The Town of Grand Bay-Westfield Council met in a regular session on Tuesday, November 13, 2001 at 7:35 p.m. with Mayor Losier presiding.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Deputy Mayor McGowan moved to adopt the agenda of November 13, 2001 as presented.

Seconded by Councillor Day.  Carried.
 

4. DISCLOSURE OF CONFLICT OF INTEREST
Councillor Silliphant declared a conflict of interest with the following items from the regular agenda:

PUBLIC PRESENTATIONS
 
6.1 PRESENTATIONS TO GRAND BAY-WESTFIELD VOLUNTEER FIREFIGHTERS
RE: COMPLETION OF FIRST RESPONDERS COURSE AND PROBATIONARY PERIOD

Mayor Losier and Fire Chief McCoy presented certificates and offered congratulations to the following members of the Grand Bay-Westfield Volunteer Fire/Rescue Department for completion of their Probationary Period and the First Responders Course: 

Alfred Downie – First Responder Course

Mike Green – Fire Services Achievement Award, advancement to Class 3 Firefighter and completion of the New Membership Training Program that the Department holds which is a 30-hour course and also successfully completing his Probationary Period

Jim Rushton – Fire Services Achievement Award - also advancement to Class 3 Firefighter

Randy Savage – advancement to Class 3 Firefighter and also completion of the New Membership Training Program and the First Responders Course; Mr. Savage was not present for the presentation, but will be given his certificate at a later date.
 

6.2 CHEQUE PRESENTATION RE:  UNITY PARK – GREATER SAINT JOHN COMMUNITY
FOUNDATION - BRENDA MURPHY ATTENDING

Mayor Losier introduced Brenda Murphy of the Greater Saint John Community Foundation and noted that an application was made to the Foundation by the Grand Bay-Westfield Beautification Committee which was successful in obtaining a grant for Unity Park for $5,000.

Mayor Losier also noted that there would be a brass plaque placed on one of the trees to be planted at Unity Park which would acknowledge the support of the Foundation.  It was noted a donation of $50,000 had been made to the Foundation by Lawrence Earle, a resident of Grand Bay-Westfield in memory of his wife Jane Armstrong Earle and a brass plaque will also be placed at Unity Park in recognition of his donation.
 

6.3 RCMP STATISTICAL REPORT FOR OCTOBER 2001
- CORPORAL KEITH OLIVER ATTENDING

Cpl. Keith Oliver presented the RCMP Statistical Report for October 2001.

Deputy Mayor McGowan moved to receive and file the RCMP Statistical Report for October 2001.

Seconded by Councillor Day.  Carried.

Mayor Losier noted that Cpl. Keith Oliver has been named the Province of New Brunswick’s new Accident Reconstructionist and will be leaving the Grand Bay-Westfield Detachment.  Cpl. Oliver informed Council that his replacement would be Cpl. Greg Grant who is presently an instructor at the Training Academy in Regina.
 

6.4 UPDATE RE:  TRADE & CONVENTION CENTRE - ED BETTS,
TOWN’S REPRESENTATIVE ON THE TRADE & CONVENTION CENTRE BOARD ATTENDING 

Ed Betts gave a presentation regarding the Trade & Convention Centre and outlined 3 items: Terms of Reference of the Trade and Convention Centre Oversight Committee, Summary of Key Provisions in the Management Agreement between Hilton Canada Inc. and the City of Saint John, and the Summary of Operating Results to July 31, 2001.   Mr. Betts also noted that the Trade & Convention Centre projects a deficit for the year 2001 in the amount of $316,431. 

Councillor Silliphant moved to receive and file correspondence from Ed Betts, Town’s Representative on the Trade & Convention Centre Board.

6.5 REQUEST FOR FUNDING RE: RCMP D.A.R.E PROGRAM
CONSTABLE NORM ADAMS ATTENDING 

Cst. Adams made a presentation regarding the D.A.R.E. Program (Drug Abuse Resistance Education) and noted that the DARE Program was implemented as of September 2000 and reaches approximately 800 Grade 5 students throughout the District.  Cst. Adams noted that any financial assistance the community of Grand Bay-Westfield could provide towards the DARE Program would be greatly appreciated.

Mayor Losier suggested that Cst. Adams make application to the Police Assistance Fund to see if funding might be available for this Program.

Councillor Calvin moved to refer funding Re: the RCMP D.A.R.E Program to the 2002 Operating Budget discussions for consideration of an amount of $1,320.00.

Seconded by Councillor Little.  Carried.

Councillor Silliphant departed the meeting due to a stated conflict of interest.
 

6.6 LETTER OF NOVEMBER 5, 2001 FROM MICHAEL MCLEOD
RE:  CONCERNS ABOUT PROPOSAL FOR INSTALLATION OF COMMUNICATIONS TOWER  -  HIGHLAND ROAD

Michael McLeod of 5 Woolastook Drive noted his concerns as a landowner and concerned citizen regarding the proposal for the installation of a Communications Tower off Highland Road.

