1. Call to Order - 7:30 p. m.
The Town of Grand Bay-Westfield Council met in a Regular Session On Monday, August 14, 2006 with 
Mayor Losier presiding.

2.  Record of Attendance
Deputy Mayor Murphy, Councillor Little, Councillor McGowan, Councillor Day and Councillor Evans were in attendance.
 
3.  Approval of the Order of Business and Approval of Additions and Deletions
Councillor Day moved to approve the agenda of August 14, 2006 as presented. 
Seconded by Councillor McGowan.  Carried.

6.1 RCMP Statistical Report for July 2006 - RCMP Representative Attending 
Cst. Joy McKinnon was in attendance to respond to inquiries from Council regarding the RCMP Statistical Report for July 2006.  Cst. McKinnon noted that Cpl. Landry is initiating several projects regarding Crosswalk Safety. 

Councillor McGowan moved to receive and file the RCMP Statistical Report of July 2006. 

Seconded by Councillor Day.  Carried. 

Cst. McKinnon will advise Cpl. Landry regarding speeding concerns and crosswalk safety in the area of the Arena.
 

6.2 Presentations to Grand Bay-Westfield Volunteer Fire/Rescue Department Members 
Mayor Grace Losier, Fire Chief Dan McCoy, and Training Officer Brad Calhoun presented certificates to the following Department Members: 

Doug Matchett:  Completion of New Member Training Program and  6 Month Probation Period

Adam Read:   Completion of New Member Training Program and 6 Month Probation Period

Mike Wiley:   Completion of New Member Training Program and 6 Month Probation Period 
 

6.3  Presentations Re:  NB Merit Awards - MLA Milt Sherwood and Mayor Grace Losier Presenters 
Mayor Grace Losier and MLA Milt Sherwood presented the following NB Merit Awards:

Charlotte Thorne accepted the award on behalf of the Neighbourhood Theatre Company.

Laurie Earle accepted the award on behalf of the Grand Bay Blue Canoe.

Mayor Losier called the meeting to order at 8:31 p.m. 
 
7.  Minutes of Regular Council Meeting of July 10, 2006
Deputy Mayor Murphy moved to adopt the minutes of the Regular Council Meeting of July 10, 2006 as presented. 

Seconded by Councillor McGowan.  Carried. 
 

7.1 Planning Advisory Committee Minutes of June 19, 2006 
Councillor McGowan moved to receive and file minutes of the Planning Advisory Committee Meeting of June 19, 2006. 

Seconded by Councillor Day.  Carried.
 

7.2 Fundy Region Solid Waste Commission Minutes of April 20, 2006 and May 11, 2006 
Councillor Evans moved to receive and file minutes of Fundy Region Solid Waste Commission Meetings of April 20, 2006 and May 11, 2006. 

Seconded by Councillor McGowan.  Carried. 
 

7.3  Town of Grand Bay-Westfield Tender Opening Notes of June 30, 2006   Re:  Sale of Tower Sections 
Deputy Mayor Murphy moved to receive and file Town of Grand Bay-Westfield Tender Notes of June 30, 2006 Re:  Sale of Tower Sections. 

Seconded by Councillor Day.  Carried. 

It was noted no bids were received and the Tower Sections would now be sold to any party submitting an offer.
 

8.  Bills for Payment
Councillor Day moved to pay Bills for Payment enbloc for a total of $14,054.55 and Bills for Ratification for a total of $100,947.79; grand total of $115,002.34.

Councillor Day moved to receive and file General Revenue Fund Financial Report as at June 30, 2006.

 It was noted that expenses were on budget with a possible surplus at year end barring any unforeseen expenses.

Re:  Project No. 010-118, Street Upgrading 2006, Route 177, Mullen Lane to Hillandale Drive 
Councillor Day moved to approve payment of relevant invoices for Progress Invoice No. 2 per correspondence of July 10, 2006 from Stephanie B. Patterson, P. Eng., Godfrey Associates Ltd. Re:  Project No. 010-118, Street Upgrading 2006, Route 177, Mullen Lane to Hillandale Drive upon receipt of funding.

Deputy Mayor Murphy moved to approve appropriate signatures on Claim No. 3 per letter of July 11, 2006 from Stephanie B. Patterson, P. Eng., Godfrey Associates Ltd. Re:  Waterfront Development, Brundage Point Trailhead, Grand Bay-Westfield, Project No. 010-116 and to authorize appropriate payments.

