| The Town of Grand Bay-Westfield Council met in a regular session
on May 13, 2002 at 7:35 p.m. with Mayor Losier presiding.

| Mayor Losier noted that Cpl. Grant was unable to attend the meeting.
It was noted that there were 107 traffic warnings issued by the RCMP for the month of May. Councillor Silliphant moved to receive and file the RCMP Statistical Report for April 2002. Seconded by Deputy Mayor McGowan. Carried.

YEAR 2002 BUDGET
Deputy Mayor McGowan moved to bring forward to a future agenda the River Valley Community Center Foundation Financial Statements for Year Ended December 31, 2001/River Valley Community Center Foundation Year 2002 Budget. Seconded by Councillor Day. Carried.

| 6.3 | PRESENTATION RE: LAWN CARE PESTICIDES, MANAGING PESTICIDES, AND | ||
| PESTICIDE REGISTRATION - KATHY STAPLETON, STEWARDSHIP BRANCH, DEPARTMENT
OF ENVIRONMENT AND LOCAL GOVERNMENT ATTENDING
Kathy Stapleton, Stewardship Branch, Department of the Environment and Local Government gave a presentation regarding lawn care pesticides, managing pesticides, and pesticide registration. Ms. Stapleton noted that the Department of Environment and Local Government is actively involved in a number of initiatives that should address the public’s concern over the use of pesticides. Ms. Stapleton also noted that only pesticides that have been approved for use by the Pest Management Regulatory Agency of Health Canada are permitted for use in New Brunswick, and pesticide use is further controlled under the authority of the Pesticides Control Act and Regulations. Councillor Silliphant moved to receive and file information data received from Kathy Stapleton of the Department of Environment and Local Government Re: Lawn Care Pesticides, Managing Pesticides, and Pesticide Registration. Seconded by Councillor Day. Carried.

| DAVID PETERSON OF CLEAN EARTH LTD . ATTENDING
David Peterson, General Manager of Clean Earth Ltd. (a Sludge De-watering Company) gave a presentation noting that the commitment of Clean Earth Ltd. is to enhance septage management in the Maritime Provinces. Mr. Peterson also noted current trends in the management of wastewater collection and treatment in low-density urban areas. Councillor Day moved to receive and file correspondence Re: Septage Management from Clean Earth Ltd. Seconded by Deputy Mayor McGowan. Carried.

| MARY KIRKLAND ATTENDING
Mary Kirkland of 359 Woolastook Drive showed a video of the water problems surrounding her property and indicated it was the Town’s responsibility to address these water problems. Deputy Mayor McGowan moved to refer video presentation from Mary Kirkland Re: Water Problems to staff for a response. Seconded by Councillor Silliphant. Carried.

| Councillor Silliphant moved to receive and file the minutes of the
Planning Advisory Committee meeting of April 15, 2002.

| RE: 2002 COMMUNITY IMPROVEMENT PROGRAM APPLICATION
Councillor Day moved to ratify Telephone Poll of April 22, 2002 Re: 2002 Community Improvement Program Application in that authorization be granted for approval of a 2002 Community Improvement Program application per draft prepared by Godfrey Associates Ltd. for $16,000.00 for 50% provincial and 50% municipal funding. Seconded by Deputy Mayor McGowan. Carried.

| 7.3 | TELEPHONE POLL OF MAY 1, 2002 RE: BALL FIELD SERVICES FOR 2002 | ||
| Councillor Day moved to ratify Telephone Poll of May 1, 2002 Re:
Ball Field Services for 2002 in that authorization to engage Lee’s Lawn
and Landscaping to perform the Ball Field Mowing services at a cost of
$2,470.00 + HST $370.50 = $2,840.50 for all three fields as per mowing
specifications (copy attached) for the period of May 2002 to October 2002;
and authorization be granted to engage Brown’s Property Management at a cost of $19/hour to perform Ball Field Dragging and Lining services as per specifications (copy attached) at an estimated cost of 14 hours/week x $19/hour= $266/week x 26 weeks (May 2002 to October 2002) = $6,916.00; and further authorization is granted to have the Recreation Department purchase the lining material and equipment at an estimated cost of $3,000 for use and storage by contractors. Equipment and any remaining material to be returned to the Recreation Department at the end of each season. Seconded by Councillor Silliphant. Carried.