Councillor Day moved to receive and file correspondence from Michael McLeod Re:  Concerns about Proposal for Installation of a Communications Tower – Highland Road.

Seconded by Councillor Calvin.  Carried.
 

6.7 LETTER OF NOVEMBER 7, 2001 FROM ALIANT TELECOM
RE: APPLICATION FOR INSTALLATION OF A COMMUNICATIONS TOWER OFF HIGHLAND ROAD

Brian Daley, Aliant Telecom Project Manager made a presentation to Council regarding the proposed installation of a Communications Tower off Highland Road and noted that it would provide improved coverage for the highway and corridors, RCMP and Fire, but not to the residents of Grand Bay-Westfield.

Councillor Calvin moved that the request to install a Communications Tower off Highland Road be denied, as the Tower will not provide better service to the residents of the Town of Grand Bay-Westfield.

Seconded by Deputy Mayor McGowan.  Carried.

Councillor Silliphant rejoined the meeting.
 

7. MINUTES OF REGULAR COUNCIL MEETING OF OCTOBER 22, 2001
Councillor Calvin moved to adopt the minutes of the regular Council meeting of October 22, 2001 as presented.

Seconded by Councillor Day.  Carried.
 

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF OCTOBER 15, 2001
Deputy Mayor McGowan moved to receive and file the Planning Advisory Committee meeting minutes of October 15, 2001.

Seconded by Councillor Day.  Carried.
 

7.2 MINUTES OF PLANNING ADVISORY COMMITTEE SPECIAL MEETING OF OCTOBER 18, 2001
Councillor Day moved to receive and file the minutes of the Planning Advisory Committee Special Meeting of October 18, 2001.

Seconded by Councillor Silliphant.  Carried.
 

7.3 TELEPHONE POLL OF OCTOBER 26, 2001 RE:  GREEN HOUSE GASSES
  Councillor Calvin moved to ratify the Telephone Poll of October 26, 2001 Re:  Green House Gasses in that authorization be granted to forward a letter to the Saint John Environment Committee supporting their proposal to Transport Canada for funding regarding the reduction of Green House Gasses in the Greater Saint John Area by means of a Park and Ride Program and the extension of Bus Service in the region, subject to no cost to the Town of Grand Bay-Westfield.

Seconded by Deputy Mayor McGowan.  Carried.
 

7.4 TELEPHONE POLL OF OCTOBER 29, 2001 
RE:  INTERPRETIVE BROCHURE FOR HERITAGE TRAIL

Councillor Calvin moved to ratify the telephone poll of October 29, 2001 Re:  Interpretive Brochure for Heritage Trail in that authorization be granted to proceed with the Interpretive Brochure for the Heritage Trail and to engage Williams Public Relations to create 1000 copies of a bilingual brochure 8 ½” x 14” with additional photos for $1,165.00 plus HST.

Seconded by Councillor Day.  Carried.
 

7.5 TELEPHONE POLL OF NOVEMBER 2, 2001 RE:  CONSULTING SERVICES - ARC GEOBAC
Councillor Calvin moved to ratify the telephone poll of November 2, 2001 Re:  Consulting Services – ARC Geobac in that authorization be granted to engage Vic Nowicki of ARC Geobac as per recommendation of Town Works Commissioner dated October 31, 2001.

Seconded by Deputy Mayor McGowan.  Carried.
 

8. BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment enbloc for a total of $29,279.71 and approve the Bills for Ratification for a total of $19,464.30, Grand Total $48,744.01.

Seconded by Councillor Silliphant.  Carried.

RE:  ANNIVERSARY CELEBRATION

Councillor Silliphant moved to receive and file Letter of October 24, 2001 from the Greater Saint John Community Foundation Re:  Anniversary Celebration.

17. LETTERS OF SEPTEMBER 24 AND SEPTEMBER 26, 2001 FROM FEDERATION OF CANADIAN
MUNICIPALITIES RE:  AIRPORT EMERGENCY INTERVENTION SERVICES (CAR-308) AND RESOLUTION FRMG01.3.02-AUTHORITIES, BOARD AND COMMISSIONS

Councillor Day moved to receive and file letter of September 24, 2001 from the Federation of Canadian Municipalities Re:  Airport Emergency Intervention Services (CAR-308), and further moved the Town Manager forward a letter to Premier Lord Re:  Letter of September 26, 2001 from the Federation of Canadian Municipalities Re:  Resolution FRMG01.3.02 – Authorities, Boards, and Commissions to encourage the provincial government to take action to ensure local governments are given a more responsible and effective role in the establishment or extension of authorities, boards or commissions.

18. LETTER OF OCTOBER 17, 2001 FROM THE KIDNEY FOUNDATION OF CANADA
RE:  MARCH DRIVE CAMPAIGN

Councillor Day moved to receive and file letter of October 17, 2001 from the Kidney Foundation of Canada Re:  March Drive Campaign.

