1. CALL TO ORDER - 7:30 P. M.
The Town of Grand Bay- Westfield Council met in a Regular Session on Monday April 23, 2007 with Mayor Losier presiding.

Deputy Mayor Murphy, Councillor Little, Councillor Day, Councillor McGowan, and Councillor Evans were in attendance.
 
3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Deputy Mayor Murphy moved to approve the agenda of Monday, April 23, 2007 as presented.

Seconded by Councillor Evans.  Carried.

6.1 PRESENTATION BY SAINT JOHN TRANSIT COMMISSION
RE:  COMEX PROJECT - FRANK MCCAREY PRESENTER - WORKS COMMISSIONER’S REPORT OF APRIL 18, 2007

Frank McCarey and Richard Smith, Saint John Transit Commission provided information to Council Re: Proposed Saint John Transit ComeX Project.

Deputy Mayor Murphy moved to approve the vacant lot at 741 River Valley Drive and the northern parking lot at the River Valley Community Center as the parking lots for the Commuter Express (ComeX) bus service and for Share & Ride subject to:

  1. meeting all municipal by-law requirements;
  2. purchasing the lot at 741 River Valley Drive;
  3. execution of a formal usage agreement with the River Valley Community Center Foundation Inc. covering
      development and maintenance conditions.

 Seconded by Councillor McGowan.  Carried.
 
7. MINUTES OF REGULAR COUNCIL MEETING OF APRIL 10, 2007
Deputy Mayor Murphy moved to adopt the minutes of the Regular Council Meeting of April 10, 2007 as presented.

7.1 MINUTES OF TOURISM COMMITTEE MEETING OF MARCH 15, 2007 
Councillor McGowan moved to receive and file minutes of Tourism Committee Meeting of March 15, 2007.

 Seconded by Deputy Mayor Murphy.  Carried.
 
7.2  MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF MARCH 19, 2007
Councillor Evans moved to receive and file minutes of Planning Advisory Committee Meeting of March 19, 2007.

 Seconded by Councillor McGowan.  Carried.
 
7.3 MINUTES OF RIVER VALLEY COMMUNITY CENTER FOUNDATION INC. MEETINGS OF
OCTOBER 17, 2006, NOVEMBER 21, 2006, JANUARY 16, 2007, AND FEBRUARY 20, 2007

 Deputy Mayor Murphy moved to receive and file minutes of River Valley Community Center Foundation Inc. Meetings of October 17, 2006, November 21, 2006, January 16, 2007, and February 20, 2007.

 Seconded by Councillor Day.  Carried.

 It was noted that Mayor Losier would address the need of receiving River Valley Community Center minutes in a timely manner with the Board of Directors for the Center.
 
7.4 MINUTES OF GRAND BAY-WESTFIELD EMERGENCY MEASURERS ORGANIZATION MEETING  OF
MARCH 20, 2007

 Deputy Mayor Murphy moved to receive and file minutes of Grand Bay-Westfield Emergency Measurers Organization Meeting of March 20, 2007.

 Seconded by Councillor Day.  Carried.

RE:  WASTEWATER PUMPING STATION NO. 2, PROJECT NO. 010-121

Deputy Mayor Murphy moved to receive and file Tender Notes of April 12, 2007 Re:  Wastewater Pumping Station No. 2, Project No. 010-121.

 Seconded by Councillor McGowan.  Carried.
 
8.  BILLS FOR PAYMENT
Councillor Day moved to pay Bills for Payment enbloc for a total of $69,558.98 and Bills for Ratification for a total of $79,860.10; grand total of $149,419.08.

 Seconded by Councillor Evans.  Carried.

 Deputy Mayor Murphy moved to receive and file letter of April 5, 2007 from Hon. Denis Landry, Minister of Transportation Re:  2007 Designated Highway Funding.

 Seconded by Councillor McGowan.  Carried.

 It was noted a letter of appreciation for the $250,000 would be forwarded to the local MLA Hon. Jack Keir and Hon. Denis Landry, Minister of Transportation.

RE:  GARBAGE COLLECTION

 Deputy Mayor Murphy moved to receive and file letter of April 10, 2007 from Susan West Re:  Garbage Collection and to forward a letter of response regarding composting, garbage collection, etc. to Ms. West.

RE:  REPORT FROM ADI LIMITED - 2007 TRAFFIC COUNT FOR RIVER VALLEY DRIVE/EPWORTH PARK ROAD INTERSECTION

 Councillor Evans moved to receive  letter dated March 28, 2007 from Don Good, ADI Ltd. and forward a copy to Brian McKinney, Associate Director, Department of Transportation Traffic Engineering.

21. MEMORANDUM OF APRIL 19, 2007 FROM PLANNING ADVISORY COMMITTEE 
RE:  ZONING BY-LAW AMENDMENT, BY-LAW NO. 101/DEVELOPMENT OFFICER’S REPORT OF APRIL 18, 2007 RE:  DRAFT BY-LAW NO. 101E, AMENDMENT TO BY-LAW NO. 101, TOWN OF GRAND BAY-WESTFIELD ZONING BY-LAW

 Councillor McGowan moved to establish the date of May 28, 2007 as the date for the Hearing for the proposed By-law No. 101E, Amendment to the Town Zoning By-law No. 101 and to authorize the publication of this proposed by-law change and notice of the Hearing to meet the requirements of the Community Planning Act.

 Seconded by Deputy Mayor Murphy.  Carried.
 
22. FIRE CHIEF’S REPORT OF APRIL 19, 2007 
RE:  EMO - SEVERE FLOOD PLAN

 Councillor Day moved to accept the Town of Grand Bay-Westfield Severe Flood Plan submitted by the Town’s Emergency Measures Organization and to authorize the appropriate signatures to the Introduction and Declaration of Agreement and attach the document as Annex B to the Town’s Emergency Response Plan.

 Seconded by Councillor Evans.  Carried.

 Council thanked all those involved in creating the Severe Flood Plan document.