      Councillor Day moved to receive and file letter of July 10, 2006 from Matt Wallace Re:  Termination of Digby Ferry Service/letter of July 12, 2006 from Jamie Hutchison, Chairperson, Committee for “Save the Ferry” Re:  Request for Support and Public Rally on August 19, 2006 at Loyalist Plaza and to forward a letter of reply to Matt Wallace and also letters in support of maintaining the Digby Ferry Service to local MLAs and MPs.

19. Letter of July 27, 2006 from Fire Chief McCoy 
Re:  Crane Mountain Enhancement Inc. Funding Application 

      Councillor Day moved to receive and file letter of July 27, 2006 from Fire Chief McCoy Re:  Crane Mountain Enhancement Inc. Funding Application. 

      Seconded by Councillor McGowan.  Carried. 

      It was noted the approved funding was for fencing for live burn training and that along with a Regional Development Corporation grant the project will be at no cost to the Town.  It was also noted the project would benefit Grand Bay-Westfield as well as surrounding areas. 
 

20. Town Manager’s Report of July 26, 2006
Re:  Demand Loan - Ministerial Approval No. 06-63 - Trailhead Project 

      Councillor Evans moved to grant authorization for a Demand Loan at the Bank of Nova Scotia, Grand Bay-Westfield Branch regarding Ministerial Approval No. 06-63 concerning 2005 General Capital Borrowing with this Loan Re:  River Centre Project not to exceed $250,000 for a term of one year. 

      Seconded by Deputy Mayor Murphy.  Carried.
 

21. Letter of July 20, 2006 from Harriet Hutchinson, Chairperson, 2006 Canada Day Celebrations and Member of
the River Valley Lions Club Re:  Thank You for Help in Organizing Canada Day Activities 

      Deputy Mayor Murphy moved to receive and file letter of July 20, 2006 from Harriet Hutchinson, Chairperson, 2006 Canada Day Celebrations and Member of the River Valley Lions Club Re:  Thank You for Help in Organizing Canada Day Activities. 

      Seconded by Councillor McGowan.  Carried. 
 

22.  Letter of July 12, 2006 from David Cogswell, P. Eng., Director, DESIGN BRANCH Department of Transportation
Re:  Submission of Five Year Priorities - Designated Highway Program 

      Deputy Mayor Murphy moved to forward letter of July 12, 2006 from David Cogswell, P. Eng., Director, Design Branch Department of Transportation Re:  Submission of Five Year Priorities - Designated Highway Program to the Works Commissioner to submit the Town’s Five Year Priorities for Council’s consideration. 

      Seconded by Councillor McGowan.  Carried.
 

23. Letter of July 14, 2006 from Gaetan Thomas, Vice President, NB Power Nuclear Corporation 
Re:  Thank You for Involvement Regarding Renewal of Point Lepreau Generating Station’s Nuclear Power Reactor Operating License 

      Councillor Day moved to receive and file letter of July 14, 2006 from Gaetan Thomas, Vice President, NB Power Nuclear Corporation Re:  Thank You for Involvement Regarding Renewal of Point Lepreau Generating Station’s Nuclear Power Reactor Operating License. 

      Seconded by Councillor Evans.  Carried. 
 

24. Development Officer’s Report of August 2, 2006 
Re: River Trails Network, Henderson Brook Fish Habitat Restoration Project 

      Councillor Day moved to proceed with the award of professional services and completion of Henderson Brook Fish Restoration Project to DJ Hood & Associates Ltd. for the amount up to $9,500 plus HST meeting all requirements set out by the Department of Oceans & Fisheries for this project. 

      Seconded by Councillor McGowan.  Carried. 

      It was noted the Town has received an Environmental Trust Fund grant towards the completion of the Henderson Brook Project.
 

25. Memorandum of July 28, 2006 from Development Officer 
 Re: Saint John Portal Project, Community Information Portal - Services Component 

      Deputy Mayor Murphy moved to refer the memorandum of July 28, 2006 from Development Officer Re: Saint John Portal Project, Community Information Portal - Services Component to the Regional Mayors Caucus and to Town staff for communication with staff at Enterprise Saint John (ESJ) regarding the long term cost of the Portal Project. 

      Seconded by Councillor McGowan.  Carried.
