THURSDAY, FEBRUARY 17, 2000The Town of Grand Bay-Westfield met in a regular session on Thurs., February 17, 2000 at 7:40 p.m. with Mayor Losier presiding.

RECORD OF ATTENDANCE All members were in attendance with the exception of Councillor Sutton.
It was noted that Councillor Sutton was present during Information Session.
Councillor Keir moved to pay Councillor Sutton in his absence.

R.C.M.P. STATISTICAL REPORT FOR THE MONTH OF JANUARY, 2000 Cst. Langlois presented the R.C.M.P. Statistical Report for the Month of January, 2000.
Cst. Langlois noted efforts would be made by the R.C.M.P. to expand the Neighbourhood Watch Program throughout the Town in the year 2000. It was noted there may be speeding violations in the area of Valley View Estates/Beverley Hills and Cst. Langlois agreed the R.C.M.P. would address the matter.

JACOB/FAX OF FEBRUARY 14, 2000 FROM JANICE MCGRATH/LETTER DATED FEBRUARY 11, 2000 FROM GRAND BAY ELEMENTARY SCHOOL RE: PLAYGROUND Janice McGrath of 25 Ridge Way spoke regarding a proposed playground in the area noting her concerns regarding the safety of children with respect to parking, traffic, and water drainage.
Ann McCann also spoke expressing her desire for the children in the area to have a safe place to play.
Councillor Keir moved the Town of Grand Bay-Westfield forward a letter to the Fundy Future Environment & Benefits Council advising them that the Town of Grand Bay-Westfield gives full support to a Tot Lot in the Beverley Hills/Valley View Subdivision area noting the Town will advise the Benefits Council of a specific location for the Tot Lot in the near future; further an open meeting is to be held Tuesday, February 22nd at 8:00 p.m. in Room A of the Centrum for all interested residents and Town Staff (Development Officer, Recreation Director, Works Commissioner) to permit discussion and input on site selection and other topics; following the meeting staff will prepare a report to appear on the February 28th agenda for a decision by Council.

CANADA POST COMMUNITY MAIL BOXES – JIM UNDERWOOD, MANAGER OF DELIVERY AND SERVICES SCHEDULED TO ATTEND Mr. Underwood, Manager of Delivery and Services, Canada Post was unable to attend the (re-scheduled) February 17th Council meeting, however prior to February 17th Mr. Underwood provided Mayor Losier with information regarding some concerns about Community Mail Boxes. It was noted Canada Post has provided residents with a 1-800 number to use if they have any problems with the Community Mail Boxes. It was also noted that Canada Post may provide fridge magnets to residents showing the 1-800 number.
Councillor Keir moved to receive and file Item No. 5.2 Canada Post – Community Mail Boxes.

MINUTES OF REGULAR COUNCIL MEETING OF JANUARY 24, 2000 Councillor Keir moved to adopt the minutes of the January 24, 2000 Council meeting as presented.

MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF JANUARY 4, 2000 Councillor Keir moved to receive and file the minutes of the Planning Advisory Committee meeting of January 4, 2000 and congratulate Larry Chapman on his reappointment as Chairman of the Planning Advisory Committee and Ralph Stevens on his reappointment as Vice-Chairman for the year 2000.

MINUTES OF RELAY 2000 COMMITTEE MEETING OF DECEMBER 2, 1999 Councillor Calvin moved to receive and file the minutes of the Relay 2000 Committee meeting of December 2, 1999.

TELEPHONE POLL OF JANUARY 26, 2000 RE: ANNUAL HONORARIUMS FOR VOLUNTEER FIRE/RESCUE DEPARTMENT OFFICERS Deputy Mayor Black moved to ratify the Telephone Poll of January 26, 2000 in that authorization be granted for annual honorariums for the Volunteer Fire Department Officers effective January 1, 2000 as per attached schedule.

TELEPHONE POLL OF JANUARY 31, 2000 RE: APPLICATION TO GREEN STREETS CANADA Councillor Keir moved to ratify Telephone Poll of January 31, 2000 in that authorization be granted to forward an application to Green Streets Canada requesting $3,500 to enhance tree planting in Grand Bay-Westfield and further,
WHEREAS the Tree Canada Foundation’s Green Streets Canada program provides financial assistance to Canadian municipalities for tree planting programs in urban areas;
AND WHEREAS Green Streets Canada requires municipal Council to commit to a tree planting program that will enhance the Corporation’s existing tree planting program, foster community involvement and enhance public awareness of the benefits of trees;
AND WHEREAS the Beautification Committee has detailed an enhanced planting program that, with funding assistance from Green Streets Canada will see tree planting in Grand Bay-Westfield increased;
AND WHEREAS the application for Green Streets Canada requires written consent from the Mayor and Council;
THEREFORE BE IT RESOLVED THAT Council affirms Grand Bay-Westfield’s commitment to Green Streets Canada, thereby confirming that municipal funding will be available, if our application to Green Streets Canada is successful, as outlined in our application.

