfacing on Woolastook Drive between Park Avenue and the northern end of 220 Woolastook Drive be placed on the 2002 General Capital budget list for consideration. Seconded by Councillor Silliphant. Carried.

Deputy Mayor McGowan moved to engage Godfrey Associates to perform invitational tenders for the following 2001 Sewerage Capital Projects: 1. repairs to Trickling Filter Plant, McLean Road - $10,000

Councillor Day moved to approve the revised Youth Community Assistance Program Application for 2001 for the development of Unity Park as presented. Seconded by Councillor Little. Carried.

| 27. | FIRE CHIEF’S REPORT OF JULY 17, 2001 |
| RE: PURCHASE OF CAB AND CHASSIS FOR NEW TANKER – BROUGHT FORWARD
FROM JULY 23, 2001 AGENDA/RELEVANT DATA
Councillor Day moved the Fire Chief be authorized to purchase a 1991 International cab and chassis, previously used as an oil delivery truck by Irving Oil, from Irving Oil Limited for the sum of fourteen thousand dollars ($14,000.00). The vehicle is to come complete with aluminum tank to be modified as required by the Volunteer Fire Department. Seconded by Deputy Mayor McGowan. Carried. Councillor Calvin cast a dissenting vote.
