The Town of Grand Bay-Westfield Council met in a regular session on August 14, 2000 at 7:40 p.m. with Mayor Losier presiding.

RECORD OF ATTENDANCE All members were in attendance with the exception of Councillor Sutton and Councillor Calvin.
Councillor Keir moved to pay Councillor Sutton and Councillor Calvin in their absence.

RCMP STATISTICAL REPORT FOR THE MONTH OF JULY, 2000 Cpl. Oliver offered comments concerning the expansion of the Neighbourhood Watch Program for our community.
Councillor Keir moved to receive and file the RCMP Statistical Report for the Month of July, 2000.

MINUTES OF REGULAR COUNCIL MEETING OF JULY 24, 2000 Councillor Keir moved to adopt the minutes of the regular Council meeting of July 24, 2000 as presented.

TELEPHONE POLL OF AUGUST 3, 2000 RE: EXHIBITION LICENSE FOR GEORGE CARDEN CIRCUS INTERNATIONAL Deputy Mayor Black moved to ratify the Telephone Poll of August 3, 2000 in that 1) approval be granted to waive the requirement of a minimum 30 days prior to the event for submission of an application for a license; 2) staff to prepare the Exhibition License for the George Carden Circus International to hold a circus event at the River Valley Community Center on August 10, 2000 and have the License issued by the Building inspector upon payment of $100.00 fee.

BILLS FOR PAYMENT Councillor Keir moved to pay the Bills for Payment enbloc for a total of $14,648.52, and approve the Bills for Ratification for a total of $41,794.42, Grand Total $56,442.94.

Re: Sanitary and Storm Sewer Improvements Woolastook Drive and Brooker Lane, Project No. 010-086, Certificate No. 2 in the amount of $42,212.37.

LETTER OF JULY 12, 2000 FROM PUBLIC WORKS AND GOVERNMENT SERVICES CANADA RE: SURPLUS PROPERTY – LAND, WATERLOT AND WHARF (WESTFIELD WHARF), GRAND BAY-WESTFIELD, KINGS COUNTY, NB – BROUGHT FORWARD FROM JULY 24, 2000/LETTER OF JULY 25, 2000 FROM PUBLIC WORKS CANADA Councillor McGowan moved to authorize staff to forward a letter to Hon. Madame Bradshaw, Minister Responsible for Labour and Hon. Dhaliwal, Minister of Fisheries and Oceans expressing the Town’s interest regarding the Westfield Wharf.

FIRE PROTECTION SERVICES REVIEW GROUP REPORT DATED JULY 21, 2000 Councillor Keir moved to refer the Fire Protection Services Review Group Report dated July 21, 2000 to the Town Manager to set up public meetings beginning on September 12th, 2000, with a copy of the Report to be forwarded to Danny Harrigan, Chair of the Local Service District of Westfield West and as well to place the Fire Protection Services Review Group Report on the Town’s Website to allow residents an opportunity to review this report.

Councillor Keir thanked the members of the Fire Protection Services Review Group for all their input and assistance with this report. Mayor Losier thanked Councillor Keir for his work as Chair of the Fire Protection Services Review Group.

LETTER OF JULY 13, 2000 FROM HON. MARGARET-ANN BLANEY, MINISTER OF TRANSPORTATION RE: MAINTENANCE OF FLASHING LIGHTS INTERSECTION OF ROUTES 102 AND 177/RELEVANT DATA/LETTER OF AUGUST 1, 2000 FROM MARGARET-ANN BLANEY, MINISTER OF TRANSPORTATION Councillor Keir moved to refer letter of July 13, 2000 from Hon. Margaret-Ann Blaney, Minister of Transportation Re: Maintenance of Flashing Lights Intersection of Routes 102 and 177 to the meeting scheduled with the Minister of Transportation on August 29, 2000.

WORKS COMMISSIONER’S REPORT OF AUGUST 2, 2000 RE: FLUORESCENT YELLOW GREEN CROSSWALK SIGNS Councillor Keir moved to concur with the recommendation of the Works Commissioner in his report of August 2, 2000 Re: Fluorescent Yellow Green Crosswalk Signs in that the new colour signs be purchased for Grand Bay Elementary School (WC-1) and the advance crosswalk warnings at Pamdenec Road and Station Road in 2000 with the remaining school area and advance crosswalk warning signs to be purchased in 2001.

LETTER OF JULY 31, 2000 FROM GRAND BAY-WESTFIELD VOLUNTEER FIRE/RESCUE DEPARTMENT RE: THANK YOU FOR SUPPORT FOR SHOW AND SHINE Councillor McGowan moved to receive and file letter of July 31, 2000 from Grand Bay-Westfield Volunteer Fire/Rescue Department Re: Thank You for Support for Show and Shine.
Seconded by Deputy Mayor Black. Carried.
Mayor Losier noted the Show and Shine was a very successful event for the Department and for the Community.

LETTER OF AUGUST 4, 2000 FROM ERIKA KELLY, GRAND BAY PHARMACY RE: CROSSWALK – RIVER VALLEY DRIVE Councillor Keir moved to receive letter of August 4, 2000 from Erika Kelly, Grand Bay Pharmacy Re: Crosswalk – River Valley Drive and to refer the correspondence of August 4, 2000 to 2001 General Capital Budget discussions.

WORKS COMMISSIONER’S REPORT OF AUGUST 8, 2000 RE: BONDING RELEASE VALLEY VIEW ESTATES, PHASE 9, STAGE 1 Councillor Keir moved to concur with the recommendation of the Works Commissioner in his report of August 8, 2000 in that approval be granted for “Final Completion” of work defined in the Developer’s Agreement for Valley View Estates, Phase 9, Stage 1 including the following work completed as of August 1, 2000 1) asphalt resurfacing, 2) concrete curb and gutter, 3) granular base, and 4) granular sub-base; also, authorization be granted to release $15,500 to the Developer as approved by the Town Solicitor which would leave
$10,500 as security for the 1 year warranty period on a portion of the work which could be released in corresponding amounts in November 2000, and August, 2001.

WORKS COMMISSIONER’S REPORT OF AUGUST 9, 2000 RE: GREEN MUNICIPAL ENABLING FUND (GMEF) APPLICATION FOR TOWN OF GRAND BAY-WESTFIELD Councillor Keir moved to concur with the recommendation of the Works Commissioner in his report of August 9, 2000 in that approval be granted for Council to accept as presented the two Green Municipal Enabling Fund Intent to Apply applications for a water and sewer study.
Seconded by Deputy Mayor Black. Carried.
(The water and sewer studies are to be submitted as one application.)
26.
WORKS COMMISSIONER’S REPORT OF AUGUST 8, 2000 RE: ANNUAL SEWER INSPECTION AND FLUSHING Deputy Mayor Black moved to concur with the recommendation of the Works Commissioner in his report of August 8, 2000 in that Melanson’s Waste Management be engaged to perform video inspection of the municipal sewer system per tender agreement with the City of Saint John.

WORKS COMMISSIONER’S REPORT OF AUGUST 3, 2000 RE: SELF PROPELLED MOWER Councillor Keir moved to purchase a self-propelled Toro Mower for $4,444.84.

WORKS COMMISSIONER’S REPORT OF AUGUST 9, 2000 RE: INFRASTRUCTURE CANADA PROGRAM – UPDATE Councillor Keir moved to concur with the recommendation of the Works commissioner in his report of August 9, 2000 in that the items listed in the report form the basis of the 2000-2001 Infrastructure Grant Application with priority to be given to safety, environmental, and maintenance/operation issues respectfully.
Seconded by Councillor McGowan. Carried.