Councillor Keir moved to pay the Bills for Payment enbloc for a total of $4,632.85 and approve the remaining Bills for Ratification for a total of $181,904.08, Grand Total $186,536.93.

It was noted the Town will suggest Bowl for Kids Sake hold future events in Grand Bay-Westfield to encourage Town participation.

LETTER OF JANUARY 26, 2000 FROM ENTERPRISE SAINT JOHN RE: GRAND BAY-WESTFIELD DRAFT PROMOTIONAL BROCHURE Councillor Keir moved to refer the Draft Grand Bay-Westfield Promotional Brochure back with Mayor Losier, Town’s Representative on Enterprise Saint John, to discuss with Lois Vincent any changes that may be required.

LETTER OF FEBRUARY 4, 2000 FROM CHARLES GAUDET, CHIEF, SMALL CRAFT HARBOURS PROGRAM RE: DIVESTITURE OF WESTFIELD WHARF/RELEVANT DATA Councillor Keir moved to receive and file letter of February 4, 2000 from Charles Gaudet, Chief, Small Craft Harbours Program Re: Divestiture of Westfield Wharf and to notify Charles Gaudet our MLA has sent a letter to request a deadline extension for the Town.

It was noted a meeting would be held February 21st between the Minister of Transportation, our MLA and the Town to discuss the Wharf issue.

LETTER OF FEBRUARY 3, 2000 FROM FEDERATION OF CANADIAN MUNICIPALITIES RE: NATIONAL INFRASTRUCTURE PROGRAM PRESS REPORTS /INFRASTRUCTURE PROGRAM GUIDELINES FOR ELIGIBILITY Councillor Calvin moved to forward a letter to the Province of New Brunswick indicating the Town’s support for a new Infrastructure Program.

REPORT OF FEBRUARY 7, 2000 FROM DEVELOPMENT OFFICER RE: AGREEMENT DATED FEBRUARY, 1982 BETWEEN THE VILLAGE OF GRAND BAY AND PAUL GARLAND FOR LANDS IDENTIFIED BY NBGIC NO. 00000004 Councillor McGowan moved to concur with the recommendation of the Development Officer in his report of February 7, 2000 in that authorization be granted to terminate the agreement between the Village of Grand Bay and Paul Garland, pursuant to the conditions of the agreement, by giving notice of termination by certified mail addressed to the last known address of the licensee with termination of the agreement to be affected after thirty (30) days of serving the notice. (Written notice will have been deemed to be delivered three (3) days from the date of posting in accordance with the agreement.)

REPORT OF FEBRUARY 9, 2000 FROM RECREATION DIRECTOR RE: PROPOSAL FROM ROSEMARY BOYLE OF HEART AND STROKE FOUNDATION OF NEW BRUNSWICK RE: HEARTS IN MOTION IN NEW BRUNSWICK Councillor Keir moved to concur with the recommendation of the Recreation Director in his report of February 9, 2000 in that approval is granted for the Hearts in Motion proposal to be implemented into the Town’s existing Walking Trail.

LETTER OF JANUARY 24, 2000 FROM ENTERPRISE SAINT JOHN RE: REGIONAL TRANSIT SYSTEM Deputy Mayor Black moved to invite representatives of the Chamber of Commerce to attend the next Council meeting of February 28, 2000 for an update on the status of Public Transportation for Grand Bay-Westfield.

WORKS COMMISSIONER’S REPORT OF FEBRUARY 4, 2000 RE: GENERAL CAPITAL 2000 – TRANSPORTATION /DEVELOPMENT OFFICER’S MEMORANDUM OF FEBRUARY 9, 2000 RE: ACCESS STUDY Councillor Calvin moved to concur with the Works Commissioner in his report of February 4, 2000 and the Development Officer in his Memorandum of February 9, 2000 in that authorization be granted to proceed to tender as appropriate for the 2000 Capital Projects which include: Municipal Office – Enlargement, Centrum Over Roof, Ballfield Upgrading, Woolastook Drive - Storm Sewer, Street Resurfacing - Allingham Subdivision, Brandy Point Estates, Works Garage Study, Highland Road - Access Study, Emergency Access – George Street noting the WHSCC option as an emergency access will be explored.
