1. ..... CALL TO ORDER
The Town of Grand Bay-Westfield Council met in a regular session on Monday, April 14, 2003 at 7:35 p.m. with Mayor Losier presiding.
 
2.  RECORD OF ATTENDANCE
All members were in attendance with the exception of Deputy Mayor McGowan.

Councillor Day moved to pay Deputy Mayor McGowan in her absence.

Seconded by Councillor Silliphant.  Carried.
 

3.  APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Day moved to add the following item to the agenda as 26a:

26.a Letter of April 8, 2003 from Cpl. Grant, RCMP Team Leader 
Re:  Speed Zone Reduction in Down Town Grand Bay-Westfield

Seconded by Councillor Murphy.  Carried unanimously.

6.1  RCMP STATISTICAL REPORT FOR MARCH 2003 - CORPORAL GREG GRANT ATTENDING
Cpl. Greg Grant presented the RCMP Statistical Report for March 2003.

Councillor Silliphant moved to receive and file the RCMP Statistical Report for March 2003.

Seconded by Councillor Day.  Carried.
 

6.2 PRESENTATION OF FINAL DRAFT OF WATERFRONT DEVELOPMENT PLAN PER BASIC
DESIGN ASSOCIATES - LARRY STEWART AND JIM SACKVILLE ATTENDING

Jim Sackville from Basic Design Associates introduced his partner, Larry Stewart and presented the Final Draft Plan for Waterfront Development within the Town of Grand Bay-Westfield.

Councillor Day moved to adopt the Waterfront Development Plan as presented with changes as noted to Basic Design Associates.

Seconded by Councillor Murphy.  Carried. 

Councillor Day moved to forward the final Waterfront Development Plan to the appropriate provincial department in order to meet government grant deadlines.

Seconded by Councillor Silliphant.  Carried.
 

7.  MINUTES OF REGULAR COUNCIL MEETING OF MARCH 24, 2003
Councillor Silliphant moved to adopt the minutes of the regular Council meeting of March 24, 2003 as presented.

Seconded by Councillor Murphy.  Carried.
 

7.1  MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF MARCH 17, 2003
Councillor Silliphant moved to receive and file the minutes of the Planning Advisory Committee meeting of March 17, 2003.

Seconded by Councillor Day.  Carried.
 

8.  BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment enbloc for a total of $19,506.64 and approve the Bills for Ratification for a total of $123,416.37, Grand Total $142,923.01.

Seconded by Councillor Murphy.  Carried.

15.1  SEWERAGE UTILITY ACCOUNTS RECEIVABLE REPORT AS AT APRIL 4, 2003
Councillor Day moved to receive and file the Sewerage Utility Accounts Receivable Report as at April 4, 2003.

Seconded by Councillor Silliphant.  Carried.
 

16. WORKS COMMISSIONER’S REPORT OF MARCH 18, 2003
RE:  MUNICIPAL KILOMETRAGE MAINTENANCE RESPONSIBILITY AGREEMENT 2003 - BROUGHT FORWARD FROM MARCH 24, 2003

Councillor Day moved to refer the Municipal Kilometrage Maintenance Responsibility 2003 Agreement to the Works Commissioner to address the status of Ferry Road with the Department of Transportation. 

Seconded by Councillor Murphy.  Carried.
 

17.  LETTER OF MARCH 10, 2003 FROM GODFREY ASSOCIATES LTD. 
RE:  STREET IMPROVEMENTS - 2002, VARIOUS LOCATIONS, PROJECT NO. 010-096, CERTIFICATE NO. 4, FINAL COMPLETION

Councillor Silliphant moved to pay Keel Construction Ltd. $26,414.84 Re:  Street Improvements - 2002 Various Locations, Project No. 010-096, Certificate No. 4, Final Completion.

Seconded by Councillor Murphy.  Carried.
 

18. TOWN MANAGER’S REPORT OF MARCH 24, 2003
RE:  CO-ORDINATION OF CANADA DAY EVENTS BY RIVER VALLEY LIONS

Councillor Murphy moved to authorize 2003 Canada Day events as co-ordinated by the River Valley Lions and to authorize funding of $500.00 in conjunction with available government funding.

Seconded by Councillor Silliphant.  Carried.
 

