1.  CALL TO ORDER - 7:30 P. M.
The Town of Grand Bay-Westfield met in a regular session on Monday, April 25, 2005 with Mayor Losier presiding.

2.  RECORD OF ATTENDANCE
All members of Council were in attendance with the exception of Deputy Mayor Murphy who was out of the community due to a work commitment.

Councillor McGowan moved to pay Deputy Mayor Murphy in her absence.

Seconded by Councillor Day.  Carried.
 

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Day moved to adopt the agenda of April 25, 2005 as presented.

6.1 PRESENTATION OF RCMP STATISTICAL REPORT FOR MARCH 2005 -
RCMP REPRESENTATIVE ATTENDING 

Corporal Landry presented the March 2005 RCMP report.

 Councillor McGowan moved to receive and file the RCMP Statistical Report for March 2005 as presented by Corporal Landry.

 Seconded by Councillor Evans.  Carried.
 

6.2 PRESENTATION BY JIM BALCOMB PER LETTER OF APRIL 11, 2005 RE:  FARMERS’ MARKET
Jim Balcomb, Eleanor Austin, and Danny Harrigan provided information on the Farmers’ Market scheduled for May 28, June 25, July 23, August 20, September 17, and October 8,  2005 at the River Valley Community Center.

 Councillor Day moved to receive and file the presentation by Jim Balcomb, Eleanor Austin, and Danny Harrigan per letter of April 11, 2005 Re:  Farmers’ Market.

 Seconded by Councillor Evans.  Carried.

 It was noted advertisement for this project would be displayed on the Town’s Web Site, the Community Sign, and in the Town’s mass mail outs. 
 

6.3 THE GREATER SAINT JOHN COMMUNITY FOUNDATION PRESENTATION - 
JANE BARRY, EXECUTIVE DIRECTOR ATTENDING

Jane Barry provided an overview on the purpose and activities of The Greater Saint John Foundation.

Councillor McGowan moved to receive and file the presentation by Jane Barry, Executive Director, Greater Saint John Community Foundation.

6.4 PRESENTATION RE:  NATIONAL DEFENSE MILITARY EXERCISE PROPOSED FOR 
TOWN OF GRAND BAY-WESTFIELD - COLONEL J.B.D. LOGAN, COMMANDER ATTENDING

Colonel Logan provided Council with information on the military exercise proposed for Grand Bay-Westfield for August 2005.

Councillor Day moved to refer the presentation by Colonel J.B.D. Logan for a report to Council concerning the National Military Exercise proposed for Grand Bay-Westfield for August 2005 to identify guidelines, public information sessions, Town project(s), for the military, etc.

6.5 PRESENTATION BY DON GOOD OF ADI LTD. 
RE:  TRAFFIC AND PEDESTRIAN STUDY ALONG RIVER VALLEY DRIVE IN GRAND BAY-WESTFIELD

Don Good of ADI gave a slide presentation outlining highlights from the Traffic Pedestrian Study as well as Study recommendations.

Councillor Day moved to refer the Traffic and Pedestrian Study - River Valley Drive in the Town of Grand Bay-Westfield to Town Staff  to address priority items recommended in the Traffic Study and further moved to provide a copy of the Study to the Town Planning Advisory Committee and to forward a copy to the Province of NB for appropriate approvals.

Seconded by Councillor Little.  Carried.

7. MINUTES OF REGULAR COUNCIL MEETING OF APRIL 11, 2005
Councillor Day moved to adopt the minutes of the Regular Council Meeting of April 11, 2005 as presented.

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF APRIL 4, 2005
Councillor Evans moved to receive and file minutes of the Planning Advisory Committee Meeting of April 4, 2005.

7.2 TENDER NOTES OF APRIL 20, 2005 RE:  LAWN MOWING SERVICES BID NO. 08LM-05
Councillor McGowan moved to receive and file  Tender Notes of April 20, 2005 Re:  Lawn Mowing Services 
Bid No 08LM-05.

Councillor Day moved to pay the Bills for Payment enbloc for a total of $56,920.01 and Bills for Ratification for a total of $24,364.67; grand total of $81,284.68.

Councillor McGowan moved to refer the e-mail of April 18, 2005 from Andrew Booker, 42 Ridge Way Re:  Proposed Zoning By-law Amendment to Town Staff to respond to Mr. Booker’s concerns advising of Council’s views.