Seconded by Councillor Calvin.  Carried.

It was noted that the fund raising drive for the Kidney Foundation is scheduled for March 2002.
 

19. LETTER RECEIVED OCTOBER 18, 2001 FROM MILT SHERWOOD, MLA 
RE:  TRAFFIC AND SIGNAGE ON WOOLASTOOK DRIVE / DEVELOPMENT OFFICER’S REPORT OF NOVEMBER 7, 2001

Councillor Day moved to respond to the letter received on October 18, 2001 from Milt Sherwood, MLA regarding Traffic and Signage on Woolastook Drive with a letter outlining the measures set in place to address the current concerns and the procedures for consideration of a new Traffic By-law for the Town of Grand Bay-Westfield.

Seconded by Deputy Mayor McGowan.  Carried.
 

20. LETTER OF OCTOBER 25, 2001 FROM THE NATURE OF TRUST OF NEW BRUNSWICK, INC.
RE:  PROTECTED LAND

Councillor Calvin moved to refer letter of October 25, 2001 from the Nature of Trust of New Brunswick, Inc. Re:  Protected Land to staff to determine if there is any benefit to be realized for Grand Bay-Westfield by joining the Nature Trust of New Brunswick.

Seconded by Deputy Mayor McGowan.  Carried.
 

21. DRAFT CORRESPONDENCE TO THE HON. PERCY MOCKLER,
MINISTER OF TRANSPORTATION RE:  REQUEST FOR SIGNAGE CHANGES

Deputy Mayor McGowan moved to forward the draft correspondence from Mayor Losier Re:  Request for Signage Changes to Hon. Percy Mockler, Minister of Transportation.

 Seconded by Councillor Day.  Carried.

(It was noted that the last paragraph of the letter to Hon. Percy Mockler would have the word “prompt” added to the last sentence.)
 

22. TOWN MANAGER’S REPORT OF NOVEMBER 7, 2001 RE:  LETTER OF OCTOBER 15, 2001
FROM GODFREY ASSOCIATES LIMITED RE:  ESTIMATE FOR RECOMMENDED ROADWAY REMEDIATION WORK/FAX RECEIVED OCTOBER 18, 2001 FROM SOLICITOR PAUL BLANCHET OF BARRY SPALDING RICHARD RE:  TOWN OF GRAND BAY-WESTFIELD FILE NO. 8489-90 WITH ATTACHED REPORT OF OCTOBER 18, 2001 FROM ARC GEOBAC

Councillor Day moved to proceed per October 2, 2001 ARC Geobac recommendations with the exception of item 4.4 (page 8) subject to Town insurance coverage and subject to execution of agreements as recommended by Solicitor Blanchet and to proceed with roadway remedial action per October 15, 2001 Godfrey Associates correspondence at a cost of $35,050 to exclude the asphalt berm along the east side of Woolastook Drive and to include the concrete curb option for Woolastook Drive and proceed with additional roadway work on a portion of Woolastook Drive for an approximate cost of $7,500 as well as additional roadway remedial work on a portion of Highland Road for the approximate cost of $6,000.00 with the work to be added to the 2001 Capital Street Improvements Project as previously awarded to Galbraith Construction Ltd.

23. FIRE CHIEF‘S REPORT OF NOVEMBER 2, 2001 RE:  ENGINE NO. 1 REFURBISHMENT
Deputy Mayor McGowan moved to accept the quote from Allain Equipment to paint and repair Engine No. 1 at the quoted price of Sixty Eight Hundred Dollars ($6,800.00).

Seconded by Councillor Day.  Carried.
 

24. REPORT FROM WORKS COMMISSIONER DATED NOVEMBER 6, 2001
RE:  MUNICIPAL KILOMETERAGE MAINTENANCE RESPONSIBILITY 2002

Deputy Mayor McGowan moved to table the report from the Works Commissioner dated November 6, 2001 Re:  Municipal Kilometerage Maintenance responsibility 2002 to the November 26, 2001 Council Meeting.

Seconded by Councillor Day.  Carried.
 

25. FIRE CHIEF’S REPORT OF NOVEMBER 2, 2001 RE: MODIFICATIONS TO 1991 INTERNATIONAL 
FIRE TANKER

Councillor Day move to accept the quote from Allain Equipment on the Town’s Request for Quotation for Modifications of 1991 International 4900 series Fire Tanker, Quotations #0040-TM for the sum of $48,189.13.

Seconded by Deputy Mayor McGowan.  Carried.
 

26. TOWN MANAGER’S REPORT OF NOVEMBER 7, 2001 RE: SECOND COUNCIL SESSION FOR
DECEMBER 2001

Councillor Day moved to cancel the second regular Council meeting of December 24, 2001 with a Special Council Meeting(s) to be called as required.
