1.  CALL TO ORDER - 7:30 P.M.
The Town of Grand Bay-Westfield Council met in a regular session on Monday, November 22, 2004 with Mayor Losier presiding.

2.  RECORD OF ATTENDANCE
All members were in attendance with the exception of Councillor Little.

Councillor McGowan moved to pay Councillor Little in his absence.

 Seconded by Councillor Day.  Carried.
 

3.  APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Day moved to adopt the agenda of November 22, 2004 as presented.

Seconded by Deputy Mayor Murphy.  Carried.

Randy Bell, Town Representative to the Aquatic Centre gave a verbal presentation Re:  Operations of Aquatic Centre for November 2003 – 2004. 
 

6.2 PRESENTATION
RE:  OPERATIONS OF HARBOUR STATION NOVEMBER 2003 - NOVEMBER 2004,  BRIAN CURRY ATTENDING

Brian Curry, Town Representative to Harbour Station gave a verbal presentation Re:  Operations of Harbour Station for November 2003 – November 2004.
 

6.3 PRESENTATION BY THE DEPARTMENT OF ENVIRONMENT
RE:  AIR MONITORING SYSTEM, DAVID PETERSON AND DAVID BEILECKE ATTENDING

David Peterson, Department of the Environment and David Beilecke, NB Power provided information concerning the Air Monitoring System newly located at the Saint John Boundary.  It was noted the system was installed to address EIA requirements concerning the refurbishment of Point Lepreau.
 

7.  MINUTES OF REGULAR COUNCIL MEETING OF NOVEMBER 8, 2004
Councillor Day moved to adopt the minutes of the Regular Council Meeting of November 8, 2004 as presented.

7.1 MINUTES OF TOWN EMERGENCY MEASURES ORGANIZATION MEETING OF OCT. 19, 2004
Deputy Mayor Murphy moved to receive and file the minutes of Town Emergency Measures Organization Meeting of October 19, 2004.

Seconded by Councillor Day.  Carried.
 

7.2 PROPOSAL OPENING NOTES OF NOVEMBER 5, 2004
RE:  GEOTECHNICAL INVESTIGATION AND ENGINEERING FOR THE BRUNDAGE POINT TRAILHEAD INFILL SITE

Councillor Day moved to receive and file the Proposal Opening Tender Notes of November 5, 2004 Re:  Geotechnical Investigation and Engineering for the Brundage Point Trailhead Infill Site.
 

 Seconded by Deputy Mayor Murphy.  Carried.
 

8.  BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment enbloc for a total of $42,913.31 and Bills for Ratification for a total of $43,648.89; grand total of $86,562.20.

16. PROPOSAL FROM ADI LIMITED
RE:  TRAFFIC/PEDESTRIAN STUDY FOR PORTION OF ROUTE NO. 177, TOWN OF GRAND BAY-WESTFIELD/BROUGHT FORWARD FROM NOVEMBER 8, 2004

Councillor Day moved to table Proposal from ADI Limited Re:  Traffic/Pedestrian Study for Portion of Route No. 177, Town of Grand Bay-Westfield to the December 13, 2004 Council Meeting for information from local MLA Sherwood regarding funding.

 Seconded by Deputy Mayor Murphy.  Carried.
 

17. LETTER OF NOVEMBER 4, 2004 FROM JONATHAN SABEAN, P. ENG., GODFREY ASSOCIATES 
 LTD. RE:  STREET IMPROVEMENTS - 2004 VARIOUS LOCATIONS PROJECT NO. 010-108, CERTIFICATE NO. 2 - FINAL COMPLETION

Councillor Day moved to pay Halpin Excavating Limited $44,462.78 for Final Completion of Street Improvements Various Locations, Project No. 010-108, Certificate No. 2 per letter of November 4, 2004 from Jonathan Sabean, P. Eng., Godfrey Associates Ltd.

 Seconded by Councillor McGowan.  Carried.

REQUEST FOR COUNCIL RESOLUTION PER OCTOBER 2004 CORRESPONDENCE
RE:  HOME SUPPORT SERVICES
Deputy Mayor Murphy moved that we send a letter to the Premier, Minister of Health, Minister of Family Services, Minister for the Status of Women and our local MLA regarding the Resolution for Home Support Services in our Province.

 Seconded by Councillor McGowan.  Carried. 
 

19. LETTER OF OCTOBER 19, 2004 FROM CHARLES WILLIAMS
RE:  MCLEAN ROAD/WORKS COMMISSIONER’S REPORT OF NOVEMBER 16, 2004

Deputy Mayor Murphy moved to have the Works Commissioner meet with Mr. Charlie Williams and explain the three issues as outlined in the Works Commissioner’s report dated November 16, 2004.

 Seconded by Councillor McGowan.  Carried.
 

20.  FIRE CHIEF’S REPORT OF NOVEMBER 18, 2004 RE:  VEHICLE LEASE
Councillor Day moved to refer the Fire Chief’s Report of November 18, 2004 Re: Vehicle Lease to December 13, 2004 to the Town Manager to address the use of the vehicle in the day-to-day operations of the Fire Department.

 Seconded by Deputy Mayor Murphy.  Carried.
 

21. LETTER OF NOVEMBER 17, 2004 FROM STEPHANIE PATTERSON, P. ENG., GODFREY 
ASSOCIATES  LTD. 
RE:  SEWER SYSTEM EXTENSION, GRAND BAY-WESTFIELD, NB INFRASTRUCTURE PROJECT NO. 63 37 05 431 02, PROJECT NOS. 010-091, 010-102, 010-103, 010-104, 010-109 & 010-110

Councillor Day moved to approve Claim No. 11 Re: Sewer System Extension, Grand Bay-Westfield, NB Infrastructure Project No. 63 37 05 431 02, Project Nos. 010-091, 010-102, 010-103, 0101-104, 010-109 and 010-110 in the amount of $316,532.58 and pay all relevant invoices.

 Seconded by Councillor Evans.  Carried.