13.2 LETTER OF APRIL 20, 2005 FROM ANDREW AND KELLY MURRAY
RE:  PROPOSED ZONING BY-LAW AMENDMENT/WORKS COMMISSIONER’S REPORT OF APRIL 21, 2005

Mr. Murray provided comments to Council on drainage concerns in the Ridge Way area and submitted a map per Department of Environment for Council’s consideration.

Councillor McGowan moved to refer  the letter of April 20, 2005 from Andrew and Kelly Murray Re: Proposed Zoning By-law Amendment to Town Staff for a report back to Council addressing Mr. and Mrs. Murray’s concerns.

WASTE COMMISSION RE:  2005 COMPOST CHALLENGE

Councillor Evans moved to receive and file letter of April 11, 2005 from Jack Keir, General Manager, Fundy Region Solid Waste Commission Re:  2005 Compost Challenge.

 Seconded by Councillor Day.  Carried.

It was noted the Town would advise the public to support composting in an upcoming mass mail out.
 

17. LETTER OF APRIL 8, 2005 FROM WAYNE LONG,
PRESIDENT, SAINT JOHN SEA DOGS HOCKEY CLUB RE:  PURCHASE OF SEASON TICKETS

Councillor Day moved to purchase two season tickets in the amount of $473 each to be available for Town volunteers per letter of April 8, 2005 from Wayne Long, President, Saint John Sea Dogs Hockey Club Re:  Purchase of Season Tickets.

Councillor Evans moved to receive and file letter of March 30, 2005 from Carole Fournier, Executive Director of Dialogue New Brunswick Re:  2005 Lieutenant  Governor’s Dialogue Award.

19. LETTER OF APRIL 8, 2005 FROM HON. PAUL ROBICHAUD, 
MINISTER OF TRANSPORTATION RE:  STORM SEWER/CURB AND GUTTER ALONG ROUTE 177 – DESIGNATED HIGHWAY PROGRAM

Councillor Day moved to refer letter of April 8, 2005 from Hon. Paul Robichaud, Minister of Transportation Re:  Storm Sewer/Curb and Gutter along Route 177 - Designated Highway Program to Town Staff for referral to Godfrey Associates Ltd. and for preparation of a tender document for 2005 Designated Highway work.

It was noted that under the 2005 program for improvements to provincially designated highways in municipalities, the Department of Transportation is assisting the Town with a maximum amount of $199,000 for all costs associated with the Department’s shareable component for the construction of storm sewer and curb gutter along Route 177 from Allingham Terrace to Mullen Lane.  It was also noted the Municipality will be installing concrete sidewalks in conjunction with the planned Designated Highway project.

Councillor Evans moved to receive and file letter received March 21, 2005 from Anne Buston Director, Public Relations Re:  2005 Canada Post Literacy Awards.

21. DRAFT TOWN OF GRAND BAY-WESTFIELD POLICY ON SEWER DISCONNECTIONS
Councillor Day moved to adopt Draft Town of Grand Bay-Westfield Policy on Sewer Disconnections as presented, (copy of policy attached).

Seconded by Councillor McGowan.  Carried.

Councillor Little departed the meeting at 9:16 p.m. and returned at 9:18 p.m.
 

22.  RECREATION DIRECTOR’S REPORT OF APRIL 20, 2005 RE:  LAWN MOWING SERVICES
Councillor Day moved to award the Tender for Lawn Mowing Services to Westfield Beach Enterprises for the amount of $12,000 HST included per Recreation Director’s Report of April 20, 2005 Re:  Lawn Mowing Services.

23. FIRE CHIEF’S REPORT OF APRIL 14, 2005 RE:  VEHICLE EXHAUST EXTRACTION SYSTEM
Councillor Day moved to proceed with the vehicle exhaust extraction systems for both fire stations, accepting the bid amount of $60,012.61 including HST to supply and install the Plymovent system from Atlantic Clean Air Specialist and to have the exhaust modifications done by Parts for Trucks in Saint John for $1,099.73 for a total project cost of $61,112.35 HST included with the Westfield Volunteer Ambulance contributing $9,500 including HST and funding from Fundy Future Environment and Benefits Council in the amount of $17,219.59 including HST.

Seconded by Councillor Evans.  Carried.
