1. ..... CALL TO ORDER
The Town of Grand Bay-Westfield Council met in a regular session on Monday, September 22, 2003 at 7:36 p.m. with Mayor Losier presiding.
 
1a. OATH - APPOINTMENT OF ASSISTANT CLERK/TREASURER, MARCIA MASON
The Town Manager administered the Oath of Office to the new Assistant Clerk /Treasurer Marcia Mason.

3.  APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Deputy Mayor McGowan moved to add the following items as 22.a and 22.b to the regular agenda: 
22.a  Transfer to General Capital Reserve
22.b Letter of Support for Quebec Major Junior Hockey League

Seconded by Councillor Silliphant.  Carried.

It was noted that the Neighbourhood Watch Program held a very successful fund raising project on September 20, 2003.  Councillor Day offered her thanks to all those involved.

7.  MINUTES OF REGULAR COUNCIL MEETING OF SEPTEMBER 8, 2003
Councillor Silliphant moved to adopt the minutes of the regular Council meeting of September 08, 2003 as presented.

Seconded by Councillor Day.  Carried.
 

7.1  MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF SEPTEMBER 2, 2003
Deputy Mayor McGowan moved  to receive and file the minutes of the Planning Advisory Committee meeting of September 2, 2003.

Seconded by Councillor Silliphant.  Carried.
 

7.2  MINUTES OF RIVER VALLEY COMMUNITY CENTER FOUNDATION MEETING OF JUNE 19, 2003
Councillor Day moved to receive and file the minutes of the River Valley Community Center Foundation  meeting of June 19, 2003.

Seconded by  Councillor Silliphant.  Carried.
 

8.  BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment enbloc for a total of $23,017.04 and Bills for Ratification for a total of $33,710.38 for a grand total of $56,727.42.

Councillor Day moved to receive and file General Revenue Fund Financial Report as at July 31, 2003.

16.  NEWS RELEASE FROM ENVIRONMENT AND LOCAL GOVERNMENT DATED SEPT.  8, 2003
RE:  ENVIRONMENTAL LEADERSHIP AWARDS FINALISTS

Councillor Silliphant moved to receive and file News Release from Environment and Local Government dated September 8, 2003 Re: Environmental Leadership Awards Finalists.

Seconded by Councillor Murphy.  Carried. 

It was noted that the Westfield School Environment Team was a finalist for the Environmental Leadership Awards for 2003.
 

17. MEMORANDUM OF SEPTEMBER 11, 2003 FROM LINDA THOMPSON
RE:  RCMP REPRESENTATIVE ON TOWN EMERGENCY MEASURERS ORGANIZATION (EMO)

Councillor Day moved to forward a letter of thanks to Constable Adams regarding his service on the Town Emergency Measures Organization and further to forward a letter to Inspector Locke requesting authorization for Constable Adams to serve as Town Emergency Site Coordinator, as required.

Seconded by Councillor Murphy.  Carried.

Councillor Day moved to appoint Corporal Grant as the Town’s representative on our Emergency Measures Organization.

18. LETTER OF SEPTEMBER 9, 2003 FROM DAVID COGSWELL, P. ENG., DESIGN BRANCH,
DEPARTMENT OF TRANSPORTATION RE:  PROGRAM FOR IMPROVEMENTS TO PROVINCIALLY DESIGNATED HIGHWAYS WITHIN MUNCIPALITIES FOR 2004

Councillor Murphy moved to refer letter of September 9, 2003 from David Cogswell, P. Eng, Design Branch, Department of  Transportation. Re:  Program for Improvements to Provincially Designated Highways within Municipalities for 2004 to staff for appropriate action.

Seconded by Councillor Silliphant.  Carried.
 

19. REPORT OF SEPTEMBER 18, 2003 FROM DEVELOPMENT OFFICER
RE:  FINAL SUBDIVISION APPROVAL AND REQUEST FOR PARTIAL COMPLETION TO ESTABLISH BONDING REQUIREMENTS FOR SUBDIVISION DEVELOPER’S AGREEMENT - VALLEY VIEW ESTATES SUBDIVISION, PHASE 9, STAGE 2

Councillor Silliphant moved to accept the recommendation from the Town Engineer to accept the Certificate of Completion dated September 17, 2003 prepared by Hughes Surveys & Consultants Ltd. as a Partial Completion of the work described as Valley View Estates Subdivision, Phase 9, Stage 2 forming a partial release of security for the total project, reducing the total required security to a value of $23,000.00 and further  moved to approve signing authority on the Subdivision Developer’s Agreement for the Final Subdivision Plan, Valley View Estates Subdivision, Phase 9, Stage 2, Town of Grand Bay-Westfield, Parish of Westfield, Kings County, New Brunswick as prepared by Hughes Surveys & Consultants Ltd. dated September 18, 2003 and under section 56(1) of the Community Planning Act assent to the Plan for the vesting of public streets prior to Final Approval being granted by the Development Officer subject to final receipt of all required documents and final review of contract documents to the satisfaction of the Town Solicitor.

20.  REPORT OF SEPTEMBER 18, 2003 FROM TOWN MANAGER 
RE:  LONG TERM FINANCING - 2002 GENERAL CAPITAL PROJECT - TRANSPORTATION SERVICES

Councillor Murphy moved that the Treasurer and Mayor be authorized to issue and sell to the New Brunswick Municipal Finance Corporation a Municipality of Grand Bay-Westfield debenture in the principal amount of $250,000 for a term of five (5) years on such terms and conditions as are recommended by the New Brunswick Municipal Finance Corporation, and be it resolved that the Municipality of Grand Bay-Westfield agree to issue post dated cheques payable to the New Brunswick Municipal Finance Corporation as and when they are requested in payment of principal and interest charges on the above debenture, one year in advance.

Seconded by Councillor Silliphant.  Carried.
 

21. LETTER OF SEPTEMBER 4, 2003 FROM CAROL CRAWFORD 
RE:  RESIGNATION FROM EMERGENCY MEASURES ORGANIZATION (EMO)

Councillor Day move to receive and file letter of September 4, 2003 from Carol Crawford Re:  Resignation from Emergency Measures Organization  (EMO) and forward a letter of thanks to Mrs. Crawford for her service on EMO.

Seconded by Councillor Murphy.  Carried.
 

22. REPORT OF SEPTEMBER 18, 2003 FROM FIRE CHIEF
RE:  CROWN RESERVE ROAD – PROJECT UPDATE

Councillor Silliphant moved that the date of October 27, 2003 be established for a Public Hearing on the proposal to locate an underground water reservoir and fire tanker refill site on Morningside Crescent for the Volunteer Fire/Rescue Department to better serve the residents of Grand Bay-Westfield.

Seconded by Deputy Mayor McGowan.  Carried.
 

22.a TRANSFER  FROM GENERAL CAPITAL RESERVE FUND
RE:  CENTRUM RENOVATIONS

Councillor Day moved to transfer from the General Capital Reserve Fund an amount of $8,151.40 to the Town General Revenue Fund to cover a portion of the costs for the Centrum renovations.

Seconded by Deputy Mayor McGowan.  Carried.
 

22.b LETTER OF SUPPORT RE:  QUEBEC MAJOR JUNIOR HOCKEY LEAGUE
Councillor Day moved to receive and file request from Mike McGraw Re: Letter of Support for Quebec Major Junior Hockey League and to forward a letter of support to secure an expansion franchise for the Quebec Major Junior Hockey League in Saint John.

 Seconded by Councillor Silliphant.  Carried.
