The Town of Grand Bay-Westfield Council met in a regular session on April 23, 2001 at 6:17 p.m. with Mayor Losier presiding.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF
ADDITIONS AND DELETIONS

Councillor Keir moved to delete the following item from the agenda at the request of Alan Calder:

6.2  Letter of April 17, 2001 from Alan Calder Re:  6 Leila Street

Seconded by Councillor McGowan.  Carried.

6. PUBLIC PRESENTATIONS
6.1 HON. MILT SHERWOOD, MINISTER OF PUBLIC SAFETY, MLA ATTENDING
RE:  VARIOUS MATTERS

Minister Sherwood, Minister of Public Safety, MLA, and Terry Andow, Executive Assistant spoke on the following subjects:

By-pass on Highland Road

Minister Sherwood noted that the design people from the Department of Transportation (DOT) were to contact the Town’s Planning Department.  Minister Sherwood noted that DOT was not too interested in having only one exit and entrance from Saint John, but would prefer to have the entrance and exit going both ways.  Minister Sherwood will follow up with DOT.

Designated Highway Program

Mayor Losier noted that the Town received approval for funding to upgrade a portion of Nerepis Road from McLean Road north for 3 km for $450,000.  This is in keeping with an agreement that the Province would upgrade Nerepis Road to minimum standards before it is turned over to the Town.

Infrastructure Program

Mr. Andow, Minister Sherwood’s Executive Assistant noted that he has been talking with the Retail Development Corporation, which funds the infrastructure program, and was advised they are in the process of reviewing all applications from across the Province.

Standard Investment Property – Contaminated Site

Minister Sherwood advised that Cabinet has approved the acquisition of the Standard Investment Property.  Shell Canada has provided the Department of Environment and Local Government with a written commitment of bearing the cost of the clean up of the site.  The property could then be used for commercial operations, non-potable status.  This means that any domestic water needs would be supplied from an off-site source.  The property could also be used as a parking area or for construction using a slab or grade structure, without a basement.

Shell Canada has engaged Jacques Whitford Environmental Ltd. to undertake the clean-up work, which is expected to begin at the site in late May of this year.

Westfield Wharf

Mayor Losier noted that the Town is working with the Town Solicitor to ensure the Town has clear title of the property, prior to turn over by the federal government.  Minister Sherwood confirmed the $15,000 from the provincial government remains available upon turn over of the wharf.

Task Force on Volunteer Fire Services

Minister Sherwood noted that an interim report is being looked at now and the Task Force has been asked to prioritize the first ten items.  The next meeting is Monday, April 30, to finalize the report which will be sent to Minister Sherwood.

Mile Markers for Highway No. 7

Minister Sherwood noted that this item would be looked after this season.

Town 2001/2002 (Joint Emergency Preparedness Program (JEPP) Application

Minister Sherwood advised that the Town’s application for computer equipment for our Emergency Measures Organization has been approved.

Councillor Sutton moved to adopt the minutes of the regular Council meeting of April 9, 2001 as presented.

MEETING OF APRIL 2, 2001

Deputy Mayor Black moved to receive and file the minutes of the Planning Advisory Committee meeting of April 2, 2001.

7.2 MINUTES OF EMERGENCY MEASURES ORGANIZATION MEETING OF
OF MARCH 13, 2001

Councillor McGowan moved to receive and file the minutes of the Emergency Measures Organization meeting of March 13, 2001.

Seconded by Councillor Calvin.  Carried.
 

7.3 MINUTES OF RIVER VALLEY COMMUNITY CENTER INC.
BOARD OF DIRECTORS MEETING OF FEBRUARY 20, 2001

Councillor McGowan moved to receive and file the minutes of the River Valley Community Center Inc. Board of Directors meeting of February 20, 2001.

Seconded by Councillor Calvin.  Carried.
 

7.4  TELEPHONE POLL OF APRIL 10, 2001
RE:  APPOINTMENT OF ANDREW EASTON AS DIRECTOR OF TOWN OF GRAND BAY-WESTFIELD EMERGENCY MEASURES ORGANIZATION

Deputy Mayor Black moved to ratify the Telephone Poll of April 10, 2001 Re:  Appointment of Andrew Easton as Director of the Town of Grand Bay-Westfield Emergency Measures Organization, in that Andrew Easton be appointed as Town of Grand Bay-Westfield Emergency Measures Organization Director effective April 23, 2001.

Seconded by Councillor Calvin.  Carried.
 

7.5 TELEPHONE POLL OF APRIL 18, 2001
RE:  REGULAR COUNCIL MEETING OF APRIL 23, 2001

Councillor Sutton moved to ratify the Telephone Poll of April 18, 2001 Re:  Regular Council Meeting of April 23, 2001, in that approval is granted to commence the regular Council session of April 23, 2001 at 6:15 p.m.

Seconded by Councillor Calvin.  Carried.
 

8. BILLS FOR PAYMENT
Councillor McGowan departed the meeting due to a stated conflict of interest.

Councillor Keir moved to approve the following item from Bills for Ratification:
# 27.  McGowan, Diane Amb.  $ 816.65

Seconded by Councillor Sutton.  Carried.

Councillor McGowan rejoined the meeting.

Councillor Keir moved to pay the Bills for Payment enbloc for a total of $16,175.00, and approve the remaining Bills for Ratification for a total of $166,160.11, Grand Total $182,335.11.

Seconded by Councillor Sutton.  Carried.

Councillor Keir moved to accept with regret the resignation of the Town Manager as Director of the Emergency Measures Organization.

26. LETTER OF APRIL 10, 2001 FROM ANDY MORTON,
DEPUTY DIRECTOR, PUBLIC SAFETY RE:  APPROVAL OF TOWN JOINT EMERGENCY PREPAREDNESS PROGRAM APPLICATION

Councillor Calvin moved to authorize the Town’s 50% cost sharing of the Joint Emergency Preparedness Program (JEPP) grant for the purchase of two computer systems.
