1. CALL TO ORDER - 7:30 P. M.
The Town of Grand Bay-Westfield Council met in a regular session on Monday, November 14, 2005 with Mayor Losier presiding.

2.  RECORD OF ATTENDANCE
All members of Council were in attendance with the exception of Councillor Evans.

Councillor McGowan moved to pay Councillor Evans in his absence.

Seconded by Councillor Day.  Carried.
 

3.  APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Day moved to adopt the agenda of November 14, 2005 as presented.

Seconded by Councillor Little.  Carried.

Deputy Mayor Murphy moved to add item no. 3.a “Good News Announcement” to the agenda.

Seconded by Councillor McGowan.  Carried.
 

3.a  GOOD NEWS ANNOUNCEMENT
Mayor and Council offered Councillor Day best wishes on her upcoming birthday on November 19, 2005.

Special recognition was given to the Volunteer Fire Department for its extremely successful “Haunted House” and its excellent “Open House” for the public in the month of October.

6.1 PRESENTATION OF RCMP STATISTICAL REPORT FOR OCTOBER 2005
- RCMP REPRESENTATIVE ATTENDING

 Corporal Landry provided Council with an overview of the RCMP Statistical Report for October 2005.

 Deputy Mayor Murphy moved to receive and file the RCMP Statistical Report for October 2005.

 Seconded by  Councillor McGowan.  Carried.

 It was noted Town Staff would inquire with Mr. Good of ADI Limited regarding the swift manner in which the lights at the new crosswalk at River Valley Middle School flash yellow, once the button is activated.
 

6.2  PRESENTATION BY RIVER VALLEY MIDDLE SCHOOL
RE:  NEWLY INSTALLED PEDESTRIAN CROSSWALK - ERIC ESTABROOKS, PRINCIPAL, KAREN WALSH, VICE PRINCIPAL AND STUDENTS ATTENDING

Eric Estabrooks, Principal, Karen Walsh, Vice Principal, and students Gillian Breen, Isiah Nice, and Kelsey Hamilton from River Valley Middle School presented the Mayor and Council with Cards of Thanks, Golden Rulers, and a Photograph of the new Crosswalk located on River Valley Drive.  The gifts recognized the Town’s contribution to school-crossing safety.
 

7. MINUTES OF REGULAR COUNCIL MEETING OF OCTOBER 24, 2005
Deputy Mayor Murphy moved to adopt the minutes of the Regular Council Meeting of Monday, October 24, 2005 as presented.

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF OCTOBER 17, 2005
Councillor Little moved to receive and file the minutes of the Planning Advisory Committee Meeting of October 17, 2005.

 Seconded by Councillor Day.  Carried.
 

7.2 MINUTES OF BEAUTIFICATION COMMITTEE MEETING OF OCTOBER 18, 2005
Councillor Day moved to receive and file minutes of the Beautification Committee Meeting of October 18, 2005.

 Seconded by Deputy Mayor Murphy.  Carried.
 

8.  BILLS FOR PAYMENT
Councillor Day move to pay the Bills for Payment enbloc for a total of $29,515.78 and Bills for Ratification for a total of $35,054.95, grand total of $64,570.73.

 Seconded by Councillor McGowan.  Carried.

Deputy Mayor Murphy moved to receive and file the General Revenue Fund Operating Budget Financial Report as at September 30, 2005.

 Seconded by Councillor McGowan.  Carried.
 

The Town Manager gave an overview of the General Revenue Fund Operating Budget Financial Report as at September 30, 2005 and commented on the Sewerage Revenue Operating Budget expenditures to date.

 It was noted all five communities were in favour of the proposed Commuter Express & Uptown Shuttle Service for the Greater Saint John Region.

 Deputy Mayor Murphy moved to pay Certificate No. 1 to Sussex Excavators Ltd. in the amount of $15,380.31 per letter of October 24, 2005 from Jonathan Sabean, P. Eng., Godfrey Associates Ltd. Re:  Pedestrian Signal, River Valley Drive, Project No. 010-11, Certificate No. 1 - Completion Certificate.

18. LETTER RECEIVED NOVEMBER 1, 2005 FROM CANADIAN UNION OF POSTAL WORKERS
RE:  CANADA POST CLOSING POST OFFICES AND PLANTS

Councillor Day moved to refer letter received November 1, 2005 from Canadian Union of Postal Workers Re:  Canada Post Closing Post Offices and Plants to Town Staff.

Councillor Day moved to refer memorandum of October 31, 2005 from Mayor Karen Titus, President, Union of the Municipalities of New Brunswick (UMNB) Re:  Membership Dues to the 2006 Budget process.

RE:  HERITAGE HUNTING AND FISHING PROTECTION ACT

 Councillor McGowan moved to receive and file letter of October 25, 2005 from Inky Mark, MP, Dauphin-Swan River-Marquette Re:  Heritage Hunting and Fishing Protection Act.

22. TOWN MANAGER’S REPORT OF NOVEMBER 7, 2005
RE:  SECOND COUNCIL SESSION FOR DECEMBER 2005

 Councillor McGowan moved to cancel second regular Council meeting of December 26, 2005 with a Special Council Meeting(s) to be called as required.

23.  LETTER OF OCTOBER 20, 2005 FROM BERNARD PAULIN, PRESIDENT REGIONAL DEVELOPMENT
CORPORATION RE:  WATERFRONT DEVELOPMENT PLAN - GRAND BAY-WESTFIELD

Deputy Murphy moved to receive and file letter of October 20, 2005 from Bernard Paulin, President Regional Development Corporation Re:  Waterfront Development Plan - Grand Bay-Westfield.

Seconded by Councillor Day.  Carried.

It was noted a letter would be forwarded to the Regional Development Corporation thanking them for the grant of $40,000 towards our Grand Bay-Westfield Waterfront Development Plan.
 

24. LETTER OF NOVEMBER 4, 2005 FROM DR. KATHERINE HAMER, VICE-PRESIDENT (SAINT JOHN) 
UNIVERSITY OF NEW BRUNSWICK RE:  FORGING OUR FUTURES CAMPAIGN

 Councillor Day moved to refer letter of November 4, 2005 from Dr. Katherine Hamer, Vice-President (Saint John) University of New Brunswick Re:  Forging our Futures Campaign to Town Staff to arrange a presentation to Council.

25. TOWN MANAGER’S REPORT OF NOVEMBER 2, 2005
RE:  VARIOUS FEES - 2006

 Councillor McGowan moved to adopt Various 2006 Town Fees dated November 1, 2005, copy attached.

Seconded by Councillor Day.  Carried.

 It was noted there will be no increase in various Town fees for the 2006 year.
 

26.  WORKS COMMISSIONER’S MEMORANDUM OF NOVEMBER 10, 2005
RE:  TRAFFIC STUDY (FENCING REQUIREMENT)/RELEVANT DATA

Councillor Day moved to table Works Commissioner’s memorandum of November 10, 2005 Re:  Traffic Study (Fencing Requirement)/Relevant Data for additional information from NB Southern. 

 Seconded by Councillor McGowan.  Carried.