19. LETTER OF MARCH 20, 2003 FROM GODFREY ASSOCIATES LTD.
RE:  WASTEWATER PUMPING STATION NO. 3 REPLACEMENT - GEORGE STREET, PROJECT NO. 010-095, CERTIFICATE NO. 3 - PARTIAL HOLDBACK

Councillor Day moved to pay Keel Construction Ltd. $6,693.01 Re:  Wastewater Pumping Station No. 3 Replacement - George Street, Project No. 010-095, Certificate No. 3 - Partial Holdback.

Seconded by Councillor Murphy.  Carried.
 

20.  LETTER OF MARCH 28, 2003 FROM FIRE INVESTIGATION - CONSULTING - PRACTICAL
APPLICATIONS (F.I.C.P.A.) RE:  REPORT WRITING SEMINAR

Councillor Silliphant moved to receive and file letter of March 28, 2003 from Fire Investigation - Consulting - Practical Applications (F.I.C.P.A.) Re:  Report Writing Seminar.

Seconded by Councillor Murphy.  Carried.
 

21.  LETTER OF MARCH 31, 2003 FROM UNION OF THE MUNICIPALITIES OF NEW BRUNSWICK
RE:  INTERVENOR STATUS - SAINT JOHN VS. CHARLEBOIS

Councillor Murphy moved to authorize payment of a $100 contribution toward the legal costs to gain Intervenor Status Re:  Saint John vs. Charlebois.

Seconded by Councillor Day.  Carried.
 

22.  DEVELOPMENT OFFICER’S MEMORANDUM OF APRIL 7, 2003
RE:  ICR CONTRACTORS - RELEASE OF SECURITY DEPOSIT

Councillor Silliphant moved to approve the release of the security deposit in the amount of $15,023.00 to ICR Contractors for the Municipal Office renovation project.

Seconded by Councillor Murphy.  Carried.
 

23. LETTER OF APRIL 4, 2003 FROM FEDERATION OF CANADIAN MUNICIPALITIES (FCM) 
RE:  FCM URGES MUNICIPAL GOVERNMENTS TO PARTICIPATE IN NATIONAL ANTENNA TOWER POLICY REVIEW

Councillor Day moved the Town Manager forward a letter of support to Industry Canada regarding the National Antenna Tower Policy.

Seconded by Councillor Little.  Carried.
 

24.  DEVELOPMENT OFFICER’S REPORT OF MARCH 20, 2003
RE:  63 CENTRAL AVENUE/RELEVANT DATA

Councillor Silliphant moved to meet with the property owner of 63 Central Avenue on April 28, 2003 regarding the Minimum Standards By-law and the Unsightly Premises By-law with appropriate notices to be forwarded to the property owner.

Seconded by Councillor Murphy.  Carried.
 

25. RECREATION DIRECTOR’S REPORT OF APRIL 9, 2003
RE:  CENTRUM - REPLACEMENT OF BOILER/DEVELOPMENT OFFICER’S MEMORANDUM OF APRIL 11, 2003 RE:  ENVIRONMENTAL TRUST FUND APPLICATION

Councillor Day moved to table the Recreation Director’s Report of April 9, 2003 Re:  Centrum - Replacement of Boiler/Development Officer’s Memorandum of April 11, 2003 Re:  Environmental Trust Fund Application until information is received regarding the Town’s Environmental Trust Fund application.

Seconded by Councillor Murphy.  Carried.
 

26. RECREATION DIRECTOR’S REPORT OF APRIL 9, 2003
RE:  LAWN MOWING MAINTENANCE SERVICES

Councillor Silliphant moved to renew Lawn Mowing Maintenance Services with Lee’s Lawn & Landscaping at the same price of $12,735.06 plus $1,910.25 HST for a total of $14,645.31 for a further 6-month period from May to October 2003.

 Seconded by Councillor Murphy.  Carried.
 

26a.  LETTER OF APRIL 8, 2003 FROM CPL GRANT, RCMP TEAM LEADER
RE:  SPEED ZONE REDUCTION IN DOWN TOWN GRAND BAY-WESTFIELD

Councillor Day moved to forward letter of April 8, 2003 from Cpl. Grant, RCMP Team Leader Re:  Speed Zone Reduction in Down Town Grand Bay-Westfield to the Works Commissioner to address the matter with the Department of Transportation.

Seconded by Councillor Murphy.  Carried.
